NorthPoint Development has proposed a data-center campus in Hazle Township, Pennsylvania, and offered $10,000 to each eligible household—but the grant is conditional, not a payment residents have already received. According to the project record, it would be payable only after the first building receives a certificate of occupancy.
What is Project Hazelnut?
Project Hazelnut is NorthPoint Development’s proposal for a data-center campus in Hazle Township, Luzerne County, Pennsylvania. TechRadar describes the proposal as covering 1,300 acres; the project record gives NorthPoint’s site figure as 1,282 acres. The plan calls for 15 data-center buildings. These are figures for a proposed development, not a completed campus.

Data Center Record says the township board tabled NorthPoint’s plan at its November 10, 2025 meeting and describes the project as proposed and awaiting permits. That is the procedural status reported for that date; it does not establish what happened in later proceedings or whether the project has since been approved or denied.

Who was offered $10,000, and when would it be paid?
NorthPoint offered $10,000 to each eligible Hazle Township household from a proposed $45 million resident-grant fund. According to Data Center Record’s summary of the developer’s offer, payment would follow issuance of a certificate of occupancy for the first building. The offer is therefore conditional: it is not evidence that the first building has opened or that households have been paid.

The sources do not establish how many households would qualify, how eligibility would be determined, or how many residents accepted or rejected the offer. TechRadar reports that many residents remained opposed and that some called the offer a “bribe.” That is a reported characterization, not a finding about the grant’s legality or residents’ views as a whole.
NorthPoint’s chief marketing officer, Brent Miles, described the offer as an answer to residents asking, “What’s in it for me?” TechRadar quoted him saying: “As a direct answer to the question ‘What’s in it for me?’ I think we came up with something pretty radical and pretty leading-edge,”

What concerns have residents raised?
TechRadar reports concerns about water use, electricity costs, pollution, noise, and property values. It also reports objections to how the grant is framed and distributed. These are concerns about a proposed project; the cited reporting does not establish that the campus has caused those impacts.
The distinction matters: a proposed payment is not proof that a project’s local costs have been measured or resolved. The available project record does not state the campus’s power capacity or source, water demand, cooling system, tenants, operational use, or contractor. The sources also contain no independent, project-specific measurements of electricity demand, water use, noise, or emissions. General data-center estimates cannot establish what this particular site would require or emit.

Would the offer persuade residents to accept the campus?
The offer gives eligible households a potential direct benefit, while other proposed funds would go to the township and local institutions. Whether that changes a resident’s view depends in part on the project’s eventual details and on how residents weigh the grant against the concerns reported by TechRadar. The available reporting does not quantify household acceptance or show that the offer settled local opposition.
For now, the central distinction is between what NorthPoint has proposed and what has happened: the grant, township investment, community fund, and job totals are offers or projections tied to a proposed development. The record cited here does not show that the campus is operating or that those benefits have been delivered.
