In Google Ads, the reliable setup is to preserve the click identifier, send permitted first-party lead data when available, import the qualified outcome promptly, and configure windows that match the real sales cycle. Attribution reports, standard campaign reports, and Smart Bidding do not process the same way, so their totals can differ without either system being broken.
What offline conversion tracking measures
An online conversion is recorded while someone is interacting with your site or app. An offline conversion is the business result that follows elsewhere: a phone sale, a sales representative marking a lead as qualified, a signed contract in a CRM, or a transaction at a physical store. The ad interaction may be the same, but the conversion event is captured outside the web session and imported later.
As an Amazon Associate I earn from qualifying purchases.
This distinction matters because a form submission is often only an intermediate event. If bidding optimizes for every lead, it may value an unqualified inquiry as highly as a completed sale. Importing the later outcome lets reporting and automated bidding use the event that represents revenue or genuine progress, subject to the matching data and timing limits described below.
Google provides separate conversion-action paths for these cases. A call-conversion import is designed for phone outcomes, store-sales conversions for transactions in physical locations, and Enhanced Conversions for Leads for offline sales or lead progression that began with a website interaction. The correct choice follows the place where the outcome occurs and the identifier your systems can lawfully provide.

Choose the conversion action before changing your CRM
| Business outcome | Best-fit action | Identifier or data used for matching | Where the result appears | Observed or modeled |
|---|---|---|---|---|
| Phone outcome attributed to an ad interaction | Call-conversion import | Use the call and click information supported by your implementation; Google does not specify a single mandatory field set for this path. | Standard conversion reporting; attribution-report treatment depends on upload timing and eligibility. | Imported business event; attribution may still use modeled components in some reports. |
| Sale completed in a physical store | Store-sales conversion | Store transaction data and the identifiers permitted by the setup; Google does not specify exact required fields for this setup. | Standard conversion reporting and supported attribution views. | Imported transaction; any cross-device component can be modeled. |
| Lead later qualified or sold after a website visit | Enhanced Conversions for Leads | Normalized, hashed first-party email, phone number, or mailing address, together with the imported ClickConversion event. | Standard reporting and eligible attribution reports; imported statistics for last-click attribution can take up to three hours to appear. | Offline event matched to an earlier lead interaction; cross-device portions can be modeled. |
| Conversion completed directly on the website | Website conversion action | Website tag or other configured online signal; an offline CRM upload is not required for the original event. | Standard campaign and attribution reporting according to the action’s settings. | Usually directly observed at the website event, while cross-device estimates may still be modeled. |
Google’s API decision guidance recommends the Data Manager API for the Enhanced Conversions for Leads path. Do not select an action merely because it accepts an upload: the action must represent the event your finance, sales, or store system actually confirms.
What to send from the CRM
Send the conversion event plus the identifier data your implementation is permitted to use. For Enhanced Conversions for Leads, Google describes a workflow that normalizes and hashes first-party identifiers such as email, phone number, and mailing address before importing the resulting ClickConversion data for matching. Hashing is not a substitute for permission: review customer-data terms, consent requirements, access controls, and the account’s enablement settings before transmitting anything.
Preserve the ad-to-lead key
Capture the Google Click ID (GCLID) at the original ad interaction and store it with the lead record. Keep it through qualification, opportunity creation, and sale. If the click ID is lost, an eligible hashed first-party identifier can provide another matching route in the enhanced-lead workflow, but a missing or unusable identifier reduces the chance of a successful match.
Normalize before hashing
Use the normalization rules required by Google’s current upload documentation, then hash the normalized value as specified. Apply the same treatment consistently when the lead is collected and when the CRM outcome is exported. A syntactically valid upload can still fail to match if the value was changed, truncated, mistyped, or normalized differently at the two ends.
Import the outcome, not every status change
Define which CRM state is a conversion: for example, qualified opportunity, closed-won sale, or paid invoice. If several milestones are useful, create distinct conversion actions or values rather than repeatedly counting one person as a new sale. Document the event name, timestamp, value, currency, owner, and deduplication rule so analysts can explain why an imported count differs from a raw CRM count.

Google Ads offline conversion setup: a practical sequence
- Define the business outcome. Write the exact event that should influence reporting or bidding, its responsible system of record, and whether it is a phone, store, or website-originated lead outcome.
- Create or select the matching conversion action. Use call-conversion import for phone outcomes, store-sales conversions for retail transactions, or Enhanced Conversions for Leads when a website-generated lead later progresses offline. Confirm the action’s counting, value, and inclusion settings before the first upload.
- Capture identifiers at acquisition. Preserve the GCLID with the lead record. Where permitted, collect the first-party email, phone, or address needed for the enhanced-lead match. Do not reconstruct a click ID after the fact.
- Prepare the export. Normalize and hash first-party identifiers as required, map the CRM event to the conversion action, and include the original interaction and conversion timestamps. Validate that the account, action, and event values belong together.
- Upload promptly. Send qualified outcomes continuously or in frequent batches. Target less than seven days between the initial event and the upload when attribution-report visibility matters. Standard reporting and Smart Bidding may still accept a later upload within the configured conversion window, but that does not restore it to attribution reports.
- Validate processing. Check upload diagnostics, matched counts, duplicate handling, and the conversion-action status. Google documents that imported statistics for last-click attribution can take up to three hours to appear, so an immediate refresh is not a definitive failure signal.
- Compare like with like. Reconcile by conversion time, network and campaign scope, conversion-action inclusion, and the same date range. Compare a CRM event count with the appropriate Google Ads column rather than with an attribution view that uses different eligibility rules.
- Monitor continuously. Alert on missing GCLIDs, sudden match-rate changes, upload errors, stale batches, and conversions arriving outside the reporting windows. Keep a dated record of API requirements because Google’s eligibility rules change.
Why upload latency changes what you can see
There are two different timing rules. Google states that attribution reports process only recent offline conversions: “If an offline conversion is uploaded more than 7 days after the initial event took place, it is bypassed by the attribution reports.” In practical terms, an outcome uploaded after that gate may be present in standard reporting or usable by Smart Bidding while remaining absent from model-comparison and other attribution-report calculations.
The documented standard-reporting and Smart Bidding allowance is the configured conversion window, with up to 90 days for GCLID-based conversions. “Up to 90 days” is a maximum documented setting, not a promise that every account, action, or late event will be accepted. The action’s own settings and the identifier match still apply.
For last-click attribution, Google for Developers says imported statistics can take up to three hours to appear. Treat that as a processing delay, not as permission to postpone uploads. A three-hour display delay and the seven-day attribution gate are separate issues: waiting a few hours can be normal; waiting beyond seven days can permanently exclude the event from attribution reports.
Example timeline
- January 1: a person clicks an ad and submits a lead.
- January 5: the sales team closes the deal and exports it.
- January 5: the upload is within seven days, so the event can be considered by eligible attribution reports after processing.
- January 10: the same upload would be more than seven days after the initial event; attribution reports bypass it, although standard reporting or Smart Bidding may still record it if the configured conversion window and other requirements allow.
Conversion window versus attribution lookback window
A conversion window is the period after an ad interaction during which a conversion can count. If the window is 30 days, an otherwise eligible outcome occurring after day 30 is outside that action’s counting period. The setting belongs to the conversion action and should reflect the sales cycle you can demonstrate.
An attribution-report lookback window answers a different question: how far back from the conversion the report may search for eligible ad interactions to receive credit. It can be different from the conversion window. In the Model Comparison report, the Default option uses each conversion action’s conversion window, but choosing or interpreting another lookback setting does not rewrite the action’s counting rule.

How to choose a window
- Use historical time from click to qualified outcome or sale, not an arbitrary industry default.
- Include enough time to cover normal sales cycles, weekends, procurement, and follow-up.
- Shorten the window when old interactions are no longer causally useful or when repeat demand creates excessive credit.
- For materially cross-device journeys, test a window of at least 30 days; Google’s cross-device methodology recommends at least 30 days because these conversions take longer on average.
- Record the chosen window and the evidence behind it so later report comparisons use the same definition.
A longer window can expose upper-funnel mobile clicks that precede a desktop conversion, but it also lengthens the period in which unrelated interactions can qualify. The correct choice is therefore a measurement decision, not simply the longest available setting.

Cross-device reporting addresses a path such as mobile ad click followed by a desktop purchase. Google’s published methodology uses two stages. First, it observes conversions from users who had previously signed in to Google services, creating evidence about how often a device sequence leads to a conversion. Second, it models expected cross-device conversions for other clicks using signals including country, conversion type, date, and the click and conversion devices.
The result is not a device-by-device census of every person. Google reports cross-device data only when it has “at least 95% confidence that the calculation is within 10% of the actual value.” If that confidence condition is not met, the cross-device figure may be withheld rather than shown as a low-confidence estimate.
What a 30-day hypothesis changes
A 30-day-or-longer window gives a mobile interaction more time to receive credit for a later conversion on another device. That can reveal an upper-funnel role that a short window hides. It can also admit more unrelated ad interactions, so evaluate incremental business value, assisted paths, and lead quality rather than assuming every newly credited click caused the sale.
Cross-device estimates should be labeled as modeled in internal dashboards. Keep directly observed conversions and modeled cross-device additions in separate fields when possible, and avoid presenting a modeled number as an exact CRM total.

Why Google Ads and CRM numbers differ
A CRM is usually organized around people, opportunities, orders, or revenue. Google Ads is organized around eligible ad interactions and conversion actions. The populations overlap, but they are not identical. Common, explainable differences include unmatched identifiers, duplicate or rejected events, conversions outside the action’s window, late uploads bypassed by attribution reports, and CRM events that were never intended to be imported.
Attribution reports and the Campaigns page also use different time bases. Attribution reports use conversion time. The Campaigns page normally uses the ad query preceding the click that led to the conversion. A January conversion from a December click can therefore fall in different date slices even when both views contain the same underlying event.
Coverage differs as well. Google documents exclusions in the Model Comparison engine for some traffic, including Search Partner Network, Gmail, and App campaigns. Align network scope, campaign coverage, conversion-action inclusion, and date basis before diagnosing a discrepancy. A comparison that mixes conversion-time reporting with click-time reporting is not an apples-to-apples test.
A reconciliation worksheet
- Use one conversion action and write down whether the report counts every conversion or only the primary action.
- Choose conversion time or ad-interaction time, then apply that choice to both datasets.
- Match the same network, campaign, and device coverage.
- Separate events uploaded within seven days from those uploaded later.
- Check the action’s conversion window and the attribution report’s lookback setting independently.
- Reconcile unique CRM outcomes, duplicate handling, refunds, and test records.
- Identify which portion is directly observed and which portion is modeled cross-device data.
API requirements and the 2026 implementation change
Google’s current conversion-action guidance warns that, beginning June 15, 2026, UploadClickConversions requests fail when the developer token or project has not previously uploaded offline conversions or Enhanced Conversions for Leads. This is an eligibility failure, not a formatting warning that can be ignored.

Existing integrations should confirm their upload history, developer-token status, project configuration, and error handling well before the date. Keep a fallback operational process for exporting and validating CRM outcomes while the API path is being updated.

Troubleshooting by symptom
“The upload says successful, but attribution reports did not change.”
First check the age of the event at upload. More than seven days after the initial interaction means attribution reports bypass it. If the upload is newer, allow the documented processing period, including up to three hours for imported last-click statistics, then inspect match and diagnostic details.
“Standard columns increased, but the Model Comparison report did not.”
That pattern is consistent with different processing gates or coverage. Verify upload age, conversion time, network exclusions, campaign type, and whether the action is eligible for the comparison engine.
“Mobile conversions are lower than expected.”
Check whether the conversion window is shorter than the observed mobile-to-desktop sales cycle. Cross-device data is modeled only when Google’s confidence threshold is met, so a missing estimate is not proof that no cross-device conversions occurred.

“The CRM has more sales than Google Ads.”
Confirm that each sale has a preserved GCLID or permitted normalized and hashed first-party identifier, that the event maps to the intended action, and that it arrived inside the counting window. Then remove CRM events that were never ad-attributable or that fall outside the selected network and campaign scope.
“The API worked in testing and now returns an eligibility error.”
For requests after June 15, 2026, verify the developer token or project has the required prior upload history. Review the Data Manager API requirements rather than repeatedly resending the same UploadClickConversions request.
