The Federal Trade Commission says encryption is now widespread on public networks; checking that websites use HTTPS and protecting your accounts still matter. A VPN can add an encrypted connection between your device and the VPN provider, reducing what the hotspot operator can see, but it shifts trust to that provider. Available evidence supports profiles of three services, not a defensible ranking of five “best” VPNs.
Is public Wi-Fi safe, and do you need a VPN?
The FTC’s 2023 consumer guidance says, “Because of the widespread use of encryption, connecting through a public Wi-Fi network is usually safe.” That is a measured starting point: public Wi-Fi is not automatically dangerous, but sensible precautions still apply. Check that a site uses HTTPS or shows your browser’s lock indicator, especially before signing in or entering payment details. HTTPS encrypts the connection between your browser and that site even if the Wi-Fi network itself is not encrypted. FTC public Wi-Fi guidance

A VPN creates an encrypted tunnel between your device and the VPN service. This can limit what the local Wi-Fi operator can observe about your traffic, but it does not make you anonymous. The VPN provider becomes a party you must trust. A VPN also does not, by itself, prevent phishing, malware, account compromise, or all forms of tracking. The FTC puts it plainly: “A VPN app will typically obscure the content of your traffic from your internet service provider or public Wi-Fi provider, but it doesn’t render you anonymous.” FTC VPN and online privacy guidance

The FTC’s older public Wi-Fi resource advises, “Don’t assume that a public Wi-Fi network uses encryption.” Treat that as a useful precaution, not a claim that most current hotspots are unencrypted; the agency’s newer guidance says public Wi-Fi is usually safe because encryption is widespread. Can the available evidence identify five best VPNs?
No. The documented material covers feature information for Proton VPN and NordVPN, plus audit information for ExpressVPN. It does not establish two additional candidates, comparable pricing or plan limits, or independent head-to-head performance. Naming five winners or ranking them would imply a comparison the available evidence does not support. The three profiles below are starting points for evaluating relevant features, not a top-three ranking or a claim that any one service is best.
What do the documented VPN options say they offer?
NordVPN: connection settings and hotspot sign-in guidance
NordVPN’s support documentation describes automatic connection settings, kill-switch behavior, DNS leak protection, and supported protocols. Exact behavior varies by operating system and app version, so check the instructions for the device you use rather than assuming the same controls work everywhere. Captive portals—the sign-in pages common on hotel, airport, or café Wi-Fi—may fail to appear while auto-connect or a kill switch is active. NordVPN’s documented workaround is to temporarily turn those settings off, join the network and complete its portal login, then reconnect the VPN and restore the settings. Follow the provider’s instructions for your platform. NordVPN captive-portal instructions

ExpressVPN: audits with different scopes and dates
ExpressVPN’s trust center lists multiple audit items. It identifies a KPMG audit of its no-logs policy from September 2022 and a Cure53 security audit of EventVPN from April 2026. Those reviews concern different subjects and should not be treated as interchangeable or as timeless proof of privacy in every circumstance. What should you check before choosing a VPN for hotspots?
For public Wi-Fi, prioritize practical behavior over a broad “secure” or “anonymous” promise. A feature’s availability and operation can differ by platform and app version. Before subscribing, check the current documentation for the operating system and device you actually use.

- Automatic connection: Find out whether the app can connect automatically on new or untrusted Wi-Fi networks, and how that setting is configured on your device.
- Kill switch: Confirm whether the feature is available on your platform and what happens if the VPN connection drops. A kill switch can interrupt traffic, but it may also prevent a captive portal from loading until you temporarily change settings.
- Protocols: Check which protocols the app supports on your device; a provider-wide list does not establish that every protocol is available on every platform.
- Privacy and audits: Read what a no-logs claim covers and examine the subject, scope, and date of any independent audit. An audit is evidence about a defined review, not a blanket guarantee.
- Cost and limits: Verify current subscription terms, supported devices, and account limits directly before buying. Comparable current prices and plan limits are not established here.
How do you use a VPN when a hotspot requires a sign-in page?
- Join the public Wi-Fi network and open its captive-portal sign-in page.
- If the portal will not load, follow your VPN provider’s platform-specific instructions. For NordVPN’s documented workaround, temporarily disable auto-connect and the kill switch.
- Complete the hotspot’s sign-in or acceptance step.
- Reconnect the VPN, then restore any settings you temporarily changed.
A VPN’s auto-connect and kill-switch controls can affect portal access, so do not assume a missing sign-in page means the hotspot is unavailable. The exact steps depend on the VPN app and operating system.
