Use retrieval-augmented generation (RAG) when your assistant must answer from current company documents, show where an answer came from, or reflect frequent policy changes. Use fine-tuning when the model already has the needed context but performs a task inconsistently, follows the wrong format, or needs a dependable tone and workflow. Consider both only after evaluation proves that retrieval solves the knowledge gap and tuning solves a separate behavior gap.
Neither approach is automatically more accurate. RAG can retrieve irrelevant passages or expose the wrong document if permissions and filters are poorly designed. A fine-tuned model can still make unsupported claims because training changes behavior; it does not create a live, auditable document repository. Build an evaluation set from real employee questions, test the alternatives under the same conditions, and choose the simplest architecture that meets your accuracy, freshness, traceability, security, latency and cost requirements.

The short answer
| If your main problem is… | Start with… | Why |
|---|---|---|
| The assistant does not know current policies, procedures or other private facts | RAG | It retrieves relevant passages from your company sources at answer time and supplies them as context to the model. |
| The assistant knows the context but answers in an inconsistent format, tone or task workflow | Fine-tuning | Training examples shape repeatable behavior, such as classification, structured output, style or instruction following. |
| You need both grounded facts and a specialized response behavior | Evaluate a hybrid | Keep retrieval for evidence and tune the answer model only if a measured behavior gap remains. |
A useful diagnostic is to separate knowledge failure from behavior failure. If the correct answer is absent from the prompt and the model cannot reasonably know it, improve the information path with retrieval. If the correct information is present but the answer still violates your format, tone or procedure, investigate prompting, tooling and possibly fine-tuning.

How RAG and fine-tuning differ
RAG adds information at query time
Retrieval-augmented generation keeps the base model and looks up relevant material when a user asks a question. A retriever searches indexed company content, selects passages, and places those passages in the model’s context. The model then generates an answer that should be limited to, and grounded in, that evidence.

OpenAI describes file search as semantic and keyword retrieval from uploaded files. AWS describes RAG as referencing custom documents before generation. In either description, the documents remain outside the model’s learned parameters. Updating a policy therefore means updating the source, index or retrieval store rather than retraining the model.
Fine-tuning changes learned behavior through examples
Fine-tuning trains a supported base model on examples of inputs and desired outputs. The examples teach patterns such as a classification decision, a fixed JSON schema, a company-specific writing style, or a multi-step task procedure. OpenAI lists formatting, classification, instruction following, style and task-specific performance among possible uses; Microsoft similarly positions tuning for behavior, style and task performance.
The training set is not a dependable substitute for a searchable document system. It can influence how a model responds, but fine-tuning alone does not inherently return a passage-level citation or guarantee that a newly changed policy will be used. A model may also reproduce outdated examples unless the training and deployment process is managed carefully.

Policies and facts change
Employee handbooks, security procedures, product specifications, pricing rules and legal guidance can change independently of a model release. RAG lets you refresh the authoritative source and re-index it without waiting for a new training run. This is especially important when an answer must reflect the latest approved version rather than a pattern learned months earlier.
People need evidence
RAG can preserve document identifiers, page numbers, section titles or other metadata alongside retrieved passages. Your answer layer can expose those references so an employee can verify a policy or open the controlling document. AWS notes that RAG is suitable for question answering over custom documents, while a fine-tuned response does not inherently provide a reference to its source.
Access must follow employee permissions
Company knowledge is rarely public. A retrieval system must enforce the user’s identity, group membership, geography, business unit and document-level restrictions before context reaches the model. Metadata filters can limit file search results, but filters are only effective when your ingestion pipeline stores trustworthy access metadata and your tests cover allowed and denied cases.

You can describe the answer in source passages
RAG works best when the answer exists in documents that can be segmented and searched. It is less helpful when the desired output depends mainly on an implicit style or a complex action policy that is not represented clearly in the source material. In those cases, retrieval may supply facts while prompting, tools or tuning handle behavior.

Formatting must be highly consistent
Suppose every support ticket must become a fixed set of fields, every contract clause must receive one of a defined set of labels, or every response must follow a strict internal template. A representative collection of input-output examples can teach the model the expected structure more reliably than repeating a long format instruction in every prompt.
The task is stable and measurable
Fine-tuning is easier to justify when the task pattern changes slowly and you can define what a correct output looks like. Examples should cover the language, edge cases and failure modes that occur in production. Hold out unseen examples for evaluation; measuring only on training items can hide memorization and brittle behavior.
You need a particular style or interaction pattern
A brand voice, escalation script, concise response pattern or domain-specific instruction hierarchy can be represented in examples. Google Cloud gives the example of tuning for brand voice while RAG grounds answers in company data. Treat style as a behavior objective, not as a reason to put the underlying facts into weights.
Prompt size or repeated instructions are a proven bottleneck
OpenAI notes that fine-tuning may permit shorter prompts and potentially lower latency or token cost at scale. That is a possibility to measure, not a guaranteed saving. Training charges, data preparation, evaluation, model hosting and future retraining can outweigh inference savings for small or changing workloads.

| Decision axis | RAG tends to fit when… | Fine-tuning tends to fit when… |
|---|---|---|
| Primary gap | The model lacks access to company facts or documents. | The model has the information and context but responds inconsistently or performs the task poorly. |
| Knowledge changes | Documents change often and can be updated in the knowledge source. | The desired behavior is comparatively stable and can be represented in training examples. |
| Traceability | Readers need answers grounded in retrievable passages and citations. | The goal is a behavior change; document-level references are not inherent. |
| Desired output | Answers should use relevant retrieved context. | Formatting, tone, classification or task execution should be consistent. |
| Main operations | Ingestion, indexing, chunking, retrieval relevance, metadata, permissions and grounded generation. | Training-data quality, supported models, training and evaluation workflow, inference behavior and model lifecycle. |
| Cost and latency | Measure retrieval, indexing, storage and generation in the intended workload. | Measure training, model hosting and inference; shorter prompts may help at scale but are not guaranteed to do so. |
| Source updates | Usually handled by refreshing or re-indexing documents. | May require a new training cycle if the behavior examples or learned content must change. |
These are tendencies, not guarantees. A weak retriever can make a RAG assistant fail even when the right document exists. A tuned model can still invent an answer or ignore an instruction. Architecture labels do not replace task-level evaluation.

A practical decision process
1. Define the production task
Write down who will use the assistant, which questions it must answer, which actions it may take, and what counts as an unacceptable response. Separate informational questions from workflows such as opening a ticket, calculating an entitlement or approving an exception. A workflow may require retrieval plus application tools, not just a different model.
2. Build a representative evaluation set
Collect real questions across departments, document versions, languages, access levels and difficulty. Include questions whose answers are absent from the corpus, ambiguous requests, conflicting documents and attempts to obtain restricted information. For each item, define the expected answer, required citations, refusal conditions and formatting checks.
3. Establish a prompted baseline
Test the base model with carefully written instructions and a small set of representative contexts. Record factual accuracy, completeness, citation correctness, refusal behavior, format validity, latency and cost. This tells you whether the problem is genuinely architectural or can be solved with better instructions and context selection.
4. Test RAG for knowledge gaps
- Identify authoritative sources and assign an owner and review date to each one.
- Extract text, preserve headings and tables where possible, and attach metadata such as document version, department, region, confidentiality and effective date.
- Choose chunking and indexing settings, then test whether relevant passages are retrieved for each evaluation question.
- Apply identity-aware filters before generation. Verify that a user cannot infer or retrieve content outside their authorization.
- Instruct the model to answer from the supplied evidence, cite the source metadata, and say when the evidence is insufficient.
- Measure retrieval recall, answer grounding, citation accuracy, refusal quality and end-to-end latency.
OpenAI’s current File Search documentation describes a Responses API tool that searches uploaded files in a vector store using semantic and keyword search. Its Vector Stores API reference lists an automatic default of 800 tokens per chunk with 400 tokens of overlap. Those numbers are product defaults, not universal RAG standards; test chunk sizes against your document structure and retrieval results.
5. Test fine-tuning only for a demonstrated behavior gap
- Remove examples that are contradictory, obsolete, duplicated or incorrectly labeled.
- Write examples that show the exact target behavior, including difficult and negative cases.
- Split examples into training and unseen evaluation sets, keeping the evaluation set hidden from the training process.
- Confirm that the intended base model and fine-tuning method are supported by your provider.
- Compare the tuned model with the prompted baseline on the same task metrics, including regressions on safety, factuality and refusal behavior.
- Test how the tuned model behaves when context is missing, contradictory or retrieved from a different department.
OpenAI recommends an iterative optimization loop: evaluate representative inputs, improve prompts and relevant context, optionally fine-tune for suitable use cases, and evaluate again. The loop matters more than assuming that a training run will solve every error.
6. Choose the smallest architecture that meets the targets
If RAG meets factuality, freshness and citation requirements, do not add tuning merely because it is available. If RAG retrieves the right evidence but the answer format remains unreliable, test stronger instructions, structured output or tool constraints before adding a training step. Fine-tune when those measures leave a repeatable behavior gap that your examples can address.

Designing a production RAG system
Source ownership and refresh policy
Give every collection an owner, an approval process and a refresh schedule. Record effective dates and superseded versions so retrieval does not blend an old policy with a current one. Decide what happens when documents are deleted, quarantined or awaiting review. A scheduled index refresh is not enough if the source-of-truth system itself is stale.

Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Chunking, metadata and retrieval
Chunk boundaries should preserve the meaning of a section, procedure or table. Store titles, hierarchy, version, region, audience and permissions with each chunk. Use metadata filters for hard constraints such as region or department, then rank the remaining passages for semantic relevance. Test both exact terminology and paraphrased questions; keyword and semantic search have different failure patterns.
Grounded generation and citations
Tell the model what evidence it received, how to handle conflicts and when to abstain. Require citations to point to retrieved metadata rather than invented URLs or document names. A citation is useful only if it identifies the passage that supports the claim. Evaluate partial answers: a response can cite a real document while adding an unsupported conclusion.
Permissions and isolation
Apply authorization before retrieval or use a retrieval service that enforces it server-side. Do not rely on the model to redact passages after they have entered its context. Test cross-tenant, cross-region and former-employee scenarios, and log which sources were retrieved for each answer without storing restricted content in unsafe locations.

Examples are the product
Each example should pair a realistic input with the output you want in production. Include borderline cases, common misspellings, long inputs, empty fields, conflicting instructions and requests that should be refused or escalated. Keep style examples separate from factual knowledge so a document update does not require rewriting the entire training set.

Prevent leakage and memorization
Remove secrets, personal data and material that users should not be able to reproduce. Do not place changing policy text into examples simply to make the model quote it; retrieve that text instead. Review outputs for memorized training passages and test whether a user can elicit data from another department.
Best Value
Plan the model lifecycle
Record the base-model version, training data version, hyperparameters supplied by the provider, evaluation results and deployment date. Set a deprecation and rollback plan. A tuned model is coupled to its base model; when that base model is retired, you may need to rebuild and revalidate the tuned behavior.
When a hybrid architecture is justified
A hybrid keeps RAG as the evidence layer and fine-tunes the answer-generating model for a measured behavior objective. For example, retrieval can supply the current travel policy while tuning teaches the assistant to produce a consistent reimbursement checklist. Google Cloud describes the related pattern of using tuning for brand voice while RAG grounds responses in company data.
Do not combine the techniques by default. First show that retrieval returns the right passages and that the model uses them correctly. Then isolate a remaining behavior metric, train on examples that demonstrate it, and rerun the same factuality, citation, permission and regression tests. If tuning causes the model to override retrieved evidence, reject the change or revise the training objective.
Costs, latency and operational trade-offs
RAG introduces ingestion, chunking, embedding or indexing, storage, retrieval and additional context tokens. Measure those components under expected query volume, document-refresh frequency and peak concurrency. More retrieved text can increase latency and distract the model, so retrieval quality matters as much as retrieval speed.
Fine-tuning introduces data preparation, training jobs, evaluation, model hosting and retraining when behavior or the base model changes. It may reduce prompt length and inference tokens, but the saving depends on workload and provider pricing. AWS describes fine-tuning jobs as taking from a few hours to days depending on model size; that is qualitative vendor guidance, not a universal schedule or independent benchmark.
Use a cost model that includes engineering time, monitoring, incident response, index refreshes, training runs and rollback work. Compare complete systems rather than the per-token price of one model call.
Provider availability can change your choice
As of October 13, 2026, OpenAI’s model-optimization documentation says its fine-tuning platform is being wound down: it is no longer accessible to new users, while existing users can create jobs “for the coming months.” Fine-tuned models remain available for inference until their base models are deprecated. This status is specific to OpenAI and may change, so verify the provider’s current documentation, supported models and migration terms immediately before committing to a new implementation. Do not generalize this announcement to every model provider.
Common failure modes and fixes
| Symptom | Likely cause | What to check |
|---|---|---|
| The answer cites an irrelevant policy | Retrieval ranking or chunk boundaries are poor | Inspect top results, metadata filters, synonyms, section structure and query rewriting. |
| The assistant reveals a document a user should not see | Authorization was applied after retrieval or metadata is wrong | Enforce access before context assembly and test denied identities explicitly. |
| The answer sounds confident but is unsupported | The generation step is not constrained by evidence | Require evidence-based answers, abstention when passages are insufficient, and citation validation. |
| A tuned model follows style but uses old facts | Knowledge was embedded in training examples | Move changing facts to RAG and retrain only for stable behavior. |
| Fine-tuning improves one format and harms another | Training examples are narrow or conflicting | Expand edge-case coverage, use a held-out regression set and compare against the baseline. |
| Latency rises after adding RAG | Too many or oversized passages are sent to generation | Measure retrieval and generation separately, rerank results, reduce context and cache safe operations. |
A decision checklist
- Is the required information private, frequently changing or tied to a document version? Start with RAG.
- Must users see supporting passages or citations? Prefer retrieval with source metadata.
- Is the information already present in context, but the model fails a stable format, classification or workflow? Evaluate fine-tuning after prompting and structured-output options.
- Can you assemble representative, high-quality examples and unseen tests? If not, do not train yet.
- Can your retrieval layer enforce identity and document permissions? If not, fix governance before deployment.
- Have you measured retrieval relevance, grounded accuracy, citation correctness, refusal behavior, latency and total cost?
- Has the provider confirmed that the required model and training workflow are currently available?
Bottom line for a company knowledge assistant
RAG is the default starting point for current, private and auditable company knowledge because it brings authoritative documents into the answer at request time. Fine-tuning is a targeted behavior intervention for stable, example-driven improvements such as format, style, classification or task execution. A hybrid can be effective, but only when evaluation shows that retrieval has solved the facts problem and a separate behavior problem remains. Let real questions, permission tests and measured outcomes—not the architecture label—decide.
