A registration record shows that a deed or other instrument was presented and registered through the applicable registration process. A mutation entry updates a revenue or land record after a reported change. Mutation does not, by itself, create or extinguish ownership title, and registration alone is not a universal guarantee that the transferor had good title. To assess a property, compare the registered instrument, revenue entry, parcel identifiers and the prior chain of title under the law of the state or territory where the land is located.
What “property registry” and “mutation” mean
In India, people often use “registry” to mean the registration of a sale deed, gift deed, conveyance, lease, mortgage or another document at the designated registration office. The resulting record may include an index entry, registration number, book or volume reference, scanned document and certified copy, depending on the local system.

“Mutation” usually means entering a reported change in the revenue or land record. The entry may be called a mutation, name transfer, jamabandi update, holding change, record-of-rights update or another state-specific term. These labels are not interchangeable nationwide. A local revenue office may record the person shown as liable for land revenue or reflected as holding an interest for administrative purposes.
Registration and land-record administration are related but separate functions. The Department of Land Resources describes the Registration Act, 1908 as procedural legislation for registering certain documents. Revenue and mutation rules are administered through the states, so the office, form, portal, fee, notice process and terminology depend on the property’s location.

What a registration record proves
It proves processing of an instrument
A registration record is evidence that an instrument was presented to the competent registration office and registered under the applicable procedure. It can establish the document’s registration number, date, parties named in it, stated consideration or transaction terms, property description and execution details to the extent those appear in the registered copy.
Registration gives the instrument publicity and preserves an official record. State registration authorities commonly describe these functions as conservation of evidence, publicity of documents, assurance connected with transactions and fraud prevention. Those functions make a certified copy important evidence when reconstructing what was executed and presented.
It does not automatically prove perfect title
Registration should not be read as a finding that the transferor owned the property free of every competing claim. The registering office’s role is procedural; it is not generally a substitute for a full judicial determination of ownership. A registered seller may still face an earlier conveyance, inheritance claim, court order, acquisition notice, boundary dispute, fraud allegation, restriction on transfer or defect in the seller’s own title.

What a mutation or revenue entry proves
It shows who is reflected in the local revenue record
A mutation entry records that the revenue authority accepted or recorded a reported change for its land-record and fiscal administration. It may show a person’s name, share, holding, parcel number, date of entry, order number and the document or event relied on, such as a sale, inheritance, gift, partition or court order.
The practical purpose is often administration and collection of land revenue or related charges. The entry can help identify the person the local record currently associates with the parcel and can provide a useful lead when tracing documents.
It does not create or extinguish ownership
The Supreme Court’s judgment dated 7 November 2025 states, in the context before it, that a jamabandi or holding entry does not necessarily confer title. The judgment treats mutation as serving a fiscal purpose rather than independently creating ownership. The evidentiary value of a particular entry can still matter in a case, but its weight depends on the facts, the applicable state law and the proceeding in which it is offered.

Whether a transaction is legally effective remains a question of the underlying documents and applicable law.

Registration and mutation compared
| Comparison point | Registration record | Mutation or revenue record |
|---|---|---|
| Primary purpose | Record an instrument presented for registration and preserve public evidence of that transaction. | Update the local land or revenue record after a reported change for administration, including revenue assessment or collection. |
| Typical authority | The state registration department and the designated sub-registrar or registration office. | The state revenue or land-record authority, such as a local revenue officer; the exact office varies. |
| Facts it can evidence | That the named instrument was registered, its date and reference, parties named in it, and the property description contained in the document. | That the local record reflects a person, share or holding after an accepted or recorded change, together with the entry or order details shown locally. |
| What it cannot establish alone | That the transferor had indefeasible title, that no earlier claim exists, or that every statutory restriction was satisfied. | That the recorded person owns the property, or that title was created or extinguished by the entry itself. |
| Best cross-check | Read the certified deed and trace the prior registered instruments and other source documents. | Match the entry to the deed, succession or court document and verify the same parcel and share. |
| Local variation | Document categories, indexing, appointment and copy-access procedures differ by state and office. | Names such as mutation, jamabandi, holding or record of rights, as well as notices, objections, fees and appeal routes, differ by state. |
Does mutation prove ownership?
No. Mutation is evidence of what the revenue record currently reflects, not an independent source of title. It may support a person’s position in a particular dispute, especially when consistent with deeds, possession and other evidence, but it cannot replace the instrument or succession document from which the claimed right arises.
The same caution applies in reverse. A purchaser who has a registered deed but has not yet completed mutation should not assume that the deed has become worthless. The practical problem is that the revenue record remains out of date, which can cause notices, revenue payments or later transactions to be directed to the previous recorded person. The purchaser should follow the local mutation procedure promptly and retain the application, notice and order.
What a registered deed proves—and what it leaves open
- It identifies the transaction document. The certified copy is the authoritative version of the registered instrument in the registration record.
- It records the parties and terms stated in that document. Check the names, capacities, consideration, share, conditions and execution details rather than relying on an index entry.
- It connects the transaction to a described parcel. The description may include survey or plot number, village, locality, area, boundaries and undivided share.
- It leaves the prior chain of title to be examined. A seller’s deed is only as strong as the title acquired through earlier instruments, inheritance, partition or adjudication.
- It does not resolve every competing right. Mortgages, leases, acquisition proceedings, court orders, restrictions, co-owner claims or boundary problems may require separate records or legal analysis.
How to check registry and mutation records
Use the following sequence for the state or territory where the parcel is situated. There is no single nationwide workflow that substitutes for the responsible local offices.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Identify the jurisdiction and local record names. Record the state or union territory, district, sub-district, village or municipal locality, and the parcel’s survey, plot, khasra, dag or other identifier. Ask the registration office and revenue authority which terms they use for the registered instrument and the current land record.
- Obtain the official registration record. Request the certified copy of the deed or other source instrument from the registration office or its authorized service. If the system supplies an index or search extract, treat it as a finding aid and read the complete instrument before drawing conclusions.
- Obtain the current revenue or mutation record. Get the locally issued extract, record of rights, jamabandi, holding record or equivalent, plus the mutation application and order where available. Note the entry date, order number, recorded share and any remarks, objections or pending status.
- Build a field-by-field match. Compare the survey or plot number, village or locality, area, boundaries, parcel subdivision, undivided share, transferor and transferee names, dates and instrument references. Check spelling variants, initials, translated names, renumbered surveys and changes caused by subdivision or consolidation.
- Read the underlying deed and source documents. Confirm that the person who transferred the property was entitled to do so under the prior deed, succession document, partition, release, gift, court order or other source. Trace earlier instruments far enough to identify gaps, unexplained changes in area or share, and competing claims.
- Check related records available locally. Depending on the property and jurisdiction, look for encumbrance information, registered mortgages or leases, acquisition or reservation notices, court orders, land-use restrictions, tax or revenue arrears, and pending objections. Availability and legal effect differ by state, so ask the responsible authority what each search covers.
- Record unresolved differences instead of guessing. Make a schedule listing every mismatch, the document in which it appears and the office that can clarify it. A small spelling difference may be clerical; a different survey number, area or ownership share may indicate a substantive issue.
- Escalate a title problem to a local professional. Obtain advice from a qualified property lawyer or title-search professional when the chain is incomplete, an heir or co-owner objects, boundaries conflict, a court or acquisition matter appears, or the records cannot be reconciled.
How to interpret common record combinations
Registered deed and matching mutation
This is the cleanest administrative result: the deed and revenue entry identify the same parcel, parties and share. It still does not eliminate the need to review prior title and encumbrances, but the records are internally consistent.

Registered deed but mutation still shows the seller
The revenue record may simply be pending or not yet updated. Obtain proof of the deed, check whether a mutation application or notice is required, and follow the local procedure. Do not alter or rely on the revenue entry as if it were the deed; determine whether any objection, missing document or jurisdictional issue is delaying the update.
Mutation in the buyer’s name but no registered deed can be located
Treat the entry as a warning, not as proof that title passed. Find the document or legal event on which the mutation was based, such as inheritance, partition or a court order. If no valid source can be identified, obtain legal advice before purchasing, selling, mortgaging or relying on the entry.
Names match but parcel numbers or areas do not
Investigate whether the survey was renumbered, subdivided, consolidated or translated into a different local identifier. Compare boundaries, maps, subdivision orders and prior deeds. A numerical mismatch that cannot be explained is more serious than a typographical variation.

Co-owned or undivided property
Check the exact fractional share in both records. A deed transferring one co-owner’s undivided interest does not automatically transfer the other co-owners’ shares. Mutation of one person’s name should not be read as a conveyance of the entire parcel.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why records conflict
- The deed was registered recently but the revenue office has not completed mutation.
- A survey number, village name or area changed after subdivision, consolidation or administrative renumbering.
- Names were transliterated differently, abbreviated or entered with a clerical error.
- An inheritance, partition or court order changed the relevant interest without a matching update in every system.
- A prior deed, mortgage, lease, acquisition notice or restriction was omitted from the documents presented to the buyer.
- An objection, stay order or pending proceeding prevented the mutation from becoming final.
Do not resolve a conflict by choosing whichever record contains the newer date or the preferred name. Determine what legal instrument caused the claimed change and whether the authority had jurisdiction to record it.
Practical checklist before relying on a property record
- State or territory, district and precise locality identified.
- Current survey, plot or equivalent parcel identifier recorded.
- Certified copy of the registered deed or other source instrument obtained.
- Current revenue or mutation extract and the relevant order obtained.
- Transferor, transferee, heirs or co-owners matched across documents.
- Area, boundaries, subdivision and undivided share reconciled.
- Prior chain of title reviewed for gaps and unexplained transfers.
- Locally available encumbrance, acquisition, restriction and court information checked.
- Objections, pending applications, stays or remarks noted.
- Unresolved discrepancies reviewed by a local property professional before completion.
What the records cannot tell you without further investigation
Neither a registration index nor a mutation extract necessarily reveals the complete history of possession, every private agreement, an unregistered claim, a family dispute, an informal boundary arrangement or the practical condition of the land. A record may also be accurate as an administrative entry while the underlying title remains contested. The legal effect of an entry, the availability of searches and the remedies for correction are jurisdiction-specific.
Fees, deadlines, forms and online access are not uniform across India. Confirm them with the registration and revenue authorities responsible for the parcel rather than relying on instructions from another state. Where ownership itself is disputed, only the competent legal process can determine the parties’ rights; a routine mutation application is not a substitute for that determination.
When professional title review is justified
Professional review is especially important for a purchase, mortgage, development project or resale when the property has multiple heirs or co-owners, a long or incomplete chain, inconsistent areas or identifiers, agricultural or restricted-use status, an acquisition notice, a mortgage or lease, a pending case, or a seller who cannot provide the source documents behind the mutation. Give the adviser the certified deed, revenue extracts, prior instruments, maps and every order or notice rather than only a screenshot of a portal entry.
The goal is not to obtain two matching names. It is to establish how the claimed right arose, whether each transfer was legally effective, whether the parcel and share are the same throughout the chain, and whether any competing right remains capable of affecting the transaction.
