Start with this three-minute checklist
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Before changing Windows files, identify what is actually requesting pst_fp_flash.dll.
- Which program shows the error? Look for Motorola FlashApp, RSD Lite, PST, MotoConnect,
SDL.exe, or another Motorola service utility in the title bar or error dialog. - When does it happen? Does it appear when launching the program, connecting a phone, starting Windows, or after an uninstall, antivirus cleanup, or partial reinstall?
- Where is the program installed? Right-click its shortcut, select Properties, and check Target. The DLL normally belongs beside the requesting Motorola executable.
- Is the program old 32-bit software? The available records identify
pst_fp_flash.dllas a Win32 component. A 32-bit Motorola utility can run on 64-bit Windows, but it needs the matching application files and drivers. - Was the file quarantined? Open your antivirus protection history before downloading anything.
pst_fp_flash.dll is not a Windows component. It is an old Motorola application DLL associated with FlashApp and packages that also include Motorola flashing components. RSD Lite, PST, MotoConnect, and related service utilities may use it, but the filename alone cannot prove which exact product installed it.

The safest repair is to restore or reinstall the complete Motorola utility that requested the file. Do not copy a random DLL into System32 or SysWOW64.

First check whether Windows offers a repair option
- Press Windows + I to open Settings.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Search for RSD Lite, PST, MotoConnect, FlashApp, or another Motorola service program.
- Select the three-dot menu beside the program.
- Choose Advanced options, if shown.
- Select Repair.
Not every older program provides a Repair button. If the program opens afterward without the DLL message, the repair worked. Test only the program first, before attempting a phone-flashing operation.
If Repair is unavailable or does not help, reinstall the entire package:
- In Installed apps or Apps & features, select the Motorola utility.
- Choose Uninstall and complete the wizard.
- Restart Windows.
- Obtain the original installer from your organization’s known-good software archive, the installer supplied with the phone-service package, or Motorola support.
- Install the matching package rather than a standalone DLL.
- Right-click the installer and choose Run as administrator if the normal launch fails.
- Restart Windows again.
- Launch the Motorola utility from its installed shortcut.
A successful reinstall should restore pst_fp_flash.dll together with companion files such as pst.dll, FlashAdapter.dll, and pst_fp_flashdevapi.dll, when those files belong to that package. The exact file set varies between Motorola-era utilities.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteIf the same error returns immediately, confirm that the shortcut points to the newly installed folder. A stale shortcut or startup entry may still be launching an executable from an old directory.
Do not mix files from different Motorola packages
Different Motorola packages contain different builds of the same-named DLL. A file copied from another RSD Lite, MotoConnect, PST, or firmware bundle may be the wrong build even if Windows accepts the copy.
A wrong build can produce:
- An entry-point error
- An initialization failure
- A message saying the file is corrupted
- A message saying the file was not designed to run on Windows
- A crash after the program starts
Use the file supplied with the exact parent application. Do not overwrite a working installation with a DLL from a search result.
Fix 2: Check antivirus quarantine
Security software may have removed or isolated the file, especially after a cleanup scan or a change to antivirus settings.
Free tools Windows power users keep installed

Check Windows Security
- Open Start and type Windows Security.
- Open the app.
- Select Virus & threat protection.
- Select Protection history.
- Look for an item mentioning
pst_fp_flash.dllor the Motorola program directory. - Open the item and review its path and detection details.
Restore the file only when all of these conditions are true:
- The file came from the original trusted Motorola installer.
- Its path is inside the Motorola program directory.
- The surrounding program files came from the same installer.
- Your security software does not identify the installer itself as unsafe.
If the original installer is available, reinstall the complete package instead of restoring an isolated file. If the file came from an unknown DLL website, do not restore it. Delete the download and scan the system.

- Fluid 120Hz Display: Features a large 6.7-inch HD+ display with a 120Hz refresh rate and Corning Gorilla Glass 3 for smooth scrolling and added durability.
After restoring a trusted quarantine item, start the Motorola utility again. If Windows quarantines it a second time, stop using that copy and obtain a clean, matching installer through Motorola support or a known-good organizational archive.
Fix 3: Confirm that the correct executable is failing
The filename may appear in a message created by an old shortcut, service, scheduled task, or unrelated program.
- Reproduce the error.
- Note the complete application name in the dialog.
- Right-click the program’s shortcut and select Open file location.
- Right-click the main executable and select Properties.
- Check the Details tab for the product name and publisher.
- Open Event Viewer by pressing Windows + X, then selecting Event Viewer.
- Expand Windows Logs and select Application.
- Find an error recorded at the time of the failure.
- Check Faulting application name, Faulting module name, and the application path.
If the caller is SDL.exe, an old PST executable, or a Motorola service component, repair that parent package. If the caller is unrelated to Motorola software, do not assume the Motorola DLL is the correct fix. Investigate the unrelated program instead.
A startup-only warning often means the Motorola utility was removed but a shortcut, service, or scheduled task remains.
Fix 4: Check the 32-bit application and its install folder
pst_fp_flash.dll is associated with older 32-bit Motorola software. On 64-bit Windows, a 32-bit application normally uses its own application directory and does not require its DLL to be placed in a Windows system folder.
Check the location this way:
- Right-click the Motorola program shortcut.
- Select Properties.
- On the Shortcut tab, copy the path shown in Target.
- Open that folder in File Explorer.
- Look for
pst_fp_flash.dllbeside the requesting executable.
If the DLL is absent, reinstall the parent program. If it is present but the program still fails, the file may be corrupt, blocked, or the wrong build.
Recommended Free Tools
Do not copy it to:
C:WindowsSystem32C:WindowsSysWOW64
Despite their names, both folders are Windows-managed locations with different architecture roles. Copying an application DLL into either folder can create version conflicts and may expose the system to an untrusted binary.
To check whether Windows blocked the file:
- Right-click
pst_fp_flash.dll. - Select Properties.
- On the General tab, look for an Unblock checkbox or message.
- Use Unblock only if the file came from a trusted installer and you recognize its source.
- Select Apply, then OK.
- Start the Motorola application again.
If there is no Unblock option, that does not prove the file is valid. Provenance and matching application files still matter.
Fix 5: Install the complete Motorola USB driver package
The DLL is part of a group of phone-service components. The utility may also require old Motorola USB drivers before it can detect a phone correctly.

- Open Settings.
- Select Windows Update.
- Select Advanced options.
- Select Optional updates.
- Expand Driver updates, if available.
- Install only a driver that clearly belongs to the connected Motorola hardware or the trusted Motorola package.
- Restart Windows.
- Connect the phone using a suitable USB cable.
- Press Windows + X and select Device Manager.
- Expand Portable Devices, Universal Serial Bus controllers, and Other devices.
- Look for the Motorola device or a device with a warning icon.
If a device has a warning icon:
- Right-click it and select Properties.
- Read the Device status message.
- Select Driver and then Update Driver.
- Choose Search automatically for drivers when appropriate, or point Windows to the trusted Motorola driver package.
- Restart Windows and check Device Manager again.
Do not begin firmware flashing while Device Manager shows an unknown device or the Motorola utility cannot detect the phone. A missing driver does not normally recreate pst_fp_flash.dll; it is a separate part of making the old service program usable.
Manually finding compatible drivers for old hardware can mean checking versions, architecture, and package contents repeatedly. Outbyte Driver Updater can scan for outdated drivers and show what needs attention, while the repair or driver installation is handled by the full version; it is optional, and reinstalling the Motorola package remains the definitive fix for this DLL.
Fix 6: Run Windows component repair commands
DISM and System File Checker are useful when several unrelated programs report damaged Windows files. They are not the primary fix for a missing Motorola DLL because they repair Windows components, not third-party application files.
Run DISM
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes if User Account Control appears.
- Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to finish.
- Restart Windows.
Run System File Checker
After restarting:
- Open Command Prompt as administrator again.
- Enter:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the Motorola program.
If Windows reports that it repaired corrupted files, test the application again. If the pst_fp_flash.dll message remains, reinstall the Motorola utility because SFC will not normally supply that file.
Repeatedly running these commands without checking what changed is inefficient when the real problem is a missing application package. Outbyte PC Repair can scan for Windows issues and show repair findings, while the repair action is performed by the full version; it is optional, and it cannot replace reinstalling the Motorola program that owns this DLL.
Fix 7: Check Windows Features only when the error names a dependency
Do not install Visual C++, DirectX, .NET, or other runtimes merely because pst_fp_flash.dll is missing. There is no reliable indication that this Motorola DLL is a Microsoft runtime file.
If the error separately names a missing .NET component, check Windows Features:
- Press Windows + R.
- Enter:
optionalfeatures
- Press Enter.
- Review the available .NET Framework options.
- Enable only the feature explicitly required by the Motorola program.
- Select OK.
- Restart Windows if prompted.
If the program’s documentation or installer specifically requests a Microsoft runtime, obtain that runtime from Microsoft rather than a DLL download page. A runtime repair may resolve a dependency error, but it will not replace pst_fp_flash.dll.
Fix 8: Run the old utility with compatibility settings
A legacy Motorola program may be incompatible with the current Windows release even after all files are restored.
- Open the Motorola installation folder.
- Right-click the main executable.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program as an administrator.
- Select Run this program in compatibility mode for.
- Choose an older Windows version only if the program was designed for it or its documentation requires it.
- Select Apply, then OK.
- Launch the program again.
If the program opens but cannot detect a phone, the remaining problem may involve old drivers, permissions, USB compatibility, or an unsupported Windows version. Avoid firmware operations until detection is reliable.

Fix 9: Uninstall the utility if it is no longer needed
If the program was only used for an old phone and is no longer required, removal is safer than repairing a legacy startup component.
- Open Settings.
- Select Apps.
- Select Installed apps or Apps & features.
- Find the Motorola utility.
- Select its menu and choose Uninstall.
- Restart Windows.
If the warning continues:
- Check Task Manager by pressing Ctrl + Shift + Esc.
- Open Startup apps.
- Disable an entry clearly associated with the removed Motorola software.
- Check Settings > System > Notifications for any startup-related prompt.
- If a service remains, open services.msc, identify it by its publisher and path, and do not disable an entry unless you are certain it belongs to the obsolete utility.
Do not delete random registry entries to suppress the message. Identify the executable path first.
Should you use regsvr32?
Usually, no.
regsvr32 is intended for DLLs that provide registration exports such as DllRegisterServer. It is not a general-purpose command for repairing every missing or corrupted DLL. There is no verified evidence that pst_fp_flash.dll is an ActiveX or COM component that requires registration.
Running a command such as this can produce another error without restoring the program:
regsvr32 pst_fp_flash.dll
Use the Motorola installer and its application directory instead. Only register a DLL when the software’s own documentation specifically requires it and confirms that the file supports registration.
Why standalone DLL downloads are unsafe
A search result may offer pst_fp_flash.dll as a single download, but the filename is not proof of authenticity. A standalone file can be:
- The wrong build for your Motorola utility
- The wrong architecture
- Missing companion files
- Modified or tampered with
- Detected by security software
- Unable to fix the damaged parent installation
The available records show that Motorola-era packages contain substantially different builds of this filename. Do not treat one reported size or version as universal.
Use the original Motorola installer, a known-good organizational archive, or Motorola support. Scan both the installer and the installed program with current security software, and keep the DLL beside the executable that requires it.
When Windows itself needs recovery
If many unrelated applications are failing, Windows Update may be damaged beyond what DISM and SFC can repair.

Frequently asked questions
Is pst_fp_flash.dll part of Windows?
No. It is a Motorola application component associated with FlashApp and related legacy phone-service software. It should not normally be in System32 or SysWOW64.
Which program installed it?
The filename alone cannot identify the exact installer. It is associated with Motorola FlashApp, PST, RSD Lite, MotoConnect, and related service packages. Check the requesting executable and its installation path.
Can I download only the DLL?
Do not use an unauthenticated standalone DLL. Restore the file from the original trusted installer or reinstall the complete Motorola package.
Is RSD Lite the only affected program?
No. RSD Lite is one documented relationship. Older PST, MotoConnect, FlashApp, and other Motorola service utilities may also contain or request the file.
Will SFC restore it?
Normally, no. SFC repairs protected Windows files. It does not generally recreate missing third-party Motorola application files.
Should I copy it into System32?
No. Put the matching file in the Motorola application directory by reinstalling the parent package.
Why does the error appear after I removed Motorola software?
A leftover shortcut, service, scheduled task, or startup entry may still point to the deleted executable. Remove the obsolete startup reference or reinstall and then properly uninstall the complete package.
What if reinstalling does not work?
Confirm the executable named in the error, check antivirus quarantine, verify that companion files and Motorola drivers are present, and test compatibility settings. If the package is too old for the current Windows release, contact Motorola support or the software owner before attempting firmware changes.
