Technology teams perform more reliably under pressure when expectations, workload and communication norms protect time to recover—not when people are expected to stay available around the clock. Digital tools can make work possible across locations and schedules, but how work is organized determines whether that flexibility supports people or erodes the boundary between work and home.
How always-on work can affect recovery
Work messaging, incident alerts and shared systems can connect a team across time zones and help work continue outside an office. That connectivity is not inherently harmful. But when people cannot predict when they will be contacted, feel obliged to answer during personal time, or face demands that leave little control over their work, the result can be longer hours, isolation and difficulty detaching.

NIOSH, part of the U.S. Centers for Disease Control and Prevention, identifies psychosocial hazards such as high demands and low control as workplace health concerns associated with possible psychological and physical effects. These are risks shaped by working conditions, not outcomes that every worker will experience. WHO and the International Labour Organization likewise recognize that telework can bring productivity and operational benefits while calling for safeguards to support workers’ health.
What the survey figures show—and what they do not
Several historical U.S. survey measures illustrate why work design and boundaries matter. NIOSH’s summary of the 2018 General Social Survey Quality of Work Life supplement reports that close to 30% of workers said work was always or often stressful, almost 70% agreed they had to work very fast, and 43% perceived that job demands interfered with family life. In the same survey, approximately 25% felt they lacked decision-making power, and a similar percentage said they could not take time off when needed.

These are different measures from a U.S. survey conducted in 2018, not current global prevalence estimates or forecasts for a particular technology team. Separately, NIOSH reported in 2024 that 95% of workers in the American Psychological Association’s 2023 Work in America Survey said it was very or somewhat important to work for an organization that respects boundaries between work and nonwork time. That figure describes the importance respondents placed on boundaries; it does not measure how often employers respect them.
Why time away from demands matters
Recovery depends on a genuine break from work demands. NIOSH article author J. Ragsdale writes: “Successful recovery requires that people get a break from their stressors or demands, whether from a lunch break or a two-day weekend, so they can rebuild the resources or reserves that they used up to meet their demands.” A calendar slot labeled “break” cannot do that if a worker is still expected to monitor messages or remain ready to respond.

After-hours contact can also consume recovery time even when no one explicitly orders a response. The UK Health and Safety Executive warns that “contacting people outside their normal working time is reducing this recovery time and may have an adverse effect.” Its guidance suggests clarifying which equipment may be used outside normal hours and setting a cutoff after which workers are not expected to answer emails. This is UK guidance, not a statement of law in other countries.

WHO and the International Labour Organization’s 2022 technical brief on healthy and safe telework recommends practical employer measures. For technology teams, these measures work best as part of work design rather than as a substitute for managing excessive demands.

- Set clear availability expectations. Define normal working hours, response expectations and any approved use of work equipment outside those hours. Make urgent exceptions narrow and explicit so that routine messages do not become implied emergencies.
- Protect rest and leave. Establish sufficient rest days and a clear cutoff for non-urgent contact. Make sure workers can take breaks and time off without the workload simply accumulating into an unmanageable return.
- Make workloads and staffing compatible with recovery. Review deadlines, on-call coverage and workload distribution. A policy promising time off will not protect it if there is no coverage or workers are expected to finish the same volume of work in less time.
- Provide suitable equipment, guidance and training. Give people the tools needed to do their work safely and effectively, explain task expectations, and train managers in risk management and distance leadership.
- Check in and act on worker input. Regularly ask whether demands, interruptions or coverage arrangements are workable, then adjust them when they are not. A check-in is useful only if workers can raise concerns without being treated as the problem.
- Address work conditions, not only coping skills. Individual strategies may help someone manage a difficult day, but they cannot replace changes to excessive demands, low control, unclear expectations or routine after-hours contact.
How to judge whether an always-on policy is working
There is no validated scorecard in the cited guidance for ranking team policies. Leaders can still use a practical review to identify where a policy is failing:
- Can workers predict when they are off duty, and are they genuinely free from routine messages then?
- Are urgent exceptions narrowly defined, with explicit coverage rather than an expectation that everyone monitor everything?
- Do staffing and workload make breaks, rest days and leave feasible in practice?
- Do workers have adequate equipment, training and clear priorities for remote or distributed work?
- Do managers ask for worker input and make changes based on what they hear?
- Does the approach change work organization as well as offering individuals advice about handling stress?
These questions reflect the organizational emphasis in NIOSH and WHO/ILO guidance; they are prompts for discussion, not a formal assessment instrument. Where an employer needs a structured evaluation, workplace psychosocial risk assessment can help identify hazards and prioritize changes.

How individuals can disconnect after hours
Workers can make use of boundaries their team supports: clarify their normal hours, mute non-urgent work notifications outside them, and ask a manager how genuine emergencies are handled. If these steps are not workable because of workload, staffing or an implicit expectation of constant response, the problem is not simply a personal failure to disconnect. Managers and employers need to make the boundary operational through coverage, realistic demands and clear norms.
Reliable performance under pressure is a property of the system around a team as much as of any individual. Connectivity can enable flexible work, but predictable off-hours, adequate rest, manageable demands and meaningful worker input help ensure that flexibility does not become permanent availability.
