Wood security is the long-term, sustainable delivery of ecosystem services provided through forest use, restoration and conservation. A 2026 Cambridge-led study argues that it deserves the same policy attention usually given to food, energy and water security because forests are being squeezed by rising timber demand, climate hazards, land competition and illegal extraction.
The paper, Twenty core challenges to global wood security in the Anthropocene (DOI 10.1016/j.treopn.2026.08.021), was written by 41 experts from 23 institutions in 12 countries. A modified Delphi horizon-scan workshop held in May 2025 identified and ranked 20 current and future challenges. Public institutional summaries group those challenges into five themes rather than reproducing the complete ranked table, so the examples below are documented issues—not an invented reconstruction of all 20 names or scores.

Why wood security has become a global issue
Forests cover roughly one-third of Earth’s land surface. They store major carbon stocks, support most terrestrial biodiversity and provide material, economic and cultural services. Timber production alone is described by the University of Cambridge as generating approximately US$1.5 trillion annually.
At the same time, the study cites forecasts that timber demand could rise by 50% to 200% by 2050. That range reflects uncertainty about population, construction, energy use, consumption and policy, but either end would intensify pressure on forests unless supply, reuse and land-use decisions change. The authors identify a combined threat rather than a single shortage: forests must provide wood while retaining biodiversity, carbon storage, water regulation and livelihoods.

“Forests face a multitude of pressures in the coming decades, from land competition and climate change to rampant illegal timber extraction,” said lead author Christopher Bousfield. “By establishing the concept of wood security and assessing its core issues, we hope to spur the collaborative research and action required to tackle these complex pressures.”
The five themes behind the 20 challenges
1. Forest management, conservation and land-use change
One central problem is the land squeeze among commercial forestry, agriculture and nature conservation. Decisions that increase timber production can affect habitat, carbon and water services; setting land aside for conservation can shift production pressure elsewhere. The study treats management, restoration and conservation as connected choices rather than separate sectors.

- Balancing timber production with biodiversity and other ecosystem services.
- Allocating land among plantations, farms, protected areas and restoration.
- Maintaining forest recovery and productivity over long time horizons.
2. Climate change and mitigation
Climate change raises both the need for wood-based products and the risk that forests will fail to supply them. Wildfire, drought, heat and extreme weather can damage standing timber, disrupt markets and release stored carbon. Forest strategies therefore have to consider resilience, mitigation and adaptation together.

3. Policy and governance
Wood security depends on whether rules are enforceable and rights are recognised. The challenge set includes legal governance and Indigenous land tenure, as well as the ability to prevent illegal logging and ensure that benefits and responsibilities are fairly allocated. Weak or conflicting institutions can undermine otherwise sound management plans.

4. Monitoring and technologies
Illegal timber and forest degradation are difficult to control when authorities cannot see changes quickly or verify where wood originated. The researchers point to combining remote sensing with long-term ground inventories. Satellites can provide broad, repeatable coverage; field inventories supply the measurements needed to interpret those signals, track recovery and support enforcement.
5. Innovation, trade and circularity
Global trade connects forests to construction, packaging, furniture and energy markets far from the place where trees are harvested. The study highlights circular supply as a challenge: more recycling, longer-lived products and better use of harvested wood could reduce the amount of new timber needed, but markets and standards must make those options practical and verifiable.

How wildfire threatens wood supply and forest services
Recent evidence illustrates why fire is not a distant or theoretical risk. A peer-reviewed Nature Communications study by Bousfield and colleagues found that between 2015 and 2022, stand-replacing wildfires affected 15.7 million hectares of natural production forests and 1.4 million hectares of plantations. In temperate regions, plantations were twice as likely as natural production forests to suffer stand-replacing wildfire.
Those figures do not mean every plantation is more fire-prone in every location, nor that natural forests are fire-proof. They show why wood-security planning must be landscape-scale. The study’s authors recommend coordinated fire management, landscape-level planning and greater plantation diversity. A short-term salvage harvest may recover some material after a fire, but it cannot immediately replace lost habitat, carbon storage, soil protection or future growth.

What responses does the study put forward?
The report presents the following measures as potentially synergistic proposals, not as tested guarantees. Their value depends on local ecology, governance, markets and implementation.
| Response | Biodiversity and ecosystem services | Climate and wildfire resilience | Land-use efficiency | Legality and tenure rights | Monitoring verifiability | Circularity and product lifespan |
|---|---|---|---|---|---|---|
| Increase wood recycling | Can reduce pressure for fresh harvests if collection avoids leakage and contamination | Does not remove wildfire risk, but may reduce demand for additional cutting | Gets more use from wood already harvested | Requires traceable collection and lawful processing | Material flows must be measured across recycling stages | Directly supports repeated use of fibre |
| Design more durable wood products | May lower replacement-driven harvest demand | Long-lived products retain carbon longer, subject to end-of-life handling | Produces more service from each unit of timber | Still depends on legal sourcing | Product life and end-of-life pathways need documentation | Extends product lifespan and can improve reuse |
| Improve productive plantation yields | Could spare land for conservation if gains do not reduce ecological quality | Must be paired with fire management and greater plantation diversity | Raises output per unit of managed land | Requires clear rights and compliance with local rules | Yield and impacts need field and remote measurements | Supplies fibre for products and recycling systems |
| Combine remote sensing with ground inventories | Supports detection of degradation and measurement of recovery | Can reveal fire damage and post-fire change over large areas | Improves planning without expanding surveyed land | Can help identify illegal harvesting, but cannot replace due process or recognised tenure | Combines frequent coverage with calibrated field evidence | Links forest conditions to traceable supply chains |
| Strengthen legal governance and Indigenous land tenure | Protects stewardship rights and ecosystem services where laws are effective | Enables locally appropriate prevention and response | Reduces destructive land-use conflict | Directly addresses legality, accountability and consent | Creates institutional responsibility for records and enforcement | Supports lawful, durable supply rather than opaque extraction |
What governments and industry need to decide
The study’s framing changes the question from “How can production increase?” to “Which combination of forests, products, technologies and institutions can deliver wood without exhausting the services forests provide?” Practical decisions include:
- Set production, conservation and restoration targets at landscape scale rather than project by project.
- Use both satellite observations and consistent field inventories to verify harvests, illegal activity and recovery.
- Assess wildfire exposure and plantation diversity before expanding or concentrating plantations.
- Recognise Indigenous land tenure and include rights-holders in governance and monitoring.
- Measure recycled content, product durability and end-of-life recovery alongside new harvest volumes.
- Make trade and procurement rules capable of distinguishing legal, traceable timber from material of uncertain origin.
Why the researchers say sustained attention is needed
David Edwards, Cambridge’s Head of Tropical Ecology and Conservation and a senior author, said that understanding of global wood security lags behind understanding of food security. He said the expert group’s purpose was to highlight urgent challenges requiring sustained focus from forestry, research and policy so forest systems and the services obtained from them remain sustainable and resilient.

It asks whether societies can keep forests functioning while demand rises, fires intensify, land uses compete and supply chains cross borders. The 20-challenge framework gives governments and industry a shared agenda; solving it will require coordinated action across all five themes rather than a single technological fix.
