RBI measures announced in October 2026 could put modest upward pressure on Indian bond yields by draining banking liquidity, while separate steps to redirect oil companies’ dollar demand and constrain some foreign-exchange positions may support the rupee in the near term. Neither outcome is assured: global yields, oil prices, inflation and foreign investor flows remain important drivers.
What RBI changed in October 2026
The Reserve Bank of India is addressing two distinct market pressures: surplus rupee liquidity in the banking system and dollar demand or positioning in the foreign-exchange market.

Measures affecting rupee liquidity
Reuters reported on October 9 that the RBI planned to sell ₹250 billion (about $2.58 billion at Reuters’ conversion) of government bonds through open-market operations on October 13. The sale would absorb rupees from buyers as the securities enter the market. The RBI also raised the minimum share of banks’ prescribed cash reserve requirement that must be maintained daily from 90% to 99%, effective October 16. Measures affecting dollar demand and FX positions
ETMarkets’ October 12 account described a dedicated dollar-supply window for the daily needs of three state-run oil companies—IOCL, BPCL and HPCL—intended to shift those purchases away from the interbank spot market. Its summary also listed tighter rules for foreign-exchange derivatives: cancelled rupee-linked contracts cannot be rebooked; the limit for over-the-counter FX derivatives without an underlying exposure falls from $100 million to $5 million; and a 20% cash reserve requirement applies to the rupee value of covered rupee-linked derivative contracts exceeding $2 million. These steps can make some positions more costly or difficult, but they do not guarantee a lasting rise in the rupee. ETMarkets
Why the liquidity measures could weigh on bonds
An open-market bond sale increases the supply of government securities that investors must absorb while withdrawing rupees from the market. Requiring banks to keep a larger share of their prescribed reserves on hand each day also reduces their flexibility to use cash during the maintenance period. If those changes leave buyers with less liquidity or appetite for bonds, prices can fall and yields—which move inversely to prices—can rise.

That is a pressure mechanism, not a prediction that yields must rise by a particular amount. Reuters reported that traders expected mild selling pressure and saw a 7.25%–7.35% range for the benchmark yield. At Friday’s close before its October 12 report, the 10-year benchmark yield was 7.2994%, up 9 basis points for the week and rising for an eighth consecutive week. How the rupee measures may limit pressure
When state oil companies buy dollars through a dedicated window rather than the interbank spot market, their demand may exert less immediate pressure on spot trading. Restrictions on certain derivative positions, along with the cash reserve cost for covered contracts, may also curb some demand for rupee-linked FX exposure. Together, these mechanisms could help the rupee in the short run even as liquidity withdrawal creates a bond-market headwind.

The distinction between an observed move and a forecast matters. Reuters reported that the rupee had closed at ₹96.73 per U.S. dollar on the Friday before its October 12 article, down 0.4% for the week and near a reported May record low of ₹96.96. After the measures were announced outside local market hours, it appreciated 0.6% in the non-deliverable forward market; that was not a subsequent spot-market return. Traders expected the currency to strengthen through ₹96 per dollar, with some seeing possible gains toward ₹95.50–₹95.00. Those levels were forecasts, not achieved exchange rates. Reuters
Why a stronger rupee may not be enough
Currency support from RBI measures does not remove the other pressures cited in Reuters’ reporting: high oil prices, portfolio outflows, rising global bond yields and a broadly firmer U.S. dollar. The same external conditions can affect both Indian bonds and the rupee, potentially offsetting some benefit from the policy changes.

A firmer rupee could reduce foreign investors’ expected currency losses on Indian assets, but Reuters reported that foreign bond outflows had continued, with net selling in seven of the previous eight weeks. The October 12 report did not establish that the policy measures had reversed those flows. Nor does the bond sale or tighter reserve maintenance determine yields on its own: inflation, oil, U.S. rates, expectations for RBI policy and investor demand all matter.

- Bond-market absorption: How investors respond to the announced ₹250 billion sale and whether tighter daily reserve maintenance materially changes demand for government securities.
- Rupee spot trading: Whether the expected support appears in spot-market trading, rather than only in offshore forwards, and whether oil companies’ dollar demand shifts as intended.
- Inflation and global markets: Reuters’ October 12 report pointed to India’s September retail inflation release due that day, India wholesale inflation and U.S. inflation data due October 14, as well as oil prices and U.S. bond yields. These were upcoming events at the time of that report; their outcomes and subsequent market reactions are not established here.
- Foreign portfolio flows: Whether bond selling persists or changes, since a currency rally alone does not confirm a reversal in investor flows.
Reuters also quoted RBI Governor Sanjay Malhotra on October 7 saying of rupee pricing, “It is only in the long run they are able to find the right value.” That observation is consistent with the policy trade-off: near-term steps can alter liquidity and trading conditions, but they cannot by themselves settle the currency’s longer-term value or determine bond yields.
