Short answer: A power bank is usually easier to use because it can recharge a compatible phone, camera or other device without opening a battery compartment. It is not easier to pack under aviation rules, however: the FAA treats a lithium power bank as a spare lithium battery. It must remain in your carry-on, stay within capacity limits, be protected against short circuits and be removed if that bag is gate-checked. Removable batteries are equally convenient only for devices designed for them. Dry alkaline and rechargeable NiMH cells have different baggage rules from lithium batteries, so the chemistry—not the label “spare battery”—determines what you may do.
The practical verdict
For most travelers carrying USB-charging electronics, choose a clearly labeled USB-C power bank at or below 100 Wh, keep it in hand baggage and check the operating airline’s current policy. That gives you the simplest way to top up devices during a delay or away from an outlet. For a camera, radio, flashlight or other equipment designed around replaceable cells, carrying the correct spare cells can be more practical than adding a power bank that the device cannot use.

Neither option has been established by the cited authorities as categorically safer in every situation. Safety depends on battery chemistry, condition, capacity, terminal protection, baggage location and the airline’s own restrictions. The comparison below separates those factors instead of treating every battery as the same.
Power bank versus spare batteries at a glance
| Question | Power bank | Removable spare batteries |
|---|---|---|
| What it normally contains | Rechargeable lithium-ion cells in a portable charger | Could be lithium-ion, lithium-metal, alkaline, NiMH or NiCad; identify the chemistry |
| FAA baggage location | Carry-on only because it is a spare lithium battery | Lithium spares: carry-on only. Dry alkaline and dry rechargeable NiMH/NiCad spares: carry-on or checked baggage when protected |
| Capacity threshold | Up to 100 Wh under the FAA baseline; 101–160 Wh needs airline approval; over 160 Wh is forbidden on passenger aircraft | The same FAA thresholds apply to spare lithium batteries; dry-cell rules are not expressed through these lithium Wh limits |
| Terminal protection | Prevent the exposed charging ports and battery terminals from contacting metal or being crushed; follow the maker’s case instructions | Protect every loose lithium cell individually with packaging, tape, a case or a snug pouch. Protect dry cells from damage and short circuit too |
| Use in transit | Can charge compatible devices, subject to carrier restrictions and any phase-of-flight limits | Works only in equipment designed for that exact size, voltage and chemistry |
| Best fit | Phones, tablets, USB cameras, headphones and other USB-charging devices | Cameras, flashlights, radios, toys and other equipment with user-replaceable cells |
The FAA states the key rule plainly: “Spare lithium batteries (including power banks and portable chargers) must be carried on and cannot be checked.” Read the current FAA passenger guidance and FAA PackSafe lithium-battery guidance before departure.

Why the battery chemistry changes the answer
Lithium-ion power banks and lithium spares
A typical power bank stores energy in lithium-ion cells. For passenger baggage purposes, that makes it a spare lithium battery even when it is marketed as a charger or portable battery. Loose lithium-ion replacement packs and lithium-metal cells are handled under the same carry-on principle. They must not be placed in checked luggage, and a carry-on containing them cannot be surrendered at the gate without first removing them.
Dry alkaline cells
Common dry alkaline batteries—including most A, AA, AAA, C, D and button cells—have different treatment in the FAA passenger table. Spares may travel in carry-on or checked baggage when they are protected from damage and short circuit. That permission does not make an unprotected handful of loose cells safe: keep them from metal objects, crushing and contact with one another.
Rechargeable NiMH and NiCad cells
Dry rechargeable nickel-metal hydride (NiMH) and nickel-cadmium (NiCad) batteries are also listed by the FAA as permitted in either baggage type when protected from damage and short circuit. This is why a rechargeable AA used in a camera is not automatically subject to the carry-on-only rule that applies to a lithium power bank. Confirm the marking on the cell; a rechargeable battery’s shape alone does not identify its chemistry.

Under the FAA’s baseline passenger guidance, a spare lithium battery or power bank rated at 100 watt-hours (Wh) or less may be carried without airline approval. A battery rated from 101 through 160 Wh requires the operating air carrier’s approval, and no more than two such spare batteries may be carried per person with that approval. Batteries above 160 Wh are forbidden on passenger aircraft. An airline may set a lower limit or a smaller quantity even below 100 Wh.
Use the marked Wh value whenever the manufacturer provides one. If it is not printed, the FAA calculation is:

Wh = volts × amp-hours
For a milliamp-hour rating, divide mAh by 1,000 to obtain amp-hours, then multiply by the battery’s voltage. For example, a 20,000 mAh bank specified at 3.7 V calculates to 74 Wh (20 Ah × 3.7 V). A marketing figure stated at a different voltage produces a different result, so do not compare mAh numbers without the voltage. If the label is ambiguous, ask the manufacturer or choose a clearly labeled model rather than relying on an estimate.
| Marked lithium capacity | FAA baseline treatment | What to do |
|---|---|---|
| 0–100 Wh | Allowed as a spare in carry-on baggage | Protect it, keep it in the cabin and check the airline for stricter limits |
| 101–160 Wh | Airline approval required; maximum two spare batteries per person | Obtain approval before travel and carry the approval evidence if the carrier provides it |
| More than 160 Wh | Forbidden on passenger aircraft | Do not bring it as passenger baggage |
These are the FAA’s U.S. baseline figures, not a guarantee that every airline or every country will accept the same item. The FAA table is the reference for a U.S. flight, while your operating carrier controls its own additional conditions.
How to pack a power bank correctly
- Verify the label. Find the Wh rating, or calculate it from the printed voltage and mAh. Do not bring a unit whose capacity cannot be established.
- Put it in hand baggage. A power bank belongs in the cabin, not a checked suitcase. Place it where you can remove it quickly for screening and inspection.
- Prevent short circuits. Keep the bank in its original packaging, a protective case or a snug pouch. Do not let exposed contacts or ports rub against coins, keys, tools or other metal objects. The FAA’s PackSafe guidance gives examples of terminal protection for loose lithium batteries, including tape, a battery case, sleeve or protective pouch.
- Protect it from impact. Do not pack it beneath heavy equipment where it can be crushed. A swollen, cracked, leaking or otherwise damaged bank should not be carried.
- Check the carrier before leaving. Airlines can impose lower capacity or quantity limits and can restrict when a power bank may be used or stored.
How to pack removable spare batteries
Loose lithium-ion or lithium-metal cells
- Keep each cell in retail packaging, a battery case, a camera-bag sleeve or an individual snug plastic bag.
- If packaging is unavailable, cover exposed terminals with nonconductive tape without covering safety vents or damaging the cell.
- Keep the protected cells in your carry-on where they are visible and accessible.
- Carry no lithium spare above 160 Wh. For 101–160 Wh, secure the airline’s approval first and stay within the two-spare limit in the FAA baseline.
- Remove the spares before a gate agent places your carry-on in the aircraft hold.
Do not place two unprotected lithium cells together, toss them into a pocket with keys or coins, or assume that a plastic bag prevents all physical damage. The goal is both electrical isolation and protection from crushing.
Alkaline, NiMH and NiCad cells
These dry cells may be carried in checked or carry-on baggage under the FAA passenger table when protected from damage and short circuit. Keeping them in original retail trays or a dedicated battery organizer is still the sensible choice, especially for checked luggage. Never mix loose cells with metal objects, and separate cells that could contact each other through their terminals.
What happens if your carry-on is gate-checked?
A gate check changes the baggage location but not the rule. Before handing over the bag, remove every power bank and every loose lithium battery and keep them with you in the cabin. IATA’s traveler advice also tells passengers to remove lithium batteries and devices when hand baggage is gate-checked; its guidance is available at IATA Safe Travel with Lithium Batteries.

Pack lithium spares in a small, easily reachable pouch rather than burying them under clothing. If the gate check is announced after you have boarded, tell the crew or gate staff that the bag contains a power bank or loose lithium battery and follow their instructions for keeping it in the cabin.
Onboard use and the 2026 IATA proposals
Rules about carrying a battery and rules about using it during a flight are separate. Your airline may allow a power bank in the cabin but prohibit charging it from an aircraft outlet, using it to charge another device during particular phases of flight, or storing it in an overhead locker.
The IATA document dated March 31, 2026 describes proposed additional measures: a maximum of two lithium-ion power banks per passenger, each no more than 100 Wh; no recharging of power banks from aircraft power; no storage in overhead lockers; and no use to power other devices during taxi, take-off or landing. IATA explicitly says these proposals are not yet fully accepted into regulation and that airlines are adopting them early. Its qualification is: “While it will take some time for these proposals to be accepted into regulation, airlines are moving early to adopt these measures in the interests of aviation safety.” Read the complete IATA 2026 passenger guidance and follow the operating carrier’s instructions rather than treating the proposals as universal law.
Which option is easier in real travel situations?
Phone or tablet during a delay
A power bank is generally more convenient: connect the cable without removing the device’s battery. This assumes the bank has the connector, output and remaining charge your device needs. You still have to keep the bank accessible and observe the airline’s phase-of-flight restrictions.
Camera, flashlight or radio with a battery door
Spare cells are often the simpler match because the equipment is designed for them. Carry the exact size and chemistry the manufacturer permits. A NiMH AA is not a substitute for a lithium pack merely because both are rechargeable, and a device that requires a proprietary lithium pack will not run from loose AA cells.

Multiple devices with different connectors
A power bank can serve several USB-charging devices if its ports and cables are compatible. That convenience adds another object that must remain in the cabin and comply with capacity and carrier rules. A collection of device-specific spares may be less convenient to organize but avoids connector and charging-protocol problems.
Checked luggage for a long trip
Dry alkaline, NiMH and NiCad spares can be placed in checked baggage when protected under the FAA table. A lithium power bank cannot. If you want the flexibility of checked luggage, verify that the cells you are carrying are genuinely dry batteries of an allowed chemistry and not lithium cells in a similar-looking package.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Damage, recalls and an in-flight battery incident
Do not carry a damaged or recalled battery that could spark or generate dangerous heat unless it has been removed or otherwise made safe. Warning signs include swelling, a split case, unusual heat, smoke, hissing, a chemical smell or visible leakage. Do not charge or use a suspect battery before travel.
If a lithium battery or device overheats, expands, smokes or burns in flight, alert the cabin crew immediately. Do not hide it in a seat pocket or overhead bin, and do not attempt to continue using it. The crew has procedures and equipment for an onboard thermal event. The FAA’s passenger guidance covers this response and damaged-battery restrictions at FAA Airline Passengers and Batteries.

A decision checklist before you leave
- Identify the chemistry: lithium-ion, lithium-metal, alkaline, NiMH or NiCad.
- Read the capacity: record Wh; calculate it from volts and amp-hours if necessary.
- Choose the baggage: lithium power banks and loose lithium spares go in carry-on; protected alkaline, NiMH and NiCad spares may go in either baggage type under the FAA table.
- Insulate every loose cell: use original packaging, terminal tape, a battery case or a snug pouch.
- Check the operating airline: confirm quantity, Wh, gate-check and onboard-use rules for every carrier and connection.
- Plan for a gate check: keep lithium items in an accessible pouch so you can remove them immediately.
- Reject damaged cells: do not travel with a swollen, leaking, overheated or recalled battery that has not been made safe.
Examples of sound choices
One phone and a USB-C cable
A clearly labeled USB-C power bank below 100 Wh is the straightforward choice. Keep it in your carry-on, protect it from metal objects and verify whether your airline has adopted a two-bank limit or additional use restrictions.

A digital camera using AA cells
Carry the number of AA cells you need in a battery case. If they are alkaline or NiMH, the FAA table permits checked or carry-on carriage when protected. Check the camera manual before mixing rechargeable and non-rechargeable cells.
A proprietary lithium camera battery
Bring the spare in its individual protective packaging in your carry-on. Treat it as a spare lithium battery, calculate its Wh rating, and remove it if the bag is gate-checked.
A very large laptop-style battery pack
Do not rely on a “portable charger” label. Find the Wh marking. A 101–160 Wh lithium spare needs airline approval and is limited to two under the FAA baseline; anything over 160 Wh is not permitted on a passenger aircraft.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesWhat to verify for international itineraries
The FAA rules are a U.S. baseline. On an itinerary involving another country, a codeshare or several operating airlines, check the rules of each carrier and the jurisdictions where you board. The operating airline—not the ticket seller—can impose the condition that determines whether your power bank is accepted. Recheck the policy shortly before departure because carriers are adopting the 2026 IATA proposals at different times.
When a carrier’s policy is stricter than the FAA baseline, follow the stricter policy. Keep the manufacturer’s label visible, avoid unlabeled homemade packs, and allow extra time at security if an agent needs to verify a capacity marking.
