Choose Pula if you want Roman monuments to be the centerpiece of your trip: its historic center brings the Arena and several other major remains together. Choose Poreč for Roman street-plan traces paired with the sixth-century Euphrasian Basilica and beach options around Saint Nicholas Island and the Blue and Green lagoons. Both towns combine heritage and coastal access; the better base depends on which mix you prefer.
How do Pula and Poreč compare for Roman history?
Pula: a concentrated Roman-monument itinerary
Pula is the more direct choice if your priority is seeing prominent Roman monuments. The Istria Tourist Board lists the Arena, the Triumphal Arch of the Sergi, Hercules’ Gate, Twin Gates, the Temple of Augustus and the Small Roman Theatre among the city’s Roman sights (Istria Tourist Board). The Arena’s official site dates its construction to the first century, when Pula was a Roman colonial center (Pula Arena).

That concentration makes it easier to shape a visit around several major Roman remains in the city rather than treating Roman history as one stop among other heritage sights. Check the Arena’s official visitor information for current admission details before you go.

Poreč preserves the Roman orthogonal street plan in its old center, including the Decumanus and Cardo, as well as remains associated with the sanctuaries of Diana and Neptune (Istria Tourist Board). Its standout heritage site is the sixth-century Euphrasian Basilica. The Town of Poreč says it was added to UNESCO’s World Heritage List on 6 December 1997 (Town of Poreč tourism office).

In short, Pula is the stronger fit for a trip focused on visible Roman monuments; Poreč offers Roman-era traces within a historic center whose most significant cultural draw is a later basilica.
What are the beach settings like?
Pula: varied coastline
The Istria Tourist Board describes Pula’s coastline as varied, with smooth stone surfaces, pebble beaches and secluded beaches (Istria Tourist Board). This is a broad description, not a ranking against Poreč or a measurement of water quality, facilities or beach comfort. Your experience will also depend on where you stay and which stretch of coast you choose.
Rank #2
Poreč: islands, bays and lagoon areas
Poreč’s beach options include shingle and sandy beaches on Saint Nicholas Island, a bathing area in a pine-surrounded bay south of town, and beaches and facilities in the Blue and Green lagoons (Istria Tourist Board). Those named settings give you a clearer menu of coastal environments when choosing where to spend beach time.
The available descriptions do not establish that one town has better beaches overall. Compare the specific beach or bathing area you plan to use, and verify access and facilities for your dates.
Rank #3
Which town suits your day trips?
Pula’s southern Istrian surroundings include Brijuni, Cape Kamenjak, Fažana and Rovinj as possible outings (Visit Pula). Around Poreč, the former Parenzana railway corridor is now used for cycling and pedestrian paths, and the destination information also lists cultural and natural outings nearby (Visit Croatia).
These options can help decide which part of Istria you want to explore, but the destination pages do not give comparable journey times or current transport schedules. Check the logistics for each outing from your accommodation, particularly if you will not have a car.
