Power, Water and Jobs: What Google’s India Data Centre Plans Mean for Andhra Pradesh

Google’s planned AI hub in Visakhapatnam is a major announced investment, but public information cited so far does not establish how much electricity or water its campuses will use, what their local resource effects will be, or how many projected jobs will materialize. Google and Andhra Pradesh officials have described plans and forecasts; those are not the same as measured operating impacts or realized employment.

What has Google announced for Visakhapatnam?

Google has announced an approximately US$15 billion investment over five years, from 2026 through 2030, for an AI hub in Andhra Pradesh. The company’s initial announcement described gigawatt-scale data-centre operations, new large-scale energy sources, expanded fibre connectivity and expected high-value jobs. In an April 2026 update, Google said the project would have three data-centre campuses and had reached a groundbreaking milestone.

These are company statements about a planned project. A groundbreaking marks construction progress; it does not mean the campuses are operating or establish their eventual resource use.

How much power will the campuses need, and where will it come from?

What Google says it plans

Google says it will work with partners on new transmission lines, clean-energy generation and storage in Andhra Pradesh. The company says the related clean-energy strategy will add supply to the electricity grid. Adani’s announcement also describes associated green-energy infrastructure as supporting the campus and grid resilience.

What is not yet quantified

The public statements cited here do not give the campuses’ peak electricity load or annual consumption. Nor do they document delivered generation, transmission or storage capacity, how closely clean-energy supply will match demand through every hour, or the net effect on other electricity users. Planned clean-energy infrastructure is relevant, but by itself it does not settle questions about grid reliability, availability or affordability.

To assess the power impact, readers need project-specific demand estimates alongside evidence of what generation, transmission and storage have been built and how the electricity will be sourced. The available announcements do not provide that comparison.

How much water will the project use?

Watershed and community plans

Google says it is partnering with Sponge Collaborative on an integrated watershed-management and community plan that addresses hydrological stress and coastal sensitivities around the campuses. In its project blog, Google describes ecosystem restoration and community drinking-water measures, including reverse-osmosis plants and “Water ATMs.” Those measures describe planned or reported activities; the cited material does not provide independently measured basin-level results.

Campus consumption and local supply remain unknown

The project information cited here does not specify campus water demand, each facility’s cooling technology, water sources or seasonal withdrawals. Without those details, it is not possible to compare the campuses’ needs with local water availability or establish their effect on nearby users and watersheds.

Google’s 2026 Environmental Report summary says: “In 2025, our water stewardship projects replenished approximately 7.7 billion gallons of water — roughly 78% of our 2025 freshwater consumption, marking progress toward our ambition to replenish more water than we consume by 2030.” This is a company-wide figure, not a measurement of water use or replenishment in Andhra Pradesh.

What environmental rules may apply?

A Government of India release says that certain AI data-centre construction proposals falling within specified building-and-construction or township-and-area-development categories under the EIA Notification, 2006 require prior environmental clearance. The release does not confirm whether these campuses fall into a particular category or establish their individual clearance status.

The same release cites the Bureau of Energy Efficiency’s District Cooling Guidelines, 2023, which recommend using treated water for cooling-tower make-up where feasible. That is general guidance, not confirmation of the campuses’ cooling design or water source. Project-specific filings, approvals and conditions would be needed to establish what requirements apply.

How should the announced job numbers be read?

The Government of Andhra Pradesh announcement reported 5,000–6,000 direct jobs and 20,000–30,000 total jobs associated with the investment. These are government-reported projections, not counts of people already employed. The announcement, as described in the available material, does not specify how many positions are permanent, how the total divides between construction and indirect employment, or the time period for the projections. Google’s initial announcement referred to high-value jobs but did not provide the same numerical breakdown.

A Google Careers listing for a senior data-centre electrical engineering position said the role was initially based in Hyderabad, with future relocation to Visakhapatnam District or Anakapalli District aligned with project milestones. One vacancy indicates a hiring need; it cannot verify the aggregate job forecasts.

What evidence would answer the local-impact questions?

For a clearer assessment, public project information would need to connect forecasts to independently documented outcomes. The most useful records would include:

  • Power: projected peak and annual demand, procurement and transmission plans, the capacity and status of associated generation and storage, and utility impact assessments.
  • Water: source permissions, expected withdrawals by season, water quality, cooling design, basin-stress assessments and measured watershed or community outcomes.
  • Jobs: definitions and time periods for direct and total jobs, the split between permanent, construction and indirect roles, and subsequent employment data.
  • Environmental oversight: applicable clearance filings, approval conditions and public monitoring results.

Until those details are available, the announced investment, infrastructure plans and employment projections should be treated as plans and forecasts—not proof that local resource impacts will be negligible, or that harm is inevitable.
