There is no universally correct reporting line for product management. The right choice depends on your product, business strategy, market, organizational size, technical and operational constraints, and the authority required to resolve cross-functional trade-offs. In many mature companies, a chief product officer (CPO) is a peer of the chief technology officer (CTO) and both report to the CEO. In a small company, the CEO may be the de facto product leader. Reporting to engineering or operations can also work when decision rights and accountability are designed deliberately.
Use the reporting line to clarify who owns product strategy, customer outcomes, prioritization, and product talent—not to determine who collaborates with whom. Product managers can work daily with engineers, operators, salespeople, designers, and marketers without reporting to any of those functions.

What a product-management reporting line actually decides
A solid-line manager controls core employment and organizational decisions: performance reviews, compensation input, hiring, coaching, promotion, and often the budget or headcount assigned to the function. That manager also shapes which goals receive attention when priorities conflict.

Day-to-day collaboration is different. A product manager may sit on a cross-functional team with an engineering lead, designer, operations specialist, and commercial stakeholders while reporting to a product executive—or to the CEO in a smaller company. The team structure determines how work gets done; the solid line determines who develops the product-management discipline and ultimately evaluates its leaders.

Before choosing a reporting line, write down four ownership questions:
- Who owns product strategy and the product vision?
- Who makes the final call when customer value, technical health, delivery timing, and commercial goals conflict?
- Who is accountable for product outcomes and the metrics used to judge them?
- Who develops product managers and maintains consistent discovery, prioritization, and portfolio practices?
If the organizational chart answers those questions ambiguously, changing the box on the chart will not solve the underlying problem.
Why organization context matters more than a universal model
Spencer Stuart’s organization-design guidance ties structure to future business strategy, the current organizational state, available talent, and the competitive environment. McKinsey puts the principle plainly: “The right structure is generally a function of the product, the business, and the market.” A regulated medical product, a consumer subscription app, and an industrial system may need different proximity to engineering, operations, legal, and customer-facing teams.

ProductPlan’s 2024 report found that 16% of organizations with one to four product people had Product reporting to a CPO, compared with 35% of organizations with 50 to 99 product managers. These are descriptive survey figures for those groups, not a causal rule, a recommended progression, or evidence that one arrangement produces better outcomes.
At an early stage, the CEO may be the person who knows the customer, sets the product direction, and resolves trade-offs. As the portfolio and product team expand, a dedicated product leader can provide focus, consistent standards, and a manageable span of control. Growth does not automatically require a CPO; it does require explicit ownership and enough leadership capacity for the work.
Option 1: Product reports to a CPO or VP Product
When this structure fits
A product-led reporting line is a natural fit when the company has a dedicated product function, multiple products or segments, or a need for coherent portfolio choices. A CPO or VP Product can align discovery, strategy, roadmap decisions, product operations, and product-management careers under one accountable leader.

In one established archetype described by Spencer Stuart, the CPO and CTO are peers who both report to the CEO. Product therefore has executive standing alongside technology rather than being treated as a subdivision of delivery.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
What it can enable
- A single product strategy connecting customer needs to business outcomes.
- Consistent prioritization criteria across products and teams.
- A product career ladder, coaching model, and hiring standard.
- Portfolio-level trade-offs when one product competes with another for capacity or investment.
- A clear executive voice in discussions with engineering, sales, marketing, finance, and operations.
Questions to test before adopting it
- Does the CPO have authority over strategy and prioritization, or only over product ceremonies?
- Are product outcomes measured alongside technical reliability, operational performance, and commercial results?
- Can the CPO and CTO resolve disagreements as peers, with the CEO available for strategic escalation?
- Is the product organization large enough to justify another executive layer?
A product title without those decision rights creates a nominal product function that still depends on another executive for every consequential call.
Option 2: Product reports to engineering or the CTO
When technical proximity can be useful
Reporting to engineering may fit a small organization with combined leadership, a product whose feasibility and architecture dominate strategic choices, or an environment where safety, security, performance, or complex integration work is central to customer value. Close proximity can shorten feedback loops between product decisions and technical constraints.
This arrangement does not require product managers to manage engineers, and engineers can remain accountable for technical execution. The key is to define who owns product strategy, customer discovery, and prioritization.
Risks to examine rather than assume
The available evidence does not establish that an engineering reporting line inevitably harms product outcomes or turns product managers into project managers. The potential issue is incentive design: if the manager is primarily judged on delivery capacity, architecture, or release dates, customer desirability and market outcomes may receive less weight. That is a hypothesis to test against actual goals and decision rights, not a universal consequence.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteAsk whether the product leader can:
- Challenge a technically attractive investment that lacks customer or business value.
- Represent customer research in architecture and sequencing decisions.
- Stop or change work when evidence changes, even after engineering effort has begun.
- Be evaluated on adoption, retention, revenue, risk reduction, or other product outcomes—not only on output and schedule.
Guardrails for a CTO reporting line
- Publish a decision-rights document naming the owner of product vision, problem selection, solution trade-offs, and technical standards.
- Use joint product-and-engineering objectives, with separate accountability for customer outcomes and technical health.
- Give product managers direct access to customers, market data, and commercial stakeholders.
- Set an escalation path to the CEO for unresolved strategy conflicts.
Option 3: Product reports to operations or the COO
When operations may be the right home
A COO-led structure can fit a company where the product is inseparable from operational execution: physical service networks, logistics, regulated processes, or complex implementation and support systems. A COO may also hold broad business-unit authority and be well placed to coordinate product with service delivery, finance, compliance, and customer operations.

- [Easy Disassemble] Making incidental repairs quick and easy! Very nice, flexible cable
- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
The arrangement is context-specific. The sources do not establish it as generally superior or provide comparative outcome data. Its success depends on whether operational priorities and product discovery are balanced rather than allowing one to silently replace the other.
Decision rights that must be explicit
- Who decides which customer problems are worth solving?
- Who owns product positioning and the economic case for investment?
- Who can prioritize a product improvement that increases long-term value but creates short-term operational work?
- Who owns service quality, process efficiency, and staffing when those goals conflict with product experimentation?
If the COO is the solid-line manager, create a regular forum with engineering, commercial leaders, and customer representatives so product choices are not made solely through an internal efficiency lens.
Option 4: Product reports directly to the CEO
Why direct access can help
A CEO reporting line gives product the shortest route to company strategy and can be effective when product is the central expression of the business model. It is common in small organizations where the CEO is already the main source of customer insight, market judgment, and prioritization authority.
Direct access can also help when product decisions require coordination across engineering, sales, marketing, operations, and finance and no other executive has sufficient span to arbitrate those trade-offs.
Why it can become impractical
As the product portfolio and team grow, a CEO may not have enough time for product coaching, detailed prioritization, and people management. A large direct-report span can leave product managers without a dedicated discipline leader and make decisions dependent on the CEO’s availability. The reporting span, escalation rules, and product leadership role should therefore be revisited as the organization changes.
A CEO line works best when the company documents what the CEO decides personally, what product leaders decide, and what requires a joint recommendation from product and engineering.

How to choose: a practical decision framework
Evaluate each candidate reporting line against the same dimensions. The goal is not to select the most fashionable chart; it is to select the structure that gives the right person enough authority and balanced incentives.

Step 1: Map the company’s strategy
State whether the next phase depends mainly on entering a market, increasing adoption, improving reliability, lowering service cost, meeting regulatory obligations, or coordinating a portfolio. The dominant strategic problem should influence where product leadership sits.
Step 2: Identify the hardest recurring conflict
Review recent decisions that consumed executive time. Were the difficult choices about customer value versus delivery capacity, product investment versus operational cost, or one product versus another? Put the product function close to the authority that can resolve that recurring conflict, while preserving independent product judgment.
Step 3: Separate authority from collaboration
Draw two maps: the solid-line organization and the cross-functional product teams. If an engineering lead needs a product manager beside them every day, that is a team-design requirement, not proof that the product manager should report to the CTO.
Step 4: Write the decision-rights matrix
For each major decision—vision, target customer, problem selection, roadmap sequencing, architecture, release readiness, pricing, service design, and investment—name the accountable owner, required contributors, and escalation point. Avoid shared accountability for a final decision; collaboration can be broad while ownership remains singular.
Step 5: Test incentives with real cases
Take three recent trade-offs and ask how each reporting option would have rewarded the decision-maker. Would the structure encourage learning from customers, protecting technical health, meeting operational commitments, and achieving commercial results? The available evidence does not quantify these effects, so use your own decisions and outcomes rather than assuming a reporting line guarantees them.
Best Value
Step 6: Reassess as the organization changes
Set a review trigger tied to concrete changes: a new product line, a major regulated market, a substantial increase in product headcount, a merger, or a shift in business strategy. Reporting lines should evolve with the work; they are not permanent badges of organizational maturity.
Common mistakes when changing the chart
- Copying a large-company model too early: A CPO layer can add clarity, but it can also add hierarchy when the CEO is still the effective product leader.
- Assuming survey frequency proves effectiveness: The ProductPlan percentages describe where teams report; they do not show which structure performs best.
- Confusing proximity with ownership: Sitting near engineering or operations does not by itself define who owns product outcomes.
- Leaving customer access informal: Product managers need reliable access to customers, usage data, and market feedback regardless of their manager.
- Giving product responsibility without authority: If another executive can override strategy, budget, or prioritization at will, state that explicitly and design the escalation path.
- Using one metric for every function: Delivery speed alone cannot represent product performance; neither can adoption alone represent technical or operational health.
What the available surveys do—and do not—show
ProductPlan’s 2024 figures demonstrate variation by product-team size: 16% of organizations with one to four product people reported to a CPO, while 35% of organizations with 50 to 99 product managers did. The surfaced material does not provide enough methodological detail to judge how representative those groups are, and the figures should not be treated as a recommended sequence.
Gartner’s 2024 Product Management Survey covered reporting structure, responsibilities, collaboration with other business units, KPIs, and prioritization criteria. Its accessible abstract does not expose detailed percentages or findings, so no stronger Gartner conclusion can be drawn from that abstract.

A lightweight operating model for any reporting line
Whatever the chart says, establish a few operating mechanisms:
- Quarterly strategy review: Product presents customer evidence, market changes, outcome metrics, and proposed bets to the executive team.
- Cross-functional prioritization: Product, engineering, operations, and commercial leaders review capacity, risks, dependencies, and expected outcomes together.
- Explicit escalation: Unresolved conflicts have a named executive decision-maker and a time limit.
- Balanced scorecard: Track customer and business outcomes alongside reliability, delivery health, operational performance, and risk.
- Product-career ownership: A named leader coaches product managers, calibrates performance, and maintains consistent practices—even if that leader is not the CEO.
These mechanisms prevent the reporting line from carrying more responsibility than an organization chart can reasonably bear.
Bottom line for leaders deciding today
Choose the reporting line that best matches your strategy and gives product enough authority to make customer-and-business trade-offs. Use a CPO or VP Product when a dedicated product discipline and portfolio leadership are needed; place product alongside engineering at the CEO level when that peer relationship reflects the company’s strategy. A CTO or COO line can work when technical or operational integration is genuinely central, provided product strategy, discovery, and prioritization remain explicit. A direct CEO line is powerful for a small or product-central company, but review the span and decision rights as complexity grows.
The test is practical: after the chart is drawn, can product leaders obtain customer evidence, set priorities, resolve cross-functional conflicts, and be held accountable for outcomes with balanced incentives? If not, redesign the mandate before redesigning the boxes.
