Neither tanks nor lined ponds are a universal winner. Select the system that matches the water’s chemistry, treatment stage, storage volume and duration, site conditions, environmental controls, permits and whole-life cost. In many data-center water-reuse systems, they are complementary: tanks buffer treated water, while lined ponds hold concentrated residuals. Treating them as interchangeable storage containers can produce an unsafe or unpermittable design.

Start with the water, not the container

Produced water is a wastewater stream associated with oil and gas production. It can be highly saline and may contain hydrocarbons, metals and traces of hydraulic-fracturing chemicals. Those constituents can vary by well, field, production age and treatment operation. A tank alloy, coating, elastomer, concrete system or pond liner that works for one analysis may fail or require excessive maintenance for another.

Obtain representative laboratory analyses before selecting a storage concept. The sampling plan should capture normal operation, expected peaks and upset conditions rather than a single convenient grab sample. At minimum, the design team needs the concentrations and variability of salts, suspended solids, hydrocarbons, metals and treatment chemicals, together with temperature and any parameters that affect scaling, corrosion, biological activity or vapor control. The engineer and equipment or liner manufacturer must confirm compatibility for the actual fluid and operating range; no universal compatibility table is established for all produced water.

Identify the liquid’s place in the process

“Produced-water storage” can describe several different duties:

  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
  • Raw produced water: the incoming wastewater before treatment. This generally has the greatest uncertainty and the most demanding containment and pretreatment questions.
  • Treated reuse water: water that has passed through a defined treatment train and is being held for cooling or another reuse duty.
  • Blowdown or reject: a side stream removed from a cooling or treatment process.
  • Concentrated brine or other residual: a smaller-volume stream with higher contaminant concentrations after softening, reverse osmosis or evaporation.

A design that is appropriate for treated permeate may be unsuitable for raw produced water. Likewise, a pond designed for brine evaporation should not automatically be treated as a reservoir for cooling-water makeup.

What the Quincy case shows—and what it does not

The U.S. Environmental Protection Agency’s Quincy Water Reuse Utility case study is a useful example of tanks and ponds performing different jobs. The utility became operational on June 30, 2021. It treats cooling-water blowdown from a data center and returns treated water for cooling reuse. The treatment train combines lime softening, ultrafiltration, high-efficiency softening and reverse osmosis.

After four to five cycles at the data center, blowdown enters treatment. Some treated water is blended, while another portion is softened and passed through reverse osmosis. A permeate tank stores treated water for approximately eight hours, providing a buffer while equipment is maintained. Concentrated reverse-osmosis and softening brines are sent to lined evaporation ponds; the resulting residuals are disposed of separately. The EPA estimates that this reuse system saves 138 million gallons per year.

Quincy also uses Columbia Basin irrigation water as makeup water. That arrangement depends on local water rights and infrastructure, so it is not a generic recipe for another site. Most importantly, the case study concerns treated industrial wastewater and concentrated brines. It does not establish that untreated produced water can be sent directly to data-center cooling equipment. A project using produced water must establish its own treatment performance, cooling-water quality limits, residual route and permits.

Tanks and lined ponds compared

Decision axis Storage tanks Lined ponds Question the project must answer
Typical process role Buffer a defined stream or hold water for a known residence time; Quincy uses a permeate tank for maintenance buffering. Provide large-volume storage or evaporation duty; Quincy uses lined ponds for concentrated brine. Is the liquid raw produced water, treated reuse water, blowdown or concentrated residual?
Chemistry and materials Specify shell, coating, piping, seals and instruments against actual salinity, temperature, contaminants and operating conditions. Specify the synthetic liner, subgrade, cover or exposed surface and leak-control system against actual chemistry and site conditions. Do representative analyses cover normal and upset variability, and has compatibility been confirmed by the engineer and manufacturer?
Footprint and scale Requires a foundation or support system, installation access, pipework and inspection access. Height can reduce land take but increases structural and lifting demands. Requires land, earthworks, stable berms, liner subgrade and monitoring infrastructure. Area grows with volume, freeboard and evaporation assumptions. What buildable area, soil strength, groundwater setting and access exist at the site?
Reliability and maintenance Plan inspection, corrosion or coating maintenance, isolation and operation while a tank is offline. Plan liner-integrity checks, leak detection, groundwater monitoring where required, storm and freeboard allowances, residual removal and closure. What outage tolerance, redundancy, alarm response and emergency storage are required?
Lifecycle economics Include purchase, foundation, erection, piping, instruments, maintenance, replacement, access and disruption during outages. Include excavation and earthworks, liner system, leak and groundwater monitoring, maintenance, residual removal and final closure. Are both options being compared for the same capacity, service duty, analysis period and disposal obligations?
Permitting Requirements depend on the site, discharge route, storage contents and jurisdiction. Onsite impoundments can trigger design, construction, operation and permit standards intended to protect groundwater and surface water. Which state and local agencies have authority, and what must be approved before construction?

When a tank is the better process fit

Short-duration buffer storage

A tank is well suited to a defined buffer duty, such as holding treated water while a membrane skid, filter or pump is being serviced. The Quincy permeate tank provides approximately eight hours of buffer. That figure is specific to that utility’s flow and operating plan, not a sizing rule for every facility. Calculate the required volume from the actual treatment flow, maintenance window, startup and shutdown sequence, fire or emergency obligations and the level at which cooling operations must be curtailed.

Controlled inventory and rapid isolation

A tank provides a bounded inventory with visible level instrumentation, valves and a relatively direct path to isolation. Multiple tanks can be arranged for duty, standby and cleaning, but the design must explain how water is routed when one vessel is unavailable. Include high-high level protection, low-level protection for pumps, overflow or diversion routing, sampling points and safe access for inspection.

Constraints that must be designed out

  • Material attack: Salinity, hydrocarbons, metals, temperature and treatment chemicals can drive corrosion, coating failure, swelling or embrittlement. Select materials from the measured chemistry, not from a generic “water” specification.
  • Foundation and erection: Verify bearing capacity, settlement, seismic or wind loads where applicable, lifting access and the support system for the full operating weight.
  • Maintenance downtime: Define how cooling and treatment continue when a vessel is isolated, drained or inspected. A single tank with no bypass may convert routine maintenance into a production outage.
  • Replacement and access: Account for manways, internal inspection, crane or lifting access, pipe flexibility and the route for removing a failed vessel.
  • Finite volume: A tank’s inventory is fixed by its geometry. A prolonged treatment outage or storm event may require additional tanks, temporary storage or diversion.

When a lined pond is the better process fit

Large inventories or evaporation duty

Ponds can provide substantial volume without fabricating and erecting a very large vertical vessel. They can also support evaporation of a concentrated residual when climate, water balance and permits allow it. In Quincy, lined ponds receive concentrated brines rather than serving as the treated-water buffer.

Engineered containment, not an unprotected excavation

A permitted pond is a system: prepared subgrade, synthetic liner or liner composite, berms, leak-detection features, monitoring points, freeboard, stormwater controls, operating procedures and a closure plan. The liner must be protected from puncture, differential settlement, ultraviolet exposure and incompatible chemicals. Earthworks and geotechnical design determine whether the basin remains stable under full, empty and changing water levels.

Constraints that require active management

  • Land and groundwater: Evaluate the footprint, groundwater elevation, soil permeability, settlement, slope stability and proximity to surface water or receptors.
  • Weather and water balance: Include precipitation, inflow, evaporation, storm routing and required freeboard. A pond that works in a dry-season calculation may be unsafe during extreme rainfall.
  • Leak detection and response: Define how a leak is detected, who receives the alarm, how the pond is isolated or emptied and where the liquid is transferred.
  • Residual accumulation: Evaporation concentrates salts and other constituents. Plan removal, characterization, transport and disposal of residual solids or brine.
  • Closure: Establish decommissioning responsibilities, final sampling, liner or soil management and long-term monitoring before the pond is built.

Regulatory and environmental safeguards

Requirements are jurisdiction-specific. The Congressional Research Service explains that data-center water obligations vary with site characteristics, facility operations, wastewater destination and state or local rules. An onsite impoundment or lagoon may be subject to design, construction, operation and permit standards intended to protect groundwater and surface water. Discharge controls also depend on whether wastewater is sent to a public treatment works or directly to surface water.

The BC Energy Regulator describes produced water as saline wastewater that may contain hydrocarbons, metals and traces of hydraulic-fracturing chemicals. In British Columbia, its guidance says wastewater must be managed in engineered piping and containment structures. Pond reviews can include engineering drawings, geotechnical information, stability analysis, groundwater-protection measures, leak detection, groundwater monitoring, reporting and decommissioning. These are British Columbia practices, not a national standard.

As regional context, the BC Energy Regulator reports approximately 50 permitted wastewater-storage ponds in British Columbia, with capacities ranging from 13,000 to 134,000 cubic metres. That statistic describes permitted facilities in that jurisdiction; it is not a design target or proof that a proposed data-center pond will be approved.

Florida Administrative Code Rule 62-610.414 illustrates the level of detail that can appear in a reclaimed-water storage rule. It addresses site-specific storage calculations, liner quality assurance, seepage testing, groundwater monitoring in specified cases, freeboard and soil or stability considerations. The rule concerns reclaimed water in Florida and must not be represented as a universal produced-water requirement.

A step-by-step selection process

  1. Characterize the source. Map every stream entering storage and collect representative analyses over the expected operating range. Document salinity, hydrocarbons, metals, treatment chemicals, temperature, solids and scaling or corrosion indicators.
  2. Define the treatment train. State which unit operations occur before storage—such as lime softening, ultrafiltration, high-efficiency softening or reverse osmosis—and identify every concentrate, backwash, blowdown and cleaning solution.
  3. Set the storage duty. Specify volume, minimum and maximum levels, residence time, turnover, maintenance duration, emergency capacity and the consequence of losing storage. Distinguish a short buffer from seasonal or long-term inventory.
  4. Complete a site and geotechnical review. For tanks, verify foundations, settlement, loads, access and pipe routing. For ponds, verify soils, groundwater, berm stability, liner subgrade, stormwater pathways and available footprint.
  5. Design containment and monitoring. Select tank materials or liner systems for the measured chemistry. Add level, pressure or leak instruments, sampling locations, alarms, secondary containment where required, groundwater monitoring and inspection access.
  6. Plan abnormal operation. Write the response for a high level, liner leak, tank isolation, treatment failure, power loss, extreme storm, contaminated batch or unavailable disposal outlet. Identify the valves, pumps, temporary capacity and responsible operator for each response.
  7. Resolve residual management. Quantify brine, sludge, evaporite or other residuals and identify characterization, transport and final disposal. Storage is not a disposal plan.
  8. Confirm permits before committing to layout. Ask the relevant state and local agencies which approvals cover construction, storage, groundwater protection, discharge, air or odor controls, monitoring, reporting and closure.
  9. Obtain comparable lifecycle bids. Require vendors and contractors to price the same useful capacity, design life or analysis period, duty, monitoring, maintenance, replacement, residual handling and closure assumptions.

Reliability, monitoring and emergency planning

Reliability is more than selecting a robust container. Define the maximum tolerable outage and provide a way to keep critical cooling loads within safe limits while storage or treatment is unavailable. That may require parallel tanks, a segregated emergency basin, temporary transfer connections, reduced-load operation or a controlled diversion route. The appropriate arrangement depends on the facility’s cooling architecture and permit conditions.

Use alarms that operators can act on: high-high level, low-low level, unexpected inflow, leak-detection response, groundwater trigger levels and instrumentation failure. A monitoring point without an action threshold, response time and named owner is not a complete safeguard. Keep inspection, calibration, sampling and maintenance records, and define how trends are reviewed.

For ponds, include freeboard and storm routing in the operating envelope, not only in the construction drawing. For tanks, verify overflow and venting paths and ensure that isolation valves do not create an unrelieved pressure or vacuum condition. In both systems, make access safe and practical so inspections occur at the required frequency.

How to compare whole-life cost without false precision

The available evidence does not establish a general lifecycle-cost winner. A fair comparison uses the project’s actual flow, chemistry, volume, residence time, footprint, geotechnical conditions, monitoring plan and residual route.

Common failure modes and corrective actions

The design assumes “water” is chemically harmless

Symptom: Material selection is based on potable-water service, with no variability envelope. Correction: Sample the actual stream, identify upset chemistry and obtain documented compatibility review for every wetted component and liner layer.

The pond is sized only for average inflow

Symptom: The water balance omits storm inflow, freeboard, maintenance downtime or residual accumulation. Correction: Recalculate operating and emergency levels using the permitted rainfall, inflow, evaporation and diversion assumptions, then define an action before freeboard is exhausted.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A single tank has no maintenance path

Symptom: Cleaning or inspection requires stopping treatment or cooling. Correction: Add standby or parallel capacity, a bypass or temporary-connection plan, and a written isolation sequence.

Leak detection exists only on paper

Symptom: Sensors or monitoring wells have no baseline, alarm threshold, calibration schedule or response owner. Correction: Establish baseline data, trigger levels, test intervals, notification routes and a transfer or containment procedure.

Residual disposal is deferred

Symptom: Brine, sludge or evaporite is described as “handled later.” Correction: Characterize the residual, secure a permitted route and include removal frequency, transport and closure in the design and cost model.

A decision checklist for the project team

  • Have normal, peak and upset water analyses been completed?
  • Is the liquid raw produced water, treated reuse water, blowdown or concentrate?
  • What storage volume and residence time are required, and how were they calculated?
  • What happens during treatment maintenance, power loss, extreme weather or a disposal outage?
  • Can the site support the tank foundation or the pond footprint, subgrade and groundwater controls?
  • Are materials, liner layers, seals, coatings and piping compatible with the actual chemistry?
  • What leak detection, groundwater monitoring, freeboard, alarms and reporting are required?
  • Who owns residual removal and final closure?
  • Have the relevant agencies reviewed the concept before layout and procurement?
  • Do bids compare equal capacities, duties, monitoring, maintenance, replacement and closure over the same period?

Bottom line for a data-center application

Choose tanks when the process needs a controlled, inspectable buffer of a defined stream and the site can support the vessel, foundation, maintenance access and redundancy. Choose a lined pond when the project genuinely needs large-volume impoundment or an approved evaporation duty and can provide engineered liners, geotechnical stability, leak detection, groundwater protection, storm capacity, residual management and closure. If the treatment train produces both reusable water and concentrated brine, a combined arrangement may be the most technically coherent: tank the treated water and pond the permitted residual. The final selection should follow measured chemistry, a quantified storage duty, site and permit review, and comparable whole-life bids—not a generic tank-versus-pond preference.
