Then test keyboard control, elevated-app support, popup and child-window options, exclusions, and monitor DPI. Each setting affects a different class of failure, so the fastest fix is to match the symptom to the relevant branch instead of rebuilding every layout.
Start with the symptom that matches what you see
FancyZones can fail in several visibly different ways. Use this quick map before changing settings:

1. Confirm FancyZones is enabled and choose the correct drag activation
Open PowerToys Settings, select FancyZones, and make sure the utility is enabled. Microsoft describes FancyZones as “a powerful window manager utility in PowerToys that helps you arrange and snap windows into custom layouts for improved productivity and workflow efficiency.” If the utility is off, no layout, hotkey, or monitor adjustment can make a window snap.
Understand the three mouse activation behaviors
FancyZones does not always display zones the instant a drag begins. Its two activation checkboxes determine the behavior:

- Hold Shift key to activate zones while dragging: start dragging a window, then hold Shift. With the default behavior, this is the gesture that reveals your zones.
- Use non-primary mouse button to toggle zone activation: while dragging, press the configured non-primary mouse button to toggle zone activation. This is useful when you do not want to hold Shift.
- Both options cleared: zones appear immediately after a drag starts, without an additional key or mouse-button action.
Check these settings while reproducing the problem. If you expected immediate zones but Hold Shift key to activate zones while dragging is enabled, dragging alone will look like a failure even though FancyZones is waiting for Shift. If you enabled the non-primary-button option, use that button during the drag instead of Shift.
Run a controlled mouse test
- Open a normal, non-elevated application window.
- Drag its title bar toward a known zone.
- Apply the activation gesture selected in FancyZones: hold Shift, use the non-primary mouse button, or use neither if both toggles are cleared.
- Release the window only after the target zone is highlighted.
If this test works, FancyZones itself and the layout are functioning; move to the application-specific or keyboard branches below. If no zones appear, recheck that FancyZones is enabled and that the activation gesture matches the selected options.
2. Fix Win+Arrow movement between zones
Mouse snapping and keyboard movement use separate controls. To let FancyZones take over the Windows snap shortcuts, open PowerToys Settings > FancyZones and enable Override Windows Snap hotkeys (Win + arrow).
Choose how arrow keys select a zone
The Move windows based on setting changes what the arrows mean:

After enabling the override, test the active window with Win+Left, Win+Right, Win+Up, and Win+Down. FancyZones must be running for its hotkey override to apply. If movement goes to an unexpected zone, switch between Zone index and Relative position; that changes the selection logic rather than repairing a broken layout.

3. Make elevated applications snap
Windows separates ordinary processes from applications running with administrator elevation. Microsoft documents that elevated applications such as Windows Terminal and Task Manager may require PowerToys itself to run as administrator. The compatibility documentation also identifies HWiNFO64 and TeamSpeak 3 as applications that require elevated PowerToys.
Recognize an elevation-only failure
- A regular browser or editor snaps, but an administrator-launched utility does not.
- The same application works when opened normally but fails after choosing Run as administrator.
- Mouse activation and keyboard settings work for other windows.
When those symptoms match, restart PowerToys with administrator privileges and repeat the drag test. Elevation is a compatibility requirement for the affected process, not a replacement for enabling FancyZones or configuring its activation mode.

4. Enable snapping for popups and child windows
A program’s main window and its secondary windows are not always treated the same way. Dialog boxes, tool windows, and embedded child windows can be ignored unless their dedicated FancyZones options are enabled.
Popup windows
In PowerToys Settings > FancyZones, enable Allow popup windows snapping when a dialog or floating popup refuses to enter a zone. Reopen the popup after changing the setting, then drag it while using your selected activation gesture.
Child windows
Enable Allow child windows snapping when the affected surface is a child window inside a parent application. This setting is relevant to secondary panes or windows that belong to another process window hierarchy; it does not repair a disabled FancyZones utility or an excluded executable.

Do not assume every secondary window should snap
Some applications intentionally manage their own dialogs or tool windows. First enable the appropriate option and test again. If only one program remains affected, inspect its exclusion entry and compatibility behavior rather than changing unrelated layouts.

5. Remove the affected application from the exclusion list
FancyZones can deliberately skip applications listed under Exclude applications from snapping to zones. Check that list whenever one executable consistently refuses to snap while other applications work.
Match the exclusion entry precisely
Microsoft notes that an entry such as Notepad can match both Notepad.exe and Notepad++.exe. Adding the .exe extension narrows the match. This distinction matters when one program is excluded accidentally because its name shares text with another executable.
- Open PowerToys Settings > FancyZones.
- Locate Exclude applications from snapping to zones.
- Find the affected executable or the name pattern that could match it.
- Remove the entry, or replace a broad name with the exact executable including
.exe. - Close and reopen the application, then test snapping again.
If removing the entry restores snapping, the issue was a matching rule rather than a monitor, keyboard, or layout defect.
6. Check monitor arrangement and DPI scaling
Single-monitor layouts and multi-monitor layouts have different constraints. FancyZones’ option to allow zones to span across monitors requires all connected monitors to use the same DPI scaling.

When cross-monitor spanning fails
- Zones work independently on each display but cannot span a boundary.
- A layout that crosses monitors leaves a small gap near an edge.
- The gap is only a few pixels and appears where a snapped window touches the edge of a screen.
Different DPI scaling factors can cause the border to appear a few pixels from the physical screen edge. This is a scaling mismatch, not necessarily a malformed custom layout. Set the connected monitors to the same DPI scaling when you need a zone that spans displays, then recreate or reapply the spanning layout.
Isolate a monitor issue
- Test a layout contained entirely on one monitor.
- Test a second monitor by itself.
- Try the cross-monitor layout only after confirming both displays use the same DPI scaling.
- If the edge offset remains, compare scaling values again and reload the layout.
If each monitor works alone but a spanning layout does not, focus on DPI and cross-monitor settings rather than application exclusions.
7. Investigate compatibility conflicts
Some desktop, virtual-machine, and screen-capture utilities can interfere with window positioning or zone detection. Microsoft’s compatibility information lists known issues involving VMware Workstation Player, Windows Virtual Desktop, WindowsFX, active-win, ShareX, Screenpresso, and Greenshot.
Use an exclusion as a controlled workaround
For documented screen-capture conflicts, Microsoft recommends adding the incompatible application to FancyZones’ excluded-applications list. This prevents FancyZones from attempting to manage that utility while leaving other applications available for snapping.

- Add the suspected conflicting executable to Exclude applications from snapping to zones.
- Restart the conflicting utility and a test window.
- Confirm that ordinary applications still snap and that the conflict symptom has disappeared.
Exclusion is a workaround, not a general repair. If the excluded program was the one you wanted to arrange, you must choose between its conflicting behavior and FancyZones control for that process.

When a built-in layout works but one custom layout does not, the problem is likely confined to that layout’s definition. Microsoft identifies the user-facing custom-layout file at:
%LocalAppData%MicrosoftPowerToysFancyZonescustom-layouts.json
Before changing this file, close PowerToys and preserve a backup copy so you can restore your custom designs. A malformed or unexpectedly edited JSON file can affect custom layouts while leaving the FancyZones utility itself enabled.
Safe layout isolation
- Switch FancyZones to a built-in layout and test a normal window.
- If the built-in layout works, return to the custom-layout selector and test a different custom layout.
- Identify whether one layout or all custom layouts fail.
- Back up
custom-layouts.jsonbefore making any manual change. - Recreate the affected layout through FancyZones’ layout editor if the problem is limited to that design.
Do not edit the file while PowerToys is actively writing settings. If every layout fails, return to the enabled-state, activation, elevation, popup, exclusion, monitor, and compatibility checks instead of assuming the JSON file is responsible.
9. A complete troubleshooting procedure
Use this order when the cause is unclear. It moves from the broadest, least disruptive checks to the narrowest compatibility fixes.
- Verify the utility: open PowerToys Settings, select FancyZones, and confirm it is enabled.
- Verify the gesture: drag a normal window while holding Shift, using the configured non-primary mouse button, or using no extra action when both activation toggles are cleared.
- Verify the layout: test a built-in layout before diagnosing a custom design.
- Verify keyboard control: enable Override Windows Snap hotkeys (Win + arrow), then choose Zone index or Relative position according to the movement you need.
- Classify the window: determine whether it is elevated, a popup, a child window, or an ordinary top-level window.
- Apply the matching option: run PowerToys as administrator for elevated applications; enable popup or child-window snapping for those window types.
- Check exclusions: remove the affected executable or narrow a broad name pattern by adding
.exe. - Check displays: for spanning zones, set every connected monitor to the same DPI scaling.
- Test conflicts: temporarily exclude a listed screen-capture or desktop utility and retest.
- Isolate custom data: if only a custom layout fails, back up and recreate that layout using the custom-layout file as a recovery reference.
10. Decision table for common cases

11. What not to change first
- Do not rebuild every layout when zones simply do not appear; activation settings are the first check.
- Do not change DPI scaling for a one-window failure; DPI matters primarily to multi-monitor spanning.
- Do not run PowerToys as administrator by default for ordinary applications; use elevation when the affected process is elevated.
- Do not add broad exclusion names to solve a single-app issue; a name without
.execan match more than one executable. - Do not treat Win+Arrow and mouse dragging as the same feature; keyboard movement has its own override switch and movement mode.
12. Keeping FancyZones predictable
After fixing the immediate problem, record the settings that match your workflow:
- Choose one drag activation method and make sure everyone who uses the computer knows whether Shift is required.
- Choose Zone index for numbered, deterministic movement or Relative position for directional movement.
- Keep popup and child-window snapping enabled only if those window types are part of your workflow.
- Review the exclusion list after installing screen-capture, desktop-enhancement, or virtualization utilities.
- Keep monitor DPI scaling consistent when using layouts that cross display boundaries.
- Back up
%LocalAppData%MicrosoftPowerToysFancyZonescustom-layouts.jsonbefore manually editing or replacing custom layouts.
Bottom line
Most FancyZones snapping failures come from a mismatch between the window type and the setting that controls it. Start with enabled status and drag activation, then handle keyboard override, elevation, popup or child windows, exclusions, DPI, and compatibility conflicts in that order. Testing one ordinary window, one affected window, and one built-in layout after each change identifies the failing layer without sacrificing working configurations.
