Public Debt vs. Private Debt: How They Differ and Why It Matters

Public debt is money owed by government entities; private debt is money owed by households and private businesses. That distinction identifies the borrower, but it does not tell you how much risk the debt creates. To interpret any figure, you also need the government perimeter, the instruments counted, the country and year, the size of the economy or income used as the denominator, and the borrower’s ability to repay.

The International Monetary Fund (IMF) estimated that total global debt in 2024 was just above 235% of world GDP, comprising nearly 93% public debt and under 143% private debt. Those are 2024 observations published in the IMF’s September 17, 2025 analysis—not measurements of debt in 2026.

Category Typical borrowers What supports repayment? Examples
Public debt Central or local governments and, in broader measures, other public-sector entities Tax revenue, fees, public assets, new borrowing and other government resources Government bonds, treasury bills and public-sector loans
Private nonfinancial debt Households and nonfinancial corporations Wages, business revenue, assets and private-sector cash flow Mortgages, consumer loans, corporate bonds and business loans

A government bond held by a pension fund remains public debt because the government issued the liability. A mortgage remains private debt even when a bank holds it. The lender or creditor does not determine the public/private classification; the borrower does.

In the IMF’s Global Debt Database (GDD), the private comparison covers households and nonfinancial corporations. Debt owed by banks, insurers and other financial companies is not part of that private nonfinancial-sector comparison. A source that uses a wider “private debt” perimeter may therefore report a different total.

Public debt is not one universal series

“Public debt” can mean several perimeters:

  • Central-government debt: obligations of the national government and its ministries.
  • General-government debt: central government plus state, provincial and local governments and social-security funds, where the data include them.
  • Nonfinancial-public-sector or public-sector debt: a broader measure that may include public corporations and other public entities when data are available.

State-owned enterprises may be inside or outside a published series depending on the perimeter and the country’s source data. Government guarantees can also be treated differently: a guaranteed loan is a contingent obligation until the guarantee is called, while the borrower’s own debt is an immediate liability. Always read the series definition before comparing two countries or two years.

What the debt measures actually count

Gross and net debt

Gross debt records the outstanding liabilities included in the chosen perimeter, without subtracting the borrower’s financial assets. Net debt subtracts specified financial assets, such as deposits or debt securities. Two governments can have the same gross debt but different net positions if one holds more liquid assets. A gross public-debt ratio should not be compared with a net ratio as though they measured the same thing.

Instruments in the IMF public-debt series

The IMF’s GDD public series are gross measures. Depending on availability and the selected perimeter, they can include:

  • Loans and debt securities;
  • Currency and deposits;
  • Insurance, pension and standardized-guarantee schemes;
  • Other accounts payable; and
  • Special drawing rights.

Coverage is not identical in every country. A central-government series can be lower than a general-government series simply because it excludes local authorities or public funds, not because the country has less total public-sector risk.

Broad and narrow private-debt measures

The broad GDD concept follows the System of National Accounts 2008 and seeks to measure the gross outstanding stock of debt-instrument liabilities of households and nonfinancial private corporations, including cross-border obligations. Complete coverage is difficult: some creditors, newer debt-like contracts or privately issued liabilities may not be captured consistently.

For broader country coverage, the IMF also compiles a narrower measure centered on loans and debt securities. A narrow series can be useful for comparison, but it may exclude obligations included in the broad national-accounts concept. When a report does not state which private series it uses, its headline number is incomplete without that qualification.

External and domestic debt are a separate classification

“External” describes where the creditor is located, not whether the borrower is public or private. A government can borrow from foreign investors, creating public external debt. A private company can issue bonds purchased by overseas investors, creating private external debt. Conversely, both sectors can borrow from residents and create domestic debt.

The World Bank’s International Debt Statistics focus on external obligations of low- and middle-income borrowers and organize information by borrower and creditor, including stocks, flows and debt service. Its reporting scope and country requirements differ from the IMF’s all-sector, domestic-plus-external GDD comparison. Some borrowers have limited capacity to report external liabilities comprehensively, so an external-debt series should not be treated as a complete measure of all debt.

Why public and private debt matter differently

Repayment resources are different

Governments generally service debt from fiscal resources: tax receipts, public fees, transfers, asset income and, when necessary, additional borrowing. Households rely mainly on wages and other personal income; companies rely on operating cash flow, asset sales and refinancing. The same debt-to-GDP percentage can therefore imply different pressures for a government, a household and a corporation.

Debt service, not just the balance

The outstanding principal is only part of the burden. Interest rates, maturities, currency denomination and refinancing schedules determine how quickly debt affects cash flow. A borrower with long maturities and mostly fixed rates may face less immediate pressure than one that must refinance a large balance next year at higher rates. Foreign-currency debt adds exchange-rate risk when the borrower earns income in domestic currency.

Different economic transmission channels

Government borrowing can finance public investment or emergency support, but persistent deficits can increase future interest costs and reduce fiscal room. Heavy public borrowing may also contribute to crowding-out in some economies: private borrowers face less available credit or higher financing costs. The IMF presents this as a country-specific possibility, not a universal rule.

Household debt affects consumption when borrowers devote more income to principal and interest. Corporate debt can finance productive investment, but excessive leverage can reduce investment and employment when sales fall or refinancing becomes expensive. Banks’ own balance sheets can transmit private-sector stress to the wider economy; that is one reason the IMF’s nonfinancial private comparison should not be mistaken for a measure of all financial-sector liabilities.

Public and private risks can reinforce each other

A recession can reduce tax revenue while increasing demands for public support, worsening government finances at the same time that households and companies struggle to repay. Governments may also assume obligations through guarantees or support for public enterprises. Conversely, a credible fiscal position can help stabilize financial conditions for private borrowers. These interactions mean that a country’s public and private ratios should be read together, without adding mismatched series mechanically.

The global private-debt decline reflected lower household liabilities and little change in nonfinancial corporate debt. The IMF also described substantial variation: corporate borrowing declined in many advanced economies, U.S. companies generally held strong balance sheets and cash, and nonfinancial corporate borrowing increased in China. These observations describe the 2024 pattern; they do not establish a safe or dangerous ratio for every country.

How to read a debt-to-GDP ratio

Debt-to-GDP compares a stock of liabilities with one year of economic production. It is useful for comparing economies of different sizes, but GDP is not the government’s cash balance and is not a household’s disposable income. A household-debt ratio may instead be measured against disposable income; that denominator answers a different question.

Before interpreting a ratio, check five details:

  1. Borrower sector: Is it central government, general government, a broader public sector, households or nonfinancial corporations?
  2. Coverage and instruments: Is the measure gross or net? Does it include loans, securities, guarantees, pensions, accounts payable or other liabilities?
  3. Geography and period: Which country or aggregate is covered, and what is the observation year? Do not label the IMF’s 2024 observations as 2026 data.
  4. Denominator and units: Is the figure a currency amount, a share of GDP or a share of disposable income? Are currency conversions involved?
  5. Risk context: What are the interest rate, maturity profile, refinancing needs, currency exposure and repayment resources?

Group ratios also need methodological care. The IMF notes that group debt-to-GDP figures are GDP-weighted averages. In some aggregates, missing public or private series may be treated as zero, which can understate the total. A reported average is therefore not necessarily the simple average of every country and may not represent any single borrower.

How public debt accumulates

Public debt generally rises when a government runs a fiscal deficit: spending and transfers exceed revenue, so the government issues debt or borrows. Interest costs can enlarge future deficits, while economic growth, inflation, primary surpluses, asset sales or debt restructuring can change the trajectory. The IMF cited a global fiscal-deficit average of around 5% of GDP as a driver of the increase in public debt in its 2024 analysis.

The purpose of borrowing matters. Debt used for infrastructure, health capacity or temporary crisis support may have different long-term effects from debt that finances recurring spending without a durable revenue source. The debt stock alone cannot identify that difference. Nor can it show whether a government’s obligations are concentrated in short maturities, foreign currency or variable-rate instruments.

How private debt accumulates

Households

Household debt includes obligations such as mortgages, vehicle loans, credit balances and other borrowing captured by the selected statistical definition. Affordability depends on income stability, interest rates, loan terms, collateral and the share of income already committed to debt service. A national household-debt ratio can conceal large differences between highly leveraged borrowers and households with no debt.

Nonfinancial corporations

Companies borrow through bank loans, bonds and other debt instruments to fund working capital, acquisitions or investment. Their repayment capacity depends on operating earnings, cash reserves, asset values and access to refinancing. Sector averages can hide vulnerable firms even when aggregate corporate balance sheets appear strong.

The IMF’s 2024 assessment linked the global private-debt decline mainly to lower household liabilities and broadly stable nonfinancial corporate debt. It also identified increased corporate borrowing in China and reduced corporate borrowing in many advanced economies, demonstrating why country and sector details matter.

A practical method for comparing two published debt figures

  1. Write down the borrower. Mark the figure as central government, general government, broader public sector, household or nonfinancial corporation.
  2. Record the source and release. Note the institution, database or publication, publication date and observation year. The IMF’s GDD has releases with different coverage: its 2024 Global Debt Monitor update covered 190 countries for 1950–2021, while its tables reported selected historical values through 2023 and the online indicator page listed some series through 2024.
  3. Inspect the perimeter. Check treatment of state-owned enterprises, social-security funds, guarantees and financial-sector liabilities.
  4. Inspect the instruments. Confirm whether the number uses the broad debt-instrument concept or a narrower loans-and-debt-securities measure.
  5. Match the denominator. Compare debt-to-GDP with debt-to-GDP, or disposable-income measures with the same denominator. Do not add a public ratio to a private ratio from a different year or coverage without explaining the method.
  6. Assess repayment risk. Examine interest rates, maturities, refinancing concentration, currency denomination, creditor structure and available income or fiscal resources.
  7. State the limits. If a series omits sectors, uses estimated values or has missing data treated as zero in an aggregate, include that caveat beside the comparison.

Common mistakes to avoid

  • Calling all government debt “national debt.” A national-government figure may exclude local governments, public funds or public corporations.
  • Calling all private debt household debt. The IMF’s private nonfinancial category includes nonfinancial corporations, which can be a major share.
  • Equating external debt with private debt. External borrowing can belong to either the public or private sector.
  • Comparing gross and net figures. Subtracting assets changes the measure and can materially change the ratio.
  • Adding incompatible percentages. Public and private ratios from different perimeters, years or databases do not automatically produce a valid total.
  • Using one threshold as a universal warning line. The reviewed IMF evidence shows wide country variation and does not establish a single ratio at which every borrower becomes unsustainable.
  • Treating a global average as an individual-country diagnosis. GDP weighting, missing data and different statistical coverage can make an aggregate unsuitable for judging one borrower.

Bottom line

Public debt is government liability; private debt is liability of households and nonfinancial businesses. The meaningful comparison is not just the headline percentage. Identify who borrowed, what instruments and entities are included, whether the measure is gross or net, which year and denominator are used, and how the borrower will service the obligation. The IMF’s 2024 figures show high global debt with sharply different public and private patterns across countries, so the context behind each ratio matters more than any universal cutoff.
