The records show that more exposure was being captured under the standardised SEC-SA framework; they do not, by themselves, prove that borrowers defaulted or that underlying asset quality deteriorated.
What changed at the two banks
Risk Quantum reported on 15 October 2026 that SEC-SA securitisation RWAs rose by more than C$1 billion at each bank. Across the major Canadian banks in its comparison, SEC-SA RWAs increased 23% during the quarter.

| Scotiabank | Up by more than C$1 billion | Not stated in the accessible Risk Quantum report | Reached a record, with the bank separately citing business-growth RWA increases and the recall of a synthetic risk-transfer securitisation |

RBC’s increase
RBC’s SEC-SA securitisation RWAs rose C$1.46 billion, equivalent to 26%, to C$7.2 billion. That is a regulatory measure of exposure after applying prescribed risk weights, not a reported loss provision or a default total.

Its maximum exposure to loss involving third-party securitisation vehicles was $34 billion at 31 July 2026, compared with $26 billion a year earlier. RBC attributed the increase to higher client activity with those vehicles.

Scotiabank’s increase
Risk Quantum reported a record and an increase of more than C$1 billion for Scotiabank, but the accessible report does not give the exact ending SEC-SA RWA balance. That figure should not be inferred from the percentage or from Scotiabank’s capital-ratio disclosure.
What SEC-SA means
SEC-SA is the standardised approach for calculating capital requirements on securitisation exposures under the Office of the Superintendent of Financial Institutions’ Capital Adequacy Requirements (CAR) 2026 framework. It applies a regulatory formula and conditions to determine how much risk-weighted exposure a position creates.

OSFI says securitisation exposures can include, among other things:
- Asset-backed securities and mortgage-backed securities
- Credit enhancements and liquidity facilities
- Loans to securitisation vehicles that fund asset purchases
- Interest-rate or currency swaps
- Credit derivatives and tranched cover
Where SEC-SA sits in OSFI’s hierarchy
For a securitisation pool, the framework first uses SEC-IRBA where the institution and pool qualify. If that route is unavailable, an eligible external or inferred rating can permit SEC-ERBA. SEC-IAA can be used for certain unrated asset-backed commercial paper exposures when the institution has approval. SEC-SA is available when the higher approaches cannot be used, subject to the framework’s formulas and conditions.

Why two similar exposures can receive different weights
Under SEC-ERBA, the risk weight depends on factors such as the exposure’s rating, whether it is senior, the tranche’s maturity and, for non-senior tranches, its thickness. The standardised calculation therefore responds not only to the amount outstanding but also to how the position is structured and classified.
Why a record RWA balance is not automatically a credit-loss signal
An RWA is an exposure measure after regulatory risk weighting. It can rise because a bank holds more securitisation positions, provides more funding or liquidity support, changes the mix of tranches, brings exposures back onto its balance sheet, or applies a different eligible calculation approach. A record therefore indicates a larger capital-weighted footprint, not necessarily weaker performance of the loans or securities inside the transactions.

RBC: activity is the clearest disclosed driver
The combination of RBC’s higher maximum exposure to third-party securitisation vehicles and its explanation of increased client activity is consistent with a larger measured capital footprint. The cited disclosures do not establish that credit performance deteriorated, nor do they identify a specific methodology change as the cause of the C$1.46 billion quarterly RWA increase.

Scotiabank: growth and a recalled risk transfer affected RWAs
Scotiabank reported that its CET1 ratio was 13.1% at 31 July 2026, down 20 basis points from the prior quarter. The bank linked the decline partly to RWA growth from business expansion and the recall of a synthetic risk-transfer securitisation. Earnings less dividends partly offset that pressure.

A recalled synthetic risk transfer can increase the amount of risk the bank retains for capital purposes because protection that had transferred some credit risk is no longer reducing the bank’s measured exposure. That explanation concerns capital treatment; it is not a finding that the underlying assets had defaulted.

| Bank | Capital information disclosed for the quarter | Interpretation |
|---|---|---|
| RBC | The cited material does not provide a corresponding quarterly CET1 figure or change. | The RWA increase represents additional capital-weighted exposure, but its exact ratio effect cannot be quantified from these disclosures alone. |
| Scotiabank | CET1 ratio of 13.1% at 31 July 2026, down 20 basis points quarter over quarter. | Scotiabank said business-growth RWAs and the recalled synthetic risk transfer contributed to the decline; earnings less dividends partly offset it. |
RWA growth does not translate one-for-one into a capital-ratio move. The ratio also depends on the bank’s eligible capital, earnings, dividends, other RWA categories and any risk-transfer effects during the period.
What to watch in subsequent filings
- Whether Scotiabank publishes the exact SEC-SA ending balance and its quarter-on-quarter percentage change.
- How each bank’s securitisation exposures are split among SEC-IRBA, SEC-ERBA, SEC-IAA and SEC-SA.
- Changes in tranche seniority, maturity, thickness and ratings that could alter risk weights without an equivalent change in face-value exposure.
- Further recalls, renewals or new synthetic risk-transfer transactions.
- Each bank’s CET1 ratio and the separate contribution from securitisation RWAs versus broader business growth.
The available evidence supports a clear conclusion: securitisation activity or retained exposure expanded enough to push SEC-SA RWAs to records at RBC and Scotiabank, while the disclosed filings do not establish a broad deterioration in underlying credit quality.
