Short answer: Signal says every conversation is end-to-end encrypted (E2EE) by default. WhatsApp says personal messages and calls are E2EE by default. RCS encryption is conditional: Google Messages encrypts eligible RCS chats between Google Messages users, but SMS and MMS are not E2EE. If an RCS thread falls back to SMS or MMS, the E2EE protection no longer applies.
What end-to-end encryption protects
End-to-end encryption encrypts message or call content on the sender’s device and decrypts it only on the intended recipient’s device. The service transporting the data should not be able to read the plaintext while it is moving through its servers. In a properly implemented E2EE conversation, an intermediary can deliver ciphertext without possessing the keys needed to turn it into readable text or intelligible audio.

That definition is narrower than “the service is completely private.” E2EE primarily answers a content question: can the provider read the messages or calls? It does not, by itself, answer who contacted whom, when they communicated, what account is associated with a phone number, how long information is retained, whether a backup is encrypted, or whether someone has access to an unlocked endpoint.

The practical comparison therefore has two layers. First, determine whether the message or call content is encrypted between endpoints. Second, evaluate the conditions that can weaken the result, such as an SMS fallback, an unprotected backup, an exposed account, or a compromised phone.

How Signal’s encryption claim works in practice
Always-on protection for Signal conversations
Signal Support describes its conversations as “always end-to-end encrypted,” adding that they can only be read or heard by the intended recipients. The concise product wording is “Every message, every call, every time.” This is an always-on claim for conversations that remain inside Signal. A user does not need to select an encrypted mode for one chat and an unencrypted mode for another.
That consistency is the main security advantage in this comparison. There is no ordinary SMS fallback inside a Signal conversation that silently changes the message to a weaker transport. If a person sends a message through Signal, the relevant question is usually whether both people are actually using Signal and whether their accounts and devices are under their control, not whether the individual message was downgraded to a different protocol.
What Signal E2EE does not cover
“Always encrypted” does not mean that Signal can prevent a recipient from photographing the screen, forwarding a message, or running a malicious application on the recipient’s phone. It also does not prove that a person has verified the identity of the contact they are chatting with. A secure channel to the wrong account is still the wrong conversation.

If an attacker controls an unlocked phone, reads notifications, captures the screen, or steals account access, E2EE cannot retroactively hide content displayed on that endpoint. Use a strong device passcode, keep the operating system and Signal application updated, and check that you are addressing the intended contact before sending sensitive information.
What WhatsApp’s default E2EE covers
Personal messages and calls
WhatsApp’s privacy documentation says personal messages and calls are protected with end-to-end encryption by default. It says the service uses the Signal protocol and that messages are encrypted before leaving the device. For a normal personal chat or one-to-one call that remains within WhatsApp, the content-protection claim is therefore comparable to Signal’s in the narrow sense that the provider says it cannot read the plaintext during delivery.

The wording matters. The stated scope is personal messages and calls. Do not expand that sentence into a claim that every piece of WhatsApp-related information is E2EE. Account records, usage metadata, contact relationships, delivery information and other service operations are separate from the message payload.
Backups and account access are separate checks
A message can be E2EE while it is exchanged in a chat and still be exposed through a poorly protected copy. Backups have their own security settings and policies, so check the backup option in WhatsApp rather than assuming that the protection of a live chat automatically applies to every stored copy. The same distinction applies to linked devices and account recovery: someone who gains control of the account or an already-unlocked device may be able to view conversations after they have been decrypted for use.

When RCS is end-to-end encrypted
Google Messages eligibility
Google Messages states that RCS chats between Google Messages users are end-to-end encrypted by default. In this context, both the participating clients and the active RCS path matter. A phone having RCS capability is not enough to prove that every conversation is encrypted. The other person must be on an eligible client, the carrier and service path must support the required features, and the conversation must remain an RCS chat.
Google also says SMS and MMS messages are not end-to-end encrypted and that E2EE is unavailable when the messaging app does not support it. The app provides an encryption indicator when E2EE is active. That indicator is the practical test a reader can perform for a particular conversation instead of inferring protection from a phone model, carrier name or general RCS branding.

Why the RCS label is not enough
RCS is an ecosystem and standard rather than one universally identical application. Clients, carriers and servers have to implement compatible features. The GSMA’s RCC.16 specification defines procedures for RCS end-to-end encryption using the Messaging Layer Security (MLS) protocol. That specification demonstrates that RCS has a standards path for E2EE; it does not mean that every RCS client, carrier or cross-platform conversation has implemented it.
Two people can therefore use phones marketed as RCS-capable and still receive different protection depending on the applications and routes involved. Treat the conversation’s current state as decisive. If the app identifies the thread as SMS or MMS, or if the E2EE indicator disappears, assume that the message is not E2EE.
How an RCS conversation can lose E2EE
Fallback to SMS or MMS
RCS can fall back to SMS or MMS when the required RCS service is unavailable, a participant is not eligible, or the conversation cannot continue over the supported RCS path. The visible thread may look continuous, but the transport has changed. SMS and MMS are not E2EE, so a fallback message does not retain the encryption that applied to an eligible RCS exchange.
This is the most important operational difference between RCS and an always-on encrypted messenger. With Signal, a normal conversation does not silently become SMS. With RCS, delivery reliability can take priority over encryption unless you notice the change and choose another channel.
Signs of a fallback
- The compose box or send option identifies the message as SMS or MMS instead of RCS chat.
- The conversation no longer displays Google Messages’ encryption indicator.
- The recipient has changed devices, disabled RCS, lost data connectivity, or is using an app that does not support the required E2EE feature.
- A group thread includes a participant or client that makes the chat ineligible for E2EE.
Labels can vary by Google Messages version and device configuration, so use the current text and icons shown in your app. If the state is unclear, do not send sensitive content until you have confirmed an encrypted indicator or moved the conversation to a service with an explicit always-on E2EE claim.

How to check encryption before sending a sensitive message
In Google Messages
- Open the specific conversation in Google Messages.
- Look at the conversation’s compose and send area for the RCS chat state rather than assuming that the contact is reachable through RCS.
- Confirm that the app displays its encryption indicator for the active conversation. Google identifies this indicator as the sign that E2EE is operating.
- If the thread is marked SMS or MMS, or the indicator is absent, treat the message as not E2EE.
- For sensitive information, ask the recipient to restore an eligible RCS path or switch to Signal or another channel whose encryption status is clearly available.
In Signal
- Open the conversation in Signal and verify the contact’s identity using the app’s available safety or identity-verification information when the stakes justify it.
- Confirm that you are messaging the intended account, especially after a phone-number change, reinstall or new-device setup.
- Use a device passcode and keep notifications from exposing message previews if people nearby could see them.
In WhatsApp
- Use the normal personal chat or call interface and remember that WhatsApp’s default E2EE statement is scoped to personal messages and calls.
- Review linked devices and account-security settings so an unknown session or stolen account does not undermine the protection of the live chat.
- Check backup settings separately; do not infer backup protection solely from the E2EE label in a conversation.
Content encryption versus the rest of the security model
Metadata
E2EE hides message content from the transport service, but it does not automatically hide all metadata. Services may still need information such as account identifiers, delivery timing, connection details or the existence of a relationship between accounts. The exact data retained and disclosed depends on the service and its policies. A claim that a message is E2EE should never be rewritten as a claim that communication is anonymous.
Backups
A backup is a separate copy with its own encryption and access controls. If a conversation is copied to a cloud or local backup, investigate the backup’s settings and threat model independently. The encryption used while a message travels between participants does not answer how a stored backup is protected.
Endpoints and notifications
Encryption ends where decryption occurs: on the recipient’s device. Malware, an unlocked phone, screen recording, a visible notification preview or a malicious linked device can expose content after decryption. Use screen locks, timely software updates, app permissions and notification controls appropriate to the sensitivity of the conversation.
Identity and account compromise
E2EE protects a channel to a cryptographic endpoint; it does not guarantee that the person behind an account is who you think they are. Verify important contacts through a second trusted channel, and treat unexpected requests, changed numbers and new-device alerts as reasons to pause. Protect the account’s recovery methods and review active sessions.
Which service is the better choice for different needs?

Common misconceptions and the correct interpretation
“All RCS is encrypted.”
Incorrect. Eligible RCS chats in Google Messages can be E2EE, but the condition is specific to supported clients and the active path. SMS/MMS are not E2EE, and an RCS fallback removes that protection.
“My phone supports RCS, so this chat is secure.”
Phone support does not establish the other participant’s client, carrier support or current transport. Inspect the conversation’s encryption indicator instead.
“WhatsApp is encrypted, so everything about WhatsApp is secret.”
WhatsApp’s stated default covers personal messages and calls. Metadata, backups, account access and endpoint compromise require separate controls.
“Signal encryption means the recipient cannot leak a message.”
The recipient can still copy, photograph or disclose content. E2EE controls intermediary access during transport; it cannot control a trusted endpoint.
“An encrypted app makes identity verification unnecessary.”
Encryption can protect a conversation with the wrong account. Verify important contacts and watch for account or device changes.
A practical decision checklist
- Identify the channel: Signal conversation, WhatsApp personal chat or call, eligible RCS, SMS or MMS.
- Check the current state: in Google Messages, confirm the E2EE indicator; do not assume that an earlier message’s state still applies.
- Watch for fallback: an SMS or MMS label means the message is not E2EE.
- Separate content from storage: inspect backup settings and linked devices independently.
- Secure the endpoints: use a strong passcode, updates and notification controls.
- Verify identity: use an out-of-band check for high-consequence conversations.
- Choose consistency over convenience: if you cannot verify RCS eligibility, use a channel whose E2EE status is explicit and stable.
Bottom line: what is actually end-to-end encrypted?
Signal is the clearest always-on case: Signal says every conversation is E2EE. WhatsApp says personal messages and calls are E2EE by default, but that statement should not be extended to metadata, backups or compromised endpoints. RCS is conditional rather than universal. Google Messages can provide E2EE for eligible RCS chats between Google Messages users, and its encryption indicator lets you check the active conversation. SMS and MMS are not E2EE, including messages sent after an RCS fallback.
