For a project, use a direct cash forecast as the primary planning model: date the receipts and payments the contract and work plan are expected to generate, then update them against actual cash. Use an indirect earnings-to-cash bridge when you need to explain how a financial plan converts into operating cash or to reconcile a project view with integrated financial statements. “Direct versus indirect” is a distinction from operating-cash-flow statement preparation; it is not a rule that every project must use one universal forecasting method.
What “direct” and “indirect” mean
The same words describe two related but different tasks. In an operating cash flow statement, the direct method lists cash received from customers and cash paid to suppliers, employees and other parties. The indirect method starts with earnings and adjusts for noncash items and changes in working-capital balances to arrive at operating cash.

A project cash forecast has a different immediate question: when will this contract or project receive and spend cash? A schedule of expected billings, collections, procurement, payroll, subcontractor payments, taxes and financing is therefore a direct project forecast, even if the company later presents its statutory operating cash flow using the indirect method.
| Question | Direct project schedule | Indirect earnings-to-cash bridge |
|---|---|---|
| Starting point | Expected project receipts and payments assigned to dates or periods | Forecast earnings adjusted for noncash items and balance-sheet movements |
| Best use | Showing the timing and amount of contract cash origins and uses | Explaining operating cash generation from an integrated financial plan |
| Key inputs | Customer billings and collections, purchases, labor, indirect costs, debt service, taxes, rentals, capital assets and financing | Earnings forecast, working-capital assumptions and other forecast balance-sheet changes |
| Main control | Trace each timing assumption to the contract, schedule or source data and compare the forecast with actual cash | Reconcile the earnings adjustments and balance-sheet movements to projected cash and ending balances |
| Typical weakness | A detailed schedule can still be wrong if billing, progress or payment lags are unrealistic | A mathematically correct bridge can hide the operational timing of individual project transactions |
These are complementary views, not competing accounting rules. The method should follow the decision you need to make and the information available.

Why the distinction matters for project decisions
Project managers, commercial teams and treasurers make timing decisions: whether a payment can be made, when a draw is needed, whether a change order will create a funding gap, or whether a delayed customer collection threatens payroll. An earnings forecast may show a profitable project while cash is negative because work is performed before billing, retention is withheld, inventory has been purchased, or suppliers require deposits.
Conversely, a direct schedule can show a large customer receipt even though the related revenue has not yet been recognized under the accounting rules. Keeping the two views separate prevents an accounting result from being mistaken for available cash.
US federal contract-financing guidance requires material cash origins and uses to be shown period by period over the contract performance period, or until the risk of a cash crisis ends, with an audit trail to the underlying data and assumptions. That requirement is a useful discipline for other projects even when the contract is not subject to federal acquisition rules.

Which method should you use?
Start with a direct schedule whenever the decision concerns a project’s funding, payment dates or liquidity. Add an indirect bridge when the project is modeled inside a complete profit-and-loss and balance-sheet forecast, when management needs to understand why earnings do not equal cash, or when you need a cross-check on the direct model.
| Your question | Primary view | Reason |
|---|---|---|
| Can the project pay suppliers next month? | Direct | The answer depends on dated receipts, invoices, payroll and financing movements. |
| How much funding is needed during peak construction? | Direct | Peak cash deficit is determined by the sequence of expenditure and collection. |
| Why is operating cash lower than forecast profit? | Indirect | The bridge exposes noncash charges and working-capital movements. |
| Does the project forecast reconcile to the company’s financial plan? | Both | Use the direct schedule for project timing and the indirect bridge for statement consistency. |
| Only annual earnings and balance-sheet assumptions are available | Indirect, with explicit timing limitations | A bridge may be possible, but it cannot create transaction-level timing that was never modeled. |
There is no evidence-based universal horizon at which one method automatically becomes superior. The practical test is whether the model contains dated or period-assigned inputs detailed enough for the decision being made.
How to build a direct project cash forecast
1. Define the boundary
Write down exactly what the forecast covers before entering figures:
- Contract, work package or entire project
- Legal entity or project account whose cash is being shown
- Start date, expected completion date and any post-completion retention period
- Weekly, monthly or another reporting interval
- Project-only costs or project costs plus corporate overhead, tax and financing
- Opening cash balance and the minimum liquidity reserve, if one is monitored
Construction guidance distinguishes project or contract cash flow from the organization’s cash flow. A project view should not quietly absorb corporate receipts and payments unless that inclusion is intentional and labeled.

2. Convert the work plan into cash events
Use the schedule, procurement plan and contract clauses to assign an expected period to every material origin and use. Include at least:
- Customer applications for payment, milestone billings, advances, retention releases and actual collection dates
- Materials, equipment, subcontractors and other purchases, including deposits and expected invoice settlement
- Direct labor, payroll taxes, travel and site expenses
- Fixed charges such as site facilities, insurance, permits, leases and utilities
- Capital assets and their payment terms
- Debt draws, equity contributions, interest and principal repayments
- Taxes, refunds and other statutory payments
- Approved changes, claims or settlements only to the extent their timing and probability are documented
Separate an invoice date from a cash date. A customer may be billed when a milestone is certified but pay later; a supplier may deliver in one period and be paid in another. Those lags drive liquidity.
3. Document every timing assumption
Attach a source or rationale to each material assumption: a contract payment clause, approved baseline schedule, purchase order, payroll calendar, lender term sheet, tax timetable or observed collection pattern. Record the owner, date, version and any conditions attached to the assumption.
A forecast is only as reliable as its assumptions. An audit trail should allow another person to move from a forecast cell to the source transaction, schedule activity or written judgment that produced it.

Use distinct categories for signed purchase orders and executed subcontracts, approved but not yet invoiced work, management estimates and contingent items. Do not present a hoped-for claim settlement as equivalent to a contractual milestone payment. A separate upside or downside scenario is clearer than silently blending uncertain amounts into the base case.
5. Calculate period and cumulative cash
For each period, total origins, total uses and net cash movement. Add the opening balance to obtain the ending balance, then carry that ending balance into the next period. Highlight the lowest projected balance and the period in which it occurs. If financing is included, show draws and repayments separately so the underlying project cash generation remains visible.
6. Reconcile to independent totals
Check that the sum of scheduled purchases agrees with the procurement or cost report, labor agrees with the resource plan, billings agree with the contract value and approved changes, and financing agrees with lender or treasury records. Where an integrated forecasting tool is not used, control totals such as monthly cash and year-end cash should be checked against the balance sheet or cash ledger.

7. Obtain operational review
Have the project manager validate progress and sequence, procurement validate commitments and lead times, commercial staff validate billing and collection assumptions, and finance validate taxes, debt and opening balances. A spreadsheet owner should not be the sole person deciding all timing assumptions.
8. Freeze a version and publish the decision
Give every forecast a period-end date and version number. State the projected minimum cash, required funding actions and assumptions that would change the result. Preserve the prior version so later variance analysis can distinguish a forecasting error from a changed plan.
How to build an indirect earnings-to-cash bridge
Start with the earnings forecast
Use the project or business forecast for profit or earnings for the same period and boundary as the cash view. Ensure the revenue and cost recognition basis is understood; a profit figure based on percentage of completion is not itself a cash receipt.
Remove noncash items
Adjust for expenses or income that affect earnings without a current-period cash movement, such as depreciation, amortization, provisions and unrealized gains or losses where applicable. The exact line items depend on the accounting framework and chart of accounts.
Reflect working-capital movements
Translate changes in receivables, contract assets, inventory, payables, accrued costs, advances and other operating balances into cash effects. An increase in receivables generally consumes cash; an increase in payables generally provides cash, subject to the entity’s accounting presentation and the nature of the balance.

The indirect operating bridge does not replace the schedule for equipment purchases, debt proceeds, equity contributions or principal repayments. Present investing and financing cash flows separately, then reconcile all sections to the opening and ending cash balances.
Test the bridge against the direct model
Differences are useful diagnostic signals. A direct schedule may include a customer advance that has not yet affected earnings; the indirect bridge should show the corresponding contract-liability movement. A capital purchase may reduce cash without reducing current earnings; it belongs in investing cash flow, not as an operating adjustment. Investigate unexplained differences rather than forcing the two models to agree through a plug.

Use both views without double-counting
A practical architecture has one transaction and assumption register feeding two reports:
- The direct project schedule groups dated receipts and payments by project activity, supplier, customer and funding source.
- The accounting forecast maps the same activity to revenue, expense and balance-sheet accounts.
- The indirect bridge starts with earnings and applies the forecast balance-sheet movements.
- A reconciliation compares the direct net cash movement with the indirect operating, investing and financing result, adjusted for scope and timing differences.
Do not add a direct customer receipt to the indirect result if that receipt is already represented by a receivables movement. Define whether each report is gross or net of tax, financing and corporate allocations before comparing totals.

Construction cash is unusually sensitive to sequencing. A project can have the same total contract value and total cost under two schedules but radically different funding needs if procurement is accelerated, progress is delayed or certification takes longer.
- Progress and certification: work completed is not cash until the payment application is approved and collected.
- Retention: a retained percentage delays cash even when revenue and cost are recognized.
- Long-lead procurement: deposits or early purchases can create a cash trough before installation or billing.
- Subcontractor terms: back-to-back payment clauses, advance payments and disputed applications alter timing.
- Change orders and claims: entitlement, approval and collection are separate events; model them separately.
- Weather and sequencing: a schedule slip can defer receipts while site overhead and financing continue.
- Closeout: testing, defects, final accounts and retention release can extend the cash tail beyond physical completion.
The Royal Institution of Chartered Surveyors’ second-edition Cash flow forecasting practice information, published on 26 July 2024, focuses on producing and using forecasts to assess site progress and compare actual expenditure with forecast. It is construction practice guidance, not a universal accounting rule.

Never treat a one-time forecast as proof of reliability. Reliability emerges from comparing a series of forecasts with the corresponding actual cash flows and examining the causes of variance.
Use a regular update cycle
- Close the reporting period and load bank, ledger and approved payment data.
- Mark each prior forecast line as on time, early, late, higher, lower, cancelled or newly added.
- Reforecast the remaining schedule using current progress, commitments, resources and contract status.
- Record the reason and owner for each material variance.
- Publish the revised minimum-cash date and required action.
Historical building-project research by Ronie Navon described updating techniques such as redistributing remaining costs linearly over the remaining duration and recalculating cumulative-cost S-curves. Those techniques are useful historical context, but they should not override current schedule logic, procurement commitments or professional construction guidance.
Uncertainty, scenarios and control checks
When uncertainty is material, show a base case and explicit alternatives rather than a single false-precision line. Scenarios might vary collection delay, progress rate, material lead time, approved change timing, interest rate or financing availability. Label the trigger for moving from one scenario to another.
Best Value
Department for Education guidance for colleges in England recommends scenario ranges when uncertainty is material and cautions against relying only on forecast graphs. It also recommends checking control totals such as monthly cash and year-end cash against the balance sheet when an integrated forecasting tool is not used. That guidance is specific to English colleges, but the control principle is broadly useful.
- Reconcile opening cash to the bank or ledger.
- Reconcile total forecast receipts to customer and funding schedules.
- Reconcile total payments to commitments, payroll and tax calendars.
- Check that ending cash equals opening cash plus all modeled movements.
- Investigate any unexplained difference; never hide it in an “other” line or balancing plug.
- Stress the earliest likely collection date and the latest plausible payment date for critical items.
Software and spreadsheet implementation
A spreadsheet can work for a small, stable project if it has controlled inputs, versioning, protected formulas and an audit trail. It becomes risky when many users overwrite assumptions, commitments are imported manually, or several projects share financing and tax movements.
Microsoft Learn documentation for Dynamics 365 Finance describes cash flow forecasting, entry or import of external forecast data when Finance Insights is configured, and integration with Project management and accounting. The documentation identifies project-forecasting setup with a budget model and notes that the integration was introduced in version 10.0.17. Product behavior and feature availability are version-specific, so verify the current configuration before relying on it.

Common failure modes and fixes
Calling an income forecast a cash forecast
Symptom: a profitable project shows no funding need even though collections lag costs.
Fix: build dated receipts and payments, then use the indirect bridge only to explain the accounting relationship.
Using contract value as the collection schedule
Symptom: the full contract amount appears in the month of revenue recognition.
Fix: model applications, certification, retention, disputes and contractual payment days as separate events.
Leaving timing assumptions undocumented
Symptom: nobody can explain why a major receipt moved or why a supplier payment was delayed.
Fix: attach each material line to a clause, schedule activity, commitment or named judgment with a date and version.
Mixing project and company cash
Symptom: corporate tax, unrelated projects or central borrowing masks the project’s own cash requirement.
Fix: publish a project-only view and a clearly labeled organization-level view, then show the allocation bridge.
Updating totals without updating the schedule
Symptom: the forecast total remains plausible, but the cash trough keeps arriving earlier or later than expected.
Fix: re-sequence remaining activities and payment dates; do not spread the variance mechanically across all future periods without operational review.
Using a balancing plug
Symptom: the model reconciles only because an unexplained “other cash” line absorbs the difference.
Fix: trace the difference to an omitted transaction, scope mismatch, sign error or incorrect working-capital movement.
A practical review checklist
- Is the forecast boundary, entity, period and granularity stated?
- Are material origins and uses shown period by period?
- Can each major assumption be traced to a contract, schedule, commitment or documented judgment?
- Are billing, certification, collection and retention dates distinct?
- Are purchases, labor, indirect costs, capital assets, taxes and financing included where relevant?
- Are committed, probable and contingent amounts separated?
- Does opening cash reconcile to an independent source?
- Does the ending cash calculation reconcile without a plug?
- Has the forecast been compared with actual cash for prior periods?
- Are variance causes and corrective actions recorded?
- Are downside and upside scenarios shown when uncertainty is material?
- If an indirect bridge is used, do earnings, noncash adjustments and balance-sheet movements reconcile to cash?
Bottom line for choosing direct vs. indirect
Build the direct schedule first when the project question is liquidity: it exposes when customers are expected to pay and when the project must pay others. Add an indirect earnings-to-cash bridge when you need statement reconciliation or an explanation of why profit and cash differ. Keep the scopes aligned, preserve the assumptions and versions, and judge reliability by repeated comparison with actual cash—not by the apparent precision of a single forecast.
