India’s wheat minimum support price (MSP) for rabi marketing season 2027–28 is ₹2,610 per quintal, up ₹25 from the previous season’s ₹2,585. The Union Cabinet approved the rabi rates on 30 September 2026. The increase is modest compared with several other crop increases, and the Hindustan Times editorial “Prudent price support for the farm sector” argues that restraint on wheat is justified by the stock and cost context. That is an editorial assessment, not a conclusion independently established by the government’s MSP release.
What changed in the 2027–28 rabi MSP announcement?
The Cabinet approved new minimum support prices for rabi crops for marketing season 2027–28. Wheat’s MSP rose by ₹25 per quintal, from ₹2,585 to ₹2,610. Increases for the other listed crops were larger, though their starting prices and cost structures differ.

The official table reports estimated margins over all-India weighted-average production cost. The government says its policy framework is to set MSP at least 1.5 times that cost; the published estimates show that the resulting margins are not identical across crops. Safflower is at 50%, while wheat is at 106%. These are official estimates for the 2027–28 announcement, not a guarantee of what any individual farmer will receive.

Why does the editorial call the wheat increase prudent?
The Hindustan Times editorial published on 2 October 2026 makes a case for limiting the wheat increase. It says government-held wheat stocks were already excessive and that cultivation costs remained broadly stable despite pressure from fertilizer prices, partly because subsidies absorbed commodity shocks. On that reading, a large MSP increase was not warranted for wheat.
Those explanations should be read as the editorial’s analysis. The official release confirms the new MSP and publishes a production-cost estimate; the government material cited here does not independently establish the editorial’s characterization of stocks, fertilizer-price effects or subsidy absorption. The editorial also says the monsoon was the weakest since 2002 and anticipates production headwinds. The cited official sources do not verify that rainfall comparison or establish the eventual crop effect.

The government presents a broader rationale: MSPs are intended to provide remunerative prices and encourage diversification. The policy question therefore has two parts: whether a support price is adequate for producers, and whether a higher administered price is justified in light of costs, supply and public procurement. The government’s stated rationale and the editorial’s argument answer those questions from different perspectives.

What does the government count as wheat production cost?
The official 2027–28 release puts wheat’s estimated production cost at ₹1,264 per quintal and its estimated MSP margin at 106%. The cost is not simply a farmer’s cash expenses. It includes paid-out items such as hired labour, rent for leased land, seed, fertilizer, irrigation, equipment depreciation, interest on working capital, fuel, electricity and miscellaneous costs, as well as the imputed value of family labour.
That definition matters when comparing the published estimate with a farmer’s own out-of-pocket spending or another cost measure. A household that supplies its own labour, for example, may not pay a wage for that work, but the official estimate assigns it an imputed value.

How are MSPs set, and does an MSP guarantee a sale?
The Government of India says it fixes MSPs for 22 mandated crops on recommendations from the Commission for Agricultural Costs and Prices (CACP), after considering views from states and central ministries. Factors in the CACP framework include production costs, domestic and world demand and supply, domestic and international prices, price parity between crops, terms of trade between agriculture and non-agriculture, likely effects on the wider economy, and a minimum 50% margin over the all-India weighted-average production cost.

An MSP announcement is a support-price decision, not an assurance that the government will automatically buy every farmer’s entire harvest at that rate. The government describes procurement as applying to marketable surplus when market prices fall below MSP, with arrangements that vary by crop group:
- Cereals and coarse cereals: the Food Corporation of India and state agencies handle procurement.
- Pulses, oilseeds and copra: procurement takes place under the Price Support Scheme within PM-AASHA, on a state request and under scheme guidelines.
- Cotton and jute: the Cotton Corporation of India and Jute Corporation of India handle procurement, respectively.
The government’s summary reports procurement across all 22 mandated crops from 2014 through June 2026 at 12,819 lakh metric tonnes, with ₹27.80 lakh crore paid as MSP. Those cumulative figures describe the reported national programme, not an individual farmer’s likelihood of selling at MSP or a guarantee for every crop and region.
