Private vs Public Capex in India: Key Differences for Investors

Public capex builds the platform; private capex decides whether companies turn that platform into productive capacity and earnings. Government spending on roads, railways, power, water, defence and digital networks is policy-led and judged by delivery, fiscal capacity and wider economic benefits. Corporate spending on factories, equipment, mines, logistics, data centres and technology is governed by demand, returns, financing and balance-sheet risk. India’s current investment cycle shows both sides strengthening, but their published figures are measured differently and must not be added together as if they were one national total.

What public and private capex mean

Public capex is asset creation by the state

Public capital expenditure is government spending that creates or substantially upgrades an asset expected to provide services for several years. Typical examples include highways, railway lines, ports, airports, irrigation, electricity transmission, defence equipment, hospitals, schools and public digital infrastructure. The immediate buyer is a government department or public agency, but the intended payoff is broader: lower transport costs, better reliability, access to services, higher productivity and stronger regional connectivity.

For investors, the relevant question is not only how much a budget allocates. Track the full chain from allocation to release, tender award, construction, commissioning and actual use. A large allocation that is delayed, reprioritised or trapped in land and permitting disputes creates a very different investment signal from a project that is physically progressing and generating orders.

Private capex is corporate investment for commercial returns

Private capital expenditure is money a company spends on productive assets: a new plant, an additional production line, warehouse and logistics capacity, a mine, a data centre, software and technology systems, or equipment that raises efficiency. Management normally approves the project after comparing expected cash flows with a hurdle rate and available funding. The asset must ultimately support revenue, margins, cash generation or a defensible strategic position.

Private capex can be made by listed or unlisted companies and by domestic or foreign-owned enterprises operating in India. Its success is tested through capacity utilisation, order books, pricing power, return on capital, commissioning quality and the time required to reach break-even. A project may be physically completed yet still destroy value if demand is weak, costs overrun or the company borrowed too heavily.

How large is public capex in India?

Central-government capital spending increased from about ₹3.4 lakh crore in FY2020 to ₹10.5 lakh crore on a FY2025 provisional-actual basis, according to the Ministry of Finance (2026, c004). A separate NITI Aayog measure puts public capital expenditure at ₹15.5 lakh crore, or 4.3% of GDP, for FY2025–26 (2026, c005). These figures have different coverage and status, so the NITI Aayog number should not be treated as a replacement for the central-government series or added to it without checking what levels of government and entities are included.

The Economic Survey 2025–26 reports that capex’s share of central expenditure rose from about 12.5% in FY2020 to 22.6% in FY2025. Effective capex reached roughly 4.0% of GDP. “Effective capex” can include capital-support transfers or other items that create assets beyond the narrow departmental capital-spending line; investors should therefore read the definition before comparing it with a budget-head number.

The Economic Survey 2024–25 says capex improved continuously from FY2021 through FY2024 and grew 8.2% year over year after the general elections. Spending on key infrastructure sectors grew 38.8% from FY2020 to FY2024. The trajectory matters because contractors and equipment makers receive a more dependable pipeline when allocations are sustained over several years rather than concentrated in a single announcement.

What the private-capex data actually show

Survey evidence of stronger spending

MoSPI’s 2025 survey found a 66.3% aggregate unweighted increase in surveyed private-company capex between 2021–22 and 2024–25. Average gross fixed assets per surveyed enterprise rose from ₹3,151.9 crore in 2021–22 to ₹4,183.3 crore in 2023–24; provisional 2024–25 capex averaged ₹172.2 crore per enterprise (MoSPI, 2025, c001). Because these are survey aggregates and an unweighted panel, they describe the participating enterprises rather than a harmonised total for every private business in India.

Intended versus realised investment

The later NSO survey estimated intended 2024–25 capex of ₹180.2 crore per enterprise and actual capex of ₹173.5 crore. That is a 96.3% realisation ratio, calculated as actual spending divided by intended spending (NSO, 2026, c002). The small gap indicates that, among the surveyed enterprises, most planned expenditure was carried out rather than cancelled or indefinitely deferred. It does not prove that every industry or smaller firm had the same experience.

Forward plans also provide a useful, though softer, signal: 4,203 of 5,366 respondents, or 78.3%, reported capex plans for 2026–27 in the NSO survey. A plan is not an order, a financial close or a commissioned asset. Investors should look for board approvals, purchase orders, site work, funding arrangements and subsequent additions to the fixed-asset register before treating it as realised growth.

Why the two sets of numbers cannot be combined

Public figures may be budget estimates, revised estimates or provisional actuals and can cover a government level, a department, public enterprises or an effective-capex concept. Private figures in the MoSPI and NSO releases are enterprise-survey observations, often reported per enterprise or as an aggregate unweighted panel. They also refer to different samples and may record intended, actual or provisional spending.

Consequently, ₹10.5 lakh crore of central-government capex, ₹15.5 lakh crore of NITI Aayog public capex and ₹173.5 crore of actual private capex per surveyed enterprise answer different questions. Do not present them as a single public-versus-private market-share calculation. In every spreadsheet, label the fiscal year, coverage, weighting and status: budget estimate, intention, actual or provisional actual.

What companies are trying to achieve with private capex

The NSO’s 2026 survey provides a direct view of management priorities for 2025–26. Income generation was cited by 60.13% of surveyed private enterprises, while 42.12% cited capacity upgrading (NSO, 2026, c007). Income-generation projects can add a new product, geography or service; capacity-upgrading projects may remove bottlenecks, automate production or improve quality without creating an entirely new business line.

These percentages are objective responses, not forecasts of returns. A company can report income generation while facing a long ramp-up period, and capacity upgrading can raise returns even if headline output barely changes. Read the stated objective alongside utilisation, selling prices, incremental margins and the time required to reach normal production.

How each side is financed

Private financing and balance-sheet discipline

Internal accruals supplied 65.35% of private-capex financing in 2025–26, according to the NSO survey (c007). A high internal-funding share can reduce refinancing risk and interest sensitivity, but it also means the project competes with dividends, acquisitions and working-capital needs for the same cash.

External funding remains material. The Reserve Bank of India recorded ₹26,308 crore of external commercial borrowing and IPO funding for capex in the second quarter of FY2024–25, following ₹36,489 crore in the previous quarter (RBI, 2024, c008). Investors should check currency exposure on foreign borrowings, maturity dates, floating-rate sensitivity, covenant headroom and whether equity issuance dilutes existing holders.

Public financing and fiscal capacity

Government capex is paid for through the public budget, so its durability depends on revenue, borrowing conditions, debt-service costs and the willingness to preserve capital spending when current expenditure pressures rise. A project can have strong social returns but still be postponed if fiscal space tightens. Conversely, a multi-year policy commitment can lower uncertainty for contractors and encourage suppliers to add capacity.

How public spending can crowd in private investment

The Economic Survey describes public capex as beginning to crowd in private investment and states that public-sector investment alone cannot meet India’s infrastructure requirements; private participation is crucial to bridge the gap (Economic Survey 2024–25, c003; Economic Survey 2023–24, c006). The mechanism is practical rather than automatic.

  1. Government removes a bottleneck. A road, freight link, transmission line, water system or digital network reduces a constraint that a private project could not solve on its own.
  2. Project economics improve. Lower travel time, fewer outages, better connectivity or more reliable inputs can raise expected revenue or reduce operating costs.
  3. Corporate hurdle rates are met. Management can approve a factory, warehouse, data centre or service operation when the expected return exceeds the cost of capital.
  4. Suppliers expand. Private asset owners purchase machinery, components, construction services, software and logistics, creating second-round demand.
  5. More activity supports further infrastructure. Higher industrial and household use can justify additional transport, power and urban infrastructure, creating a reinforcing cycle.

Crowding in is not guaranteed. Public works can also crowd out private activity if they raise financing costs, displace land without resolving approvals, or produce infrastructure that is poorly connected to demand. The investor’s task is to verify the link between a specific public asset and a specific private cash-flow opportunity.

Which sectors tend to benefit, and when?

Public-investment channel Likely private beneficiaries What to verify
Roads, railways, ports and logistics corridors Construction and engineering suppliers, cement and steel producers, logistics operators, warehousing, commercial vehicles and manufacturers locating near corridors Awarded orders, land availability, traffic or freight demand, completion dates and receivables
Power generation, transmission and distribution Equipment makers, electrical contractors, renewable developers, industrial users and data-centre operators Grid connection, tariff or offtake terms, fuel or resource availability, payment discipline and commissioning
Water, irrigation and urban infrastructure Pumps, pipes, treatment equipment, engineering firms, building-material suppliers and water-service operators Clearances, municipal finances, user-charge design, execution milestones and operating responsibility
Digital and telecommunications infrastructure Network equipment, data centres, cloud and software services, cybersecurity and digital-payment businesses Capacity utilisation, power availability, data demand, technology refresh cycles and regulatory conditions
Defence and strategic manufacturing Specialised manufacturers, electronics, components, maintenance and engineering services Order visibility, localisation requirements, delivery milestones, customer concentration and certification

The timing differs by layer. Contractors and equipment suppliers may see orders before an asset opens. Asset owners usually need commissioning and utilisation before earnings accelerate. Downstream manufacturers benefit only when the infrastructure is reliable enough to change their operating economics. Treating every announcement as an immediate earnings event is a common analytical error.

How public-capex execution affects stocks

Read the order pipeline, not only the headline allocation

For engineering and procurement companies, examine order inflow, order-book quality, execution margins, working-capital days, retention money and customer concentration. A large public order can consume cash for years if milestone payments are slow or escalation clauses do not cover input costs. Compare new awards with revenue capacity and the company’s ability to staff and supervise multiple sites.

Separate volume from profitability

Higher public spending can lift revenue while lowering returns if competition forces aggressive bidding. Check operating margins on newly won work, claims and arbitration exposure, cost-to-complete estimates and whether the firm is accepting fixed-price risk. For materials suppliers, volume growth may be offset by freight, energy or raw-material inflation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Watch policy continuity and payment quality

Multi-year programmes are more valuable when annual releases, tender calendars and payment practices are predictable. Track revised allocations, project cancellations, changes in procurement rules and receivable ageing. A company heavily dependent on one department or state has more policy concentration than its headline order book suggests.

How private capex affects company valuation

Confirm demand before celebrating capacity

Capacity additions create value when the company can sell the incremental output at an adequate margin. Useful evidence includes contracted offtake, customer pre-orders, export demand, utilisation at existing plants and industry supply growth. If every competitor expands simultaneously, the result can be excess capacity and lower returns despite strong construction activity.

Model the full cash cycle

Estimate land and construction spending, machinery payments, commissioning expenses, working-capital needs, maintenance capex and the period before normal utilisation. Then stress-test selling prices, volumes, input costs, interest rates and delays. A project funded mostly from internal accruals still has an opportunity cost: cash retained for capex cannot be used for dividends, debt reduction or another investment.

Check whether the asset is actually productive

Look for commissioning dates, additions to gross fixed assets, depreciation, production volumes and management’s explanation of utilisation. The NSO realisation ratio is encouraging for its surveyed sample, but a national recovery claim requires company-level evidence across industries. A plan that appears in an investor presentation is weaker than a completed line producing and shipping commercial output.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical framework for comparing an investment opportunity

  1. Classify the spending. Decide whether the catalyst is a government allocation, an awarded public contract, a corporate project approval, construction progress or commissioned capacity.
  2. Identify the transmission channel. Map the asset to revenue: contract awards, lower logistics cost, increased power availability, new customers, higher utilisation or improved pricing.
  3. Label the evidence. Mark every figure as budget, release, tender, order, intended capex, actual capex or provisional actual. Record the fiscal year and data coverage.
  4. Test financing. For public projects, assess fiscal space and payment history. For companies, calculate net debt, interest coverage, funding mix, currency exposure and dilution risk.
  5. Estimate the lag. Suppliers may benefit first, asset owners later and downstream businesses last. Build commissioning and ramp-up time into the valuation.
  6. Stress-test execution. Use scenarios for land or approval delays, cost inflation, lower utilisation, weaker prices and slower payments.
  7. Set disconfirming indicators. Decide in advance which missed milestones, order cancellations, rising receivables or falling utilisation would invalidate the thesis.

Signs that the recovery is broadening

A durable private-capex cycle should show more than one large project or a single industry. Positive signs include repeated board approvals, rising fixed assets, high realisation of intended spending, orders for domestic suppliers, improving utilisation, stronger internal cash generation and funding that remains available at sustainable cost. The NSO finding that 78.3% of respondents reported 2026–27 plans is a breadth signal within that survey, not proof that all planned projects will be completed.

Public capex is broadening when allocations survive budget revisions, tendering converts into physical progress, payments remain timely and infrastructure begins to improve private-sector operating metrics. The Economic Survey’s 38.8% growth in capex on key infrastructure sectors from FY2020 to FY2024 and the rise in central capex’s expenditure share show policy emphasis; they do not, by themselves, establish returns for every contractor or asset owner.

Common analytical mistakes

  • Mixing fiscal years. FY2025, FY2025–26 and calendar 2025 are not interchangeable. State the period beside every number.
  • Comparing unlike coverage. Central-government capex, all-government effective capex and a private-enterprise survey are different populations.
  • Treating intention as cash spent. A plan becomes evidence only after funding, procurement, construction and commissioning.
  • Equating asset growth with returns. More fixed assets can lower return on capital if demand or margins disappoint.
  • Ignoring working capital. Public contracts and industrial projects can consume cash well before accounting revenue catches up.
  • Assuming crowding in is automatic. A road or power line helps private investment only when it connects to viable demand and operates reliably.
  • Reading one survey as a national total. MoSPI and NSO figures are survey-based and should be interpreted with their sample, weighting and status.

What the evidence says now

India’s public-investment impulse is materially larger and more persistent than it was at the start of the decade: central-government capex rose from about ₹3.4 lakh crore in FY2020 to ₹10.5 lakh crore in FY2025 on a provisional-actual basis, while capex now represents a much larger share of central expenditure. Private investment has also moved from intention toward implementation in the surveyed universe: MoSPI recorded a 66.3% unweighted increase from 2021–22 to 2024–25, and NSO found actual 2024–25 capex equal to 96.3% of intended spending per enterprise.

For investors, the synthesis is more useful than either headline. Public capex can lower the physical and digital cost of doing business and create an order pipeline. Private capex determines whether companies commit capital, achieve utilisation and earn acceptable returns. The strongest opportunities are where a verifiable public project removes a bottleneck for a privately funded asset, financing is resilient, execution milestones are visible and demand supports the eventual capacity.
