Official releases describe separate 2025 cases involving alleged GST evasion of ₹13.41 crore, ₹116.5 crore and ₹69.41 crore in ineligible ITC. A June 2026 report described a wider Ludhiana-linked syndicate with nearly ₹721 crore in alleged fake billing and about ₹108.5 crore in fraudulent ITC.
Those figures measure different things. Cash withdrawals, invoice value, illegal sales and tax or ITC amounts must not be added together. The cases remain investigations or allegations; arrests are not convictions, and authorities have not announced final court outcomes in the cited record.

What the Punjab GST racket involves
The cases describe coordinated use of dummy or controlled businesses to create invoices for sales that were false, inflated or otherwise illegal. Those invoices could then support the passing or claiming of input-tax credit, allowing businesses to reduce GST they would otherwise owe. The alleged conduct goes beyond an isolated accounting mistake: investigators describe networks of related entities, repeated billing and the movement of funds through accounts controlled by the operators.

Verified cases and amounts
| Date | Agency and location | Entities and alleged conduct | Amount reported | Arrests |
|---|---|---|---|---|
| 3 May 2025 | DGGI Ludhiana; Mandi Gobindgarh | Six entities allegedly made illegal sales and were controlled by three people. | ₹647.4 crore in illegal sales; ₹116.5 crore in alleged GST evasion. | Three alleged controllers arrested; names were not stated in the release. |
| 15 May 2025 | DGGI Ludhiana | Aar Dee Enterprises, Aashi Steel Industries and Abhi Alloys allegedly used fake billing. | ₹87.91 crore in illegal sales; ₹13.41 crore in alleged GST evasion. | Raman Kumar Chaurasia and Devinder Singh arrested. |
| 18 September 2025 | CGST Ludhiana Commissionerate | Three related firms allegedly participated in a fake-invoice network and used ineligible ITC. | ₹455 crore in alleged fake invoices; ₹69.41 crore in ineligible ITC. | A father-son duo arrested; their names were not stated in the release. |
| 20 June 2026 report | Ludhiana-linked network described by The Times of India | Twenty-seven dummy business entities allegedly routed transactions and withdrew money, including through agricultural-produce market committee accounts. | ₹3,089.5 crore in reported cash withdrawals; nearly ₹721 crore in alleged fake billing; about ₹108.5 crore in alleged fraudulent ITC. | Not stated in the cited report. |
The table separates each measure because they are not interchangeable. For example, ₹3,089.5 crore is a reported cash-withdrawal total, not a declared GST loss. Likewise, invoice value is not the same as the tax or ITC amount ultimately alleged by investigators.
How a fake-ITC network is alleged to work
- Create or control entities: Operators register, acquire or use nominal businesses that appear capable of buying and selling goods.
- Issue invoices: The entities generate invoices recording sales that investigators say were fictitious, inflated or unsupported by genuine movement of goods.
- Pass credit through the chain: A recipient uses the invoice to claim ITC or another entity uses it to pass credit onward, reducing its apparent GST liability.
- Move and withdraw funds: In the wider Ludhiana account described in June 2026, investigators reportedly traced routed money and cash withdrawals, including flows through market-committee accounts.
- Evade detection through multiple firms: A network of related companies can make the transaction trail appear commercial while separating the invoice issuer, credit claimant and money handler.
These steps describe the pattern alleged in the cited investigations, not a finding that every transaction of every named company was fraudulent.

Which agencies are leading the crackdown
DGGI
The Directorate General of GST Intelligence is the Department of Revenue’s apex GST intelligence and investigative organisation. Its mandate is to detect, investigate and dismantle evasion. DGGI Ludhiana handled the May 2025 cases, using searches, document and digital-evidence collection, and arrests under the GST framework.
CGST Ludhiana Commissionerate
The Central GST Ludhiana Commissionerate led the September 2025 investigation involving three related firms. Its release said the investigation was continuing to determine the network’s full extent and identify other entities.
The DGGI’s institutional description says: “The powers the law confers, to summon, to search, to attach and to arrest, are exercised with restraint, so that the wrongdoer is pursued without burdening the honest majority who keep the system running.”
What the numbers do—and do not—show
- Detected case amounts vary widely: The named 2025 releases range from ₹13.41 crore in alleged GST evasion to ₹116.5 crore, while the September case quantifies ₹69.41 crore of ineligible ITC.
- The 2026 figure is broader: The reported ₹3,089.5 crore covers cash withdrawals across a wider alleged syndicate, alongside separate figures for fake billing and fraudulent ITC.
- Amounts are not final judgments: They are figures announced by investigators or reported during an ongoing investigation. A final tax demand, penalty, recovery or criminal conviction could differ.
- Industry concentration matters: Iron, steel and metal-trading or manufacturing businesses feature in the official cases, but the releases do not establish that the wider sector is involved.
What happens next
Investigators are expected to reconcile invoices with e-way bills, bank records, tax returns, goods movement and the ownership or control of the companies involved. They may summon additional people, attach assets where legally justified, issue tax demands and identify further recipients or issuers of allegedly fraudulent credit. The CGST Ludhiana release specifically said the inquiry was ongoing.

For readers and legitimate businesses, the practical lesson is to distinguish an allegation from an adjudicated liability. An arrest signals that investigators believe statutory grounds exist at that stage; it does not establish guilt. The Punjab cases will need to proceed through investigation, tax proceedings and the courts before the ultimate liability of each accused person or entity is settled.
