Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Short answer: R-410A has the least flammability hazard (A1), R-290 propane has by far the lowest direct global-warming potential (GWP 3), and R-32 sits between them (A2L, GWP 675). EPA’s 2026 table lists R-410A at GWP 2,090. That does not make one refrigerant universally “best.” Real-world risk and climate impact also depend on the appliance design, refrigerant charge, room size, ventilation, leak rate, energy efficiency, service quality, and end-of-life recovery.
R-32 and R-290 are not drop-in replacements for an R-410A air conditioner. A conversion is acceptable only when the complete equipment is listed and designed for the new refrigerant, installed under its manufacturer instructions, and permitted by applicable codes.

At a glance: safety and climate rankings
| Refrigerant | EPA/ASHRAE safety class | EPA GWP figure | What the rating means in practice |
|---|---|---|---|
| R-410A | A1 | 2,090 (EPA 2026 SNAP table) | Lowest flammability classification of the three, but the highest direct GWP in the EPA table. Requires correct high-pressure handling and recovery. |
| R-32 | A2L | 675 (EPA 2026 SNAP table) | Mildly flammable. Lower direct GWP than R-410A, with equipment and controls designed specifically for A2L refrigerant. |
| R-290 (propane) | A3 | 3 (EPA 2026 SNAP table) | Lowest direct GWP, but the highest flammability class. Charge limits, ignition prevention, ventilation and listed equipment are essential. |
The numbers are not interchangeable across every publication. A 2021 U.S. Federal Register notice used 2,087.5 for R-410A, while a European Commission table reports an R-290 GWP100 value of 0.02. Those differences reflect the assessment method and table version; always identify the source when quoting GWP.

R-410A: A1
A1 is the least flammable class in this comparison. Under normal conditions, R-410A is not expected to propagate a flame. That advantage is why it has historically been familiar in residential split systems. A1 does not eliminate other hazards: R-410A systems operate at substantial pressure, and technicians still need the correct gauges, recovery equipment, charging procedure and personal protection.
R-32: A2L
A2L means lower toxicity and mildly flammable behavior. R-32 can burn under the right concentration and ignition conditions, but its flame speed is lower than that of an A3 refrigerant. Listed A2L systems therefore use measures such as charge limits, leak detection or airflow strategies, ignition-source controls and installation rules that differ from older R-410A equipment.
R-290: A3
R-290 is propane. A3 is the highest flammability class in this group. The refrigerant’s climate advantage comes with stricter controls against an ignitable mixture: carefully limited charge, sealed or protected components, suitable electrical parts, ventilation provisions where required, and service procedures that prevent ignition. A propane air conditioner must be engineered and certified as a propane appliance; a technician should never treat it as an ordinary R-410A system.

Which refrigerant is safest?
If “safe” means the lowest refrigerant flammability classification, R-410A is the answer because it is A1. If safety means total system risk, the answer depends on the design and installation. A small, correctly listed R-290 unit can control its risks, while an incorrectly charged or modified A1 system can still be dangerous because of pressure, electrical faults or poor workmanship.
Factors that change the practical risk
- Charge size: More refrigerant creates a larger potential release. Equipment standards set limits for the appliance type, room or enclosure and installation arrangement.
- Room volume and ventilation: A leak in a small, poorly ventilated space creates a different concentration than the same leak outdoors or in a large room.
- Ignition sources: Relays, switches, heaters, open flames and non-approved electrical components matter most for A2L and A3 systems.
- Leak detection and airflow: Listed equipment may include sensors, forced ventilation or controls that keep a leaked concentration below an ignition threshold.
- Service practice: Recovery, evacuation, weighing the charge and leak testing must follow the refrigerant and manufacturer procedure. Venting refrigerant is not an acceptable substitute for recovery.
- Building and electrical codes: Local rules can limit charge, location, equipment type and who may perform the work. The code in force where the appliance is installed controls the job.
Which refrigerant is best for the climate?
For direct climate impact, R-290 ranks first, R-32 second and R-410A last in the EPA 2026 table. GWP estimates the warming effect of a refrigerant released to the atmosphere relative to carbon dioxide over the stated assessment horizon. On that basis, one kilogram of leaked R-410A has a much larger reported warming effect than one kilogram of leaked R-32, while R-290’s direct GWP is close to zero.
Direct GWP is only one part of an air conditioner’s lifecycle impact. A useful comparison also asks:

- How much electricity the system uses: Operating emissions can outweigh refrigerant emissions over the equipment’s service life, especially in regions with carbon-intensive electricity.
- How often it leaks: A low-GWP refrigerant does not deliver its expected benefit if poor joints, damage or repeated servicing release large quantities.
- How much refrigerant the design contains: Charge reduction lowers the consequence of a leak regardless of the refrigerant selected.
- How long the equipment lasts: Replacing a serviceable unit early has manufacturing and disposal impacts; a new system should be judged over its expected life.
- How it is recovered: Capturing refrigerant during repair and at retirement prevents direct emissions and allows proper disposal or reclamation.
Because official tables use different methods and versions, quote the GWP value together with its source. The EPA 2026 SNAP values used here are 675 for R-32, 3 for R-290 and 2,090 for R-410A. The European Commission’s 0.02 value for R-290 is not an error to “correct”; it is a result from a different GWP100 assessment table.
R-410A: why it is being replaced
R-410A is an A1 blend widely used in older comfort-cooling equipment. Its 2,090 GWP in the EPA 2026 table is the highest of these three choices, so a release has a comparatively large direct climate effect. That is the main reason regulators and manufacturers are moving toward lower-GWP options.
Where R-410A still makes sense
- An existing R-410A system that is operating correctly does not become unsafe merely because newer refrigerants exist.
- Repairs should normally use the refrigerant specified on the nameplate and in the service documentation.
- Replacing a failed system with a currently approved lower-GWP model may be sensible, but the decision should include energy performance, repairability, installation cost and local availability.
R-410A service cautions
Do not mix R-410A with R-32 or R-290, and do not charge by pressure alone. Use equipment rated for the refrigerant, recover the existing charge, identify and repair leaks, evacuate as specified, and weigh in the manufacturer’s charge. Cylinders, hoses and recovery machines must be compatible with the refrigerant and the applicable safety requirements.

R-32: a lower-GWP A2L option
R-32’s EPA GWP is 675, substantially below R-410A’s 2,090. It is therefore a meaningful reduction in direct refrigerant impact while remaining less flammable than propane. Many newer systems are engineered around R-32’s thermodynamic and safety characteristics rather than adapting an older design.
Benefits
- Lower direct GWP than R-410A in the cited EPA table.
- A2L classification is less demanding than A3 for flammability control, while still requiring dedicated safeguards.
- Availability is growing as manufacturers introduce equipment designed and listed for the refrigerant.
Limitations
- R-32 equipment is not automatically compatible with R-410A service tools, components, charge procedures or controls.
- Technicians need A2L training and equipment, and installations must meet the code and manufacturer requirements for mildly flammable refrigerants.
- Climate performance still depends on efficiency, leakage and charge. A high-efficiency R-410A unit that is maintained and leak-free can have lower total lifecycle emissions than an inefficient replacement.
R-290 (propane): the lowest-GWP choice with the strictest flammability controls
R-290’s EPA GWP figure is 3, giving it the lowest direct climate impact of the three refrigerants in that table. Its A3 classification is the trade-off. Propane can form an ignitable mixture with air, so systems use very small, controlled charges and components designed to avoid ignition.

Why a propane system cannot be improvised
Never charge an R-410A air conditioner with propane because the pressures, oil, controls, component ratings, charge limits and safety certification are different. A generic “drop-in” recipe can defeat the protections that make a listed R-290 appliance acceptable. Use only equipment whose manufacturer explicitly specifies R-290 and follow the installation, ventilation, electrical and service instructions.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Can you replace R-410A with R-32 or R-290?
For a typical installed system, no—not as a field retrofit based on refrigerant availability or a pressure comparison. EPA’s Significant New Alternatives Policy (SNAP) listings are organized by end use and include conditions. Acceptance of a refrigerant for one appliance category does not approve converting every other category.
What a legitimate replacement involves
- Read the nameplate and installation manual. Confirm the specified refrigerant, charge, model family and listing. If the documentation says R-410A, assume it is not approved for R-32 or R-290.
- Check the replacement equipment’s certification and local code. Confirm that the complete matched system—not just the outdoor unit—is listed for the intended refrigerant and installation location.
- Use a qualified technician. The technician should have the required refrigerant credentials, A2L or A3 training where applicable, and recovery equipment suited to the refrigerant.
- Recover, do not vent, the existing charge. Identify the recovered refrigerant and handle it through the required recovery or reclamation process.
- Install the matched components and safeguards. This includes the approved indoor coil, controls, electrical parts, piping requirements, leak detection or ventilation features and charge limits.
- Commission and document the system. Leak-test, evacuate and charge by the manufacturer’s specified method; record the refrigerant, quantity and service date.
How to choose among the three
| Priority | Most appropriate direction | Why | What to verify |
|---|---|---|---|
| Minimum flammability classification | R-410A (A1) | It is the only A1 option in this comparison. | Pressure-rated components, correct service procedure, leak prevention and recovery. |
| Lowest direct GWP | R-290 (A3) | EPA’s cited figure is 3. | Listed propane equipment, charge and room limits, ignition controls, ventilation and trained service. |
| Lower GWP with a less demanding class than A3 | R-32 (A2L) | EPA’s cited figure is 675 and its flammability class is below A3. | A2L-compatible system, controls, tools, technician training and code compliance. |
| Keeping an existing working unit | Use its listed refrigerant | Changing refrigerant is not a maintenance shortcut. | Leak repair, efficiency, remaining service life and availability of approved parts. |
Questions to ask before buying or replacing an air conditioner
- Which refrigerant is printed on the equipment nameplate, and what is the factory charge?
- What safety class applies, and what room-size, charge or ventilation limits apply to this model?
- Is the complete matched system approved for the refrigerant in my country and municipality?
- What efficiency rating and annual energy use should I expect under the relevant test standard?
- Can local technicians obtain the correct recovery machine, leak detector, components and refrigerant?
- How will the installer test for leaks and document recovery at replacement or disposal?
- Will the unit’s electrical and mechanical design prevent ignition if the refrigerant is A2L or A3?
Maintenance and end-of-life practices that reduce impact
For owners
- Arrange prompt leak diagnosis instead of repeated top-ups.
- Keep coils, filters and airflow paths clean so the compressor does not use unnecessary electricity.
- Do not store ignition sources or alter electrical components around equipment designed for A2L or A3 refrigerants.
- Keep the model, refrigerant type and service records for the next technician.
For installers and technicians
- Use the manufacturer’s charging mass and procedure, not a generic pressure target.
- Use refrigerant-specific recovery, evacuation, detection and personal-protection equipment.
- Follow local code, appliance listing conditions and the applicable safety standard for the refrigerant class.
- Recover refrigerant before disposal or major repair and send it through the required reclamation or disposal channel.
Bottom line
R-410A is the least flammable choice by classification, R-290 is the lowest-GWP choice, and R-32 offers a middle path with lower GWP than R-410A and an A2L rather than A3 flammability rating. The right decision is the complete, approved system that matches the building, local code, expected energy use and available service expertise. Do not retrofit an R-410A system with R-32 or propane unless the equipment manufacturer, listing and code explicitly allow that configuration.
