RAA Basics is an international single-trip travel insurance plan underwritten by Tokio Marine. Its clearest strength is unlimited overseas medical and hospital cover under the policy terms; its biggest gap is that it covers neither cancellation fees nor lost deposits. The September 2025 policy document also sets modest limits for luggage and emergency expenses and excludes several benefits available on higher tiers. Whether it fits depends less on the headline medical limit than on the costs and activities your trip exposes you to.
What is RAA Basics?
RAA Basics is an international, single-trip option in RAA’s travel insurance range. CHOICE identifies Tokio Marine as the underwriter. The figures below come from RAA’s September 2025 Product Disclosure Statement (PDS), which sets out the policy terms; your Certificate of Insurance records the cover selected for your trip. CHOICE’s RAA travel insurance review provides a public product summary, but its expert rating, price/cover scores and recommendation are available only to members.

RAA states that Tokio Marine & Nichido Fire Insurance Co., Ltd. issues the insurance. RAA acts as an authorised representative and says it receives a percentage of the premium as commission and may also receive a portion of underwriting profit. The PDS also describes limits and sublimits for individual luggage items and valuables. CHOICE’s public summary lists $350 per ordinary item and $750 for camera and laptop/tablet items, but use the applicable PDS wording to confirm how an item is defined, what evidence is required and whether exclusions apply. Read the PDS’s item table rather than assuming the overall $2,000 luggage limit is available for a single lost item. RAA’s September 2025 travel insurance PDS contains the contractual detail.
Does RAA Basics cover cancellation?
No. The September 2025 PDS lists cancellation fees and lost deposits as not covered on Basics, including the listed categories for unforeseen circumstances, certain events affecting a relative, military or emergency worker, and travel-agent fees. If you have prepaid, non-refundable flights, accommodation, tours or other bookings, you would bear those costs if a covered cancellation benefit is not available under your policy. Do not assume that unlimited medical cover also protects prepaid trip costs.

What are the main trade-offs?
Medical protection is the headline benefit
Unlimited overseas medical and hospital expenses is a substantial headline limit, but “unlimited” does not mean every expense is payable. Policy definitions, exclusions, conditions and assistance requirements still govern a claim. Review the PDS for the circumstances and expenses covered, including any requirements to contact the insurer or its assistance service.

Several disruption and convenience benefits are absent
Basics lists no cover for cancellation, travel documents, delayed luggage, personal money, rental-car excess, resumption of travel, special-event expenses, or specified emergency expenses arising from illness, injury or death affecting a relative or travelling companion. These omissions may matter more than the headline limit if your trip includes significant prepaid costs, a rental car or activities with fixed dates.

Luggage and emergency-expense limits need to match your trip
The overall luggage limit is $2,000, with item sublimits to check in the PDS; luggage delay and personal money are not covered. Emergency expenses are capped at $5,000 under the headline table. Consider the value of the belongings you will carry and the kind of disruption you could need to fund, not just the total medical limit.
Optional activities need explicit confirmation
RAA’s PDS describes cruise and ski/winter-sports options and associated benefit sections. Do not infer that either is automatically included in Basics. Check whether the activity and destination are covered, whether an option must be selected, and whether the selection appears on your Certificate of Insurance.

- List your non-refundable costs. Add prepaid bookings you could lose if plans change. Basics does not cover cancellation fees or lost deposits, so compare that exposure with your ability to absorb the loss.
- Check the benefits you would actually need. Compare the policy’s medical and emergency terms, luggage limit and item sublimits, and the absence of rental-car excess, travel-document, luggage-delay and personal-money cover with your itinerary and belongings.
- Account for activities and destinations. Check the PDS for destination-specific terms and for cruise, skiing or winter sports. Confirm any required option and verify it on the certificate.
- Compare quotes on equal terms. Match destination, trip dates, travellers’ ages, selected benefits and excess before comparing premiums. The cited public sources do not establish a current premium or like-for-like price comparison, so a lower quote alone cannot show that Basics is better value.
- Verify the documents for your purchase. Before buying, check the current PDS, the quote and the Certificate of Insurance for the actual premium, excess, dates, destination and selected options. The September 2025 PDS is the source for the limits in this review; terms and availability can change.
What traveller priorities suggest—and what they do not
RAA’s 2026 article reports findings from its 2024 research: 78 per cent of South Australian travellers prioritised medical expense coverage, 77 per cent considered trip cancellation important, and 66 per cent valued protection for lost or delayed luggage. The article does not provide the survey sample size or methodology, so these are RAA-reported figures, not evidence that the results represent all travellers. They do illustrate why Basics’ cancellation and luggage gaps deserve attention alongside its medical limit. RAA’s article on travel insurance priorities reports the figures.
Verdict
RAA Basics may suit a traveller whose priority is medical and hospital cover and who is comfortable carrying the financial risk of cancellation, limited luggage benefits and the other exclusions. It is a poor match if protecting prepaid, non-refundable trip costs is essential. Make the decision using the current PDS and the cover recorded on your certificate, not the unlimited medical headline alone.
