That is the regulator’s position in a case about restricting social media use by children under 16—not a court ruling that PTA has no powers over online platforms.
What did PTA tell the Islamabad High Court?
News reports describe the matter as Writ Petition No. 4163 of 2026, concerning a proposed restriction on social media use by children under 16. PTA reportedly told the court that platforms had not responded affirmatively to its requests under Rule 7 of the Removal and Blocking of Unlawful Online Content Rules, 2021. The requests, first made in October 2021, sought platform registration and the appointment of local compliance and grievance officers, according to TechJuice and Associated Press of Pakistan (APP).
TechJuice quoted PTA’s filing as saying it “has not received an affirmative response from the companies so far.” The reports present this as PTA’s account; they do not include the companies’ responses or the correspondence behind the requests. Nor do they reproduce the full filing or report the court’s disposition.
Can PTA control social media companies in Pakistan?
“Control” can mean several different things: requiring local compliance arrangements, regulating a company as a licensed operator, asking it to moderate content, or blocking access to a URL or website. PTA’s reported submission distinguishes among these powers. It says social media platforms generally are not licensed by the telecom regulator and that unregistered platforms “do not come directly under its control,” as TechJuice quotes the filing.

That does not mean PTA says it has no authority at all. APP reports that the regulator described its ability to block illegal online content as limited and temporary. These are descriptions of PTA’s position in the case, not independently confirmed legal conclusions. The reports do not establish the precise boundaries of every agency’s jurisdiction.
Why does PTA say individual posts can be difficult to block?
PTA reportedly cited HTTPS encryption as a technical limit on identifying a particular post, video or page as traffic passes through intermediary networks. In its account, that can leave the regulator with a best-effort option of blocking an entire website rather than a specific item. A site-wide block may also prevent access to lawful material hosted there. APP likewise reports PTA’s view that encryption makes individual-content blocking impossible in these circumstances.

This is the technical explanation attributed to PTA in this case, not a general finding that selective moderation or removal is impossible. TechJuice distinguishes URL blocking by the regulator from content moderation by a platform; the two are not interchangeable.
What do the reported blocking figures show?
PTA’s figures, relayed by TechJuice and APP in 2026, describe regulator-reported link or URL actions. They are not independent measurements of how much harmful content users can still access, or of platform moderation quality. The reports do not specify the date range or a complete methodology for each rate.

Is social media banned for children under 16 in Pakistan?
APP reports that PTA told the IHC there is currently no law banning children under 16 from using social media. The regulator reportedly said it cannot establish age verification beyond the authority granted to it by law and that a new legal and policy framework would be needed. This describes PTA’s submission; the available reports do not establish a court decision or provide the full legal analysis.
APP also reports PTA’s account that a Social Media Protection and Regulatory Authority is being established under the PECA Amendment 2025, and that action against cybercrime and immoral content is now within the National Cyber Crime Investigation Agency’s (NCCIA) remit. These institutional arrangements are reported as statements by PTA; their current statutory and operational status is not independently detailed in the report.

What child-safety measures did PTA report?
Separately from the proposed age restriction, APP says PTA reported several existing measures:
- Child-protection awareness campaigns with UNICEF, TikTok, Meta and GSMA.
- Activation of toll-free helpline 1121 for reporting online abuse and exploitation.
- Introduction of Instagram Teen Accounts for users in Pakistan.
The report does not assess how effective these efforts are, and does not suggest they resulted from the court case.

What the case does—and does not—establish
The central point is a reported distinction between PTA’s ability to request compliance or block online material and its ability to exercise direct control over social media companies. The case concerns a proposed under-16 restriction, but the available coverage does not provide the full IHC filing or a court order. Readers should therefore treat claims about the regulator’s authority, company responses and technical limits as PTA’s reported arguments, rather than as findings the court has adopted.
