Punjab Chief Minister Bhagwant Mann has asked the Union government to move 6 lakh metric tonnes (LMT) of rice out of the state by October 10, 2026, and 15 LMT of wheat during October. Hindustan Times reported on October 3 that Mann made the request to Union consumer affairs, food and public distribution minister Pralhad Joshi, citing a need to clear storage space before peak paddy arrivals.
How much grain did Punjab ask the Centre to move?
According to Hindustan Times’ account of Mann’s letter, the state requested movement of 6 LMT of rice by October 10 and 15 LMT of wheat during October 2026. The report said the next kharif marketing season began on October 1 and peak paddy arrivals were expected around October 10; it did not independently verify those timing estimates against procurement schedules.

The October request followed a separate request for September. Punjab had sought movement of 15 LMT of rice and 10–12 LMT of wheat during that month. Hindustan Times reported that, from September 1 through September 29, 8.3 LMT of rice and 4.3 LMT of wheat moved out of the state. Those September figures cover actual movement during that period, not the October request.

Why does Punjab want the stocks cleared?
The immediate concern is storage capacity ahead of the paddy harvest and procurement period. Rice and wheat stocks are occupying space at mills and mandi yards, which Mann said could leave less room for incoming paddy. Hindustan Times reported that he warned uncleared stocks could complicate paddy procurement and milling and create friction among stakeholders. These are risks he raised, not outcomes the report says have already occurred.

Mann also warned that a shortage of space could affect rice millers’ willingness to store and mill paddy. He described the possibility of trouble during peak arrivals as a potential law-and-order issue, saying: “Such a scenario may lead to a law and order situation in the state at the time of peak arrivals of paddy during KMS 2026-27.” This was a warning, not a report of unrest or a law-and-order incident.
What do the reported rice and wheat figures show?
Custom-milled rice from KMS 2025–26
Hindustan Times reported that by September 29, 2026, the Food Corporation of India (FCI) had received 99.50 LMT of the 105.64 LMT of custom-milled rice due for the 2025–26 kharif marketing season (KMS). That was reported as 94% delivered, leaving nearly 6 LMT pending. The newspaper attributed the delay to space constraints at FCI and said Mann linked delayed clearance to pressure on storage and milling arrangements.

Wheat from RMS 2026–27
According to the report, nearly 40 LMT of wheat procured during the 2026–27 rabi marketing season (RMS) had been stored at rice mills and mandi yards. Mann said nearly 17 LMT remained there at the time of the report. These figures describe the initial quantity stored and the amount said to remain, respectively; they are not the October movement request.
