Post-Quantum Cryptography FAQs: Migration, Compatibility, and Performance

Post-quantum cryptography (PQC) is the use of cryptographic algorithms designed to withstand attacks from both today’s classical computers and future quantum computers. NIST finalized three principal standards in August 2024: ML-KEM (FIPS 203) for establishing shared keys, and ML-DSA (FIPS 204) plus SLH-DSA (FIPS 205) for digital signatures.

For most organizations, the practical work is less about swapping one algorithm and more about discovering where public-key cryptography is embedded, ranking systems and data by risk, testing interoperability in the real protocol and vendor combinations, and measuring performance in the intended deployment. NIST’s transition plan points toward removing quantum-vulnerable algorithms from its standards by 2035, with high-risk systems expected to move earlier; that is a standards timeline, not a single legal deadline for every organization.

What is post-quantum cryptography?

Post-quantum cryptography refers to mathematical techniques intended to remain secure against both conventional computers and cryptographically relevant quantum computers. It is a software-and-protocol approach: systems continue to use ordinary networks and computers, but they replace or augment public-key algorithms that are expected to be vulnerable to quantum attacks.

PQC is different from quantum cryptography. Quantum cryptography relies on quantum-physics effects and specialized communication equipment. PQC uses algorithms that can be implemented in mainstream software, firmware, certificates and protocols.

The urgency comes from the possibility of “harvest now, decrypt later” attacks. An adversary can collect encrypted traffic today and retain it, hoping to decrypt it when a sufficiently capable quantum computer exists. Information with a long confidentiality lifetime therefore may need protection before a quantum computer is available.

NIST mathematician Dustin Moody, who leads the standardization project, put the timing plainly: “We encourage organizations to begin their transition to these standards immediately to ensure their data remains secure in the quantum era.”

Which PQC algorithms are standardized?

NIST’s first three principal final standards were released in August 2024. They do not all perform the same job, so an organization should select an algorithm by function rather than treating “PQC” as one interchangeable product.

Function NIST standard What it does Standard status
Key establishment ML-KEM (FIPS 203) Key-encapsulation mechanism used by parties to establish a shared secret key over an untrusted channel. Final NIST standard, August 2024
Digital signatures ML-DSA (FIPS 204) Signature algorithm for authenticating messages, software, certificates and other signed objects. Final NIST standard, August 2024
Digital signatures SLH-DSA (FIPS 205) Hash-based signature standard for signing and verification. Final NIST standard, August 2024

ML-KEM addresses key establishment; ML-DSA and SLH-DSA address signatures. A TLS deployment, a firmware-signing pipeline and a certificate authority may therefore need different migration decisions. NIST says additional algorithms remain in standardization. Treat candidates and developing schemes as separate from the three finalized FIPS standards, and verify the exact implementation and validation requirements for any algorithm you deploy.

Why should an organization start before a quantum computer exists?

Public-key cryptography is distributed through operating systems, applications, hardware modules, network protocols, certificates, software-update systems and third-party services. Replacing it requires design, procurement, coding, testing, certificate issuance and coordinated changes between communicating parties. Those activities can take years even without a quantum deadline.

Long-lived secrets create a second reason to act early. Medical records, industrial designs, government information, legal archives and other data may still be sensitive when a future quantum computer can attack today’s public-key encryption. Inventorying those data flows now lets an organization distinguish information that needs near-term protection from information with a shorter useful life.

How do we migrate to post-quantum cryptography?

NIST’s migration work treats discovery and prioritization as the starting point. The following sequence turns that principle into an actionable program.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

1. Build a cryptographic inventory

Record where quantum-vulnerable public-key cryptography is used, not merely which security products the organization owns. The inventory should cover:

  • Algorithms and their roles, such as key exchange, authentication, signatures and certificate validation.
  • Protocols and services, including externally exposed and internal connections.
  • Keys and certificates, their issuing authorities, algorithms, validity periods and renewal processes.
  • Systems and components, including applications, operating systems, appliances, embedded devices, firmware and hardware security modules.
  • Relevant data flows and sensitive data that could be collected now and decrypted later.

Do not place secret key material in the inventory. Record metadata needed for risk and replacement planning while keeping private keys in their existing protected systems.

2. Identify dependencies and owners

For each cryptographic use, document the application owner, platform owner, protocol, library, certificate authority, communicating peers and service provider. A certificate may be accepted by dozens of clients, while an embedded device may be unable to receive a firmware update without a coordinated signing change. Ownership and dependency information prevents a migration plan from overlooking a non-obvious consumer.

3. Prioritize by consequence and time horizon

Rank systems using the sensitivity and required lifetime of the data, exposure to untrusted networks, difficulty of replacement, and the possibility that a failure would interrupt safety-critical or revenue-critical operations. Move systems with long-lived confidential data, public exposure or long procurement cycles toward the front of the queue. A low-risk internal service can follow a tested platform pattern rather than becoming the first migration experiment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Design a roadmap and preserve crypto agility

Define target standards, owners, dependencies, test gates, rollback methods and dates for each system. Build configuration-driven algorithm selection where practical so that a future standards change does not require rewriting every application. Separate cryptographic policy from application logic, maintain supported algorithm lists, and make certificate and key rotation routine rather than exceptional.

5. Pilot in a controlled environment

Choose a representative service and test the complete path: client, server, protocol, cryptographic library, certificate chain, load balancer, monitoring and any hardware module. Keep a rollback path to the previously approved configuration. Capture failures that arise from message sizes, certificate parsing, unsupported extensions, policy settings or resource limits before exposing users to the change.

6. Roll out in stages and maintain the inventory

After a successful pilot, expand by platform or service family. Update the inventory when systems are bought, retired, upgraded or connected to a new partner. Migration is an ongoing lifecycle activity because certificates expire, vendors add algorithms, and protocol implementations change.

Will PQC work with existing systems?

Compatibility is an implementation and protocol question, not a property that can be guaranteed by the algorithm name alone. A mathematically sound implementation can still fail if a peer, certificate parser, hardware module, policy engine or monitoring tool does not understand the negotiated parameters or larger objects.

NIST’s National Cybersecurity Center of Excellence treats interoperability testing as a distinct workstream. Its testing uses implementations against commonly used standards and seeks to find and resolve compatibility problems in a controlled, non-production environment. Organizations should apply the same discipline to their own combinations rather than relying on a vendor’s statement that a product “supports PQC.”

What to include in an interoperability test matrix

  • Every protocol and mode in use, such as the TLS or SSH profiles actually deployed.
  • The specific client and server versions, libraries, operating systems and hardware modules that communicate.
  • Certificate issuance, validation, revocation and renewal paths, including intermediate and root certificates.
  • Load balancers, proxies, gateways, inspection devices and monitoring components that terminate or inspect sessions.
  • External partners and cloud services, with their supported negotiation and fallback behavior.
  • Failure handling: what happens when one peer supports only a classical algorithm, only a PQC algorithm, or a hybrid mode.

Run these combinations in a non-production environment, then conduct a limited production canary with observable rollback. Test normal traffic as well as certificate rotation, reconnect storms, large handshakes, session resumption and error logging. Interoperability should be demonstrated for the exact deployment, not inferred from a standards document.

What is hybrid key establishment, and is it required?

A hybrid mode combines a classical key-establishment component with a PQC component and derives session keys from both. The intent is to retain protection if one component is later found to be weak while organizations gain experience deploying the new scheme.

Hybrid is a migration option, not a universal requirement or a guaranteed permanent endpoint. NIST’s guidance makes the choice application-specific and notes that hybrid modes can be accommodated in FIPS 140 validation when combined suitably with an approved scheme. The security properties depend on the exact construction, assumptions and implementation, so each combination requires case-by-case analysis and independent security review.

Hybrid designs can increase message sizes, processing work and engineering complexity. NIST specifically identifies implementation cost, possible performance reduction and engineering complexity as factors to weigh. Choose hybrid when its risk and interoperability benefits justify those costs in the target application; do not deploy it merely because it sounds more conservative.

How will PQC affect performance?

There is no defensible universal claim that PQC is always faster or always slower. Performance varies by algorithm, implementation quality, hardware, protocol, traffic pattern, concurrency and whether the deployment uses a hybrid construction.

Measure the system that users and machines will actually run. Useful measurements include:

  • Handshake and connection-establishment latency, including tail latency under load.
  • CPU time and peak memory during encapsulation, decapsulation, signing and verification.
  • Throughput at realistic concurrency and message sizes.
  • Public-key, ciphertext, signature and certificate-chain sizes, including effects on bandwidth and packet fragmentation.
  • Impact on mobile, embedded or otherwise resource-constrained clients.
  • Operational effects such as connection failures, retries, queue depth and hardware-module capacity.

These are evaluation dimensions, not a benchmark supplied by NIST. Establish a classical baseline, repeat the test with each candidate configuration, and record software versions, hardware, traffic mix and security settings so results can be reproduced.

An AWS-authored paper presented at a 2025 NIST workshop describes hybrid PQC deployment use cases in TLS and SSH. It identifies latency-sensitive performance and interoperability with existing TLS and production systems as practical challenges. That account is a deployment example, not an independent benchmark that can be generalized to every product or network.

How should we compare two PQC options?

Compare only choices that perform the same function and are supported by the protocols and validation regime you must use. A signature algorithm is not an alternative to a key-establishment mechanism.

Decision axis Questions to answer in your environment
Function Is the option for key establishment, signing, verification or a combined protocol role?
Standard and validation Which FIPS standard applies, and do your regulated systems require a particular validation status?
Interoperability Do every relevant client, server, library, certificate authority and hardware module support the same profile?
Measured performance What are the observed latency, throughput, CPU, memory and message or certificate sizes under production-like load?
Migration complexity How many applications, certificates, vendors and protocol dependencies must change, and can the change be rolled back?
Crypto agility Can administrators change the algorithm through supported configuration and rotate keys without a code rewrite?
Security review Has the exact construction, library version and hybrid composition received appropriate independent review?

What is NIST’s PQC transition timeline?

NIST published IR 8547 as an initial public draft transition plan on November 12, 2024. Its public comment period closed on January 10, 2025. NIST’s current PQC project information says quantum-vulnerable algorithms will be deprecated and ultimately removed from NIST standards by 2035, with high-risk systems transitioning earlier.

The 2035 date describes NIST’s standards transition. It is not a universal legal deadline that automatically applies to every company, country or product. Organizations must also follow sector regulations, customer contracts, procurement rules and the requirements of the jurisdictions in which they operate. Using the NIST timeline as a planning horizon is prudent, but waiting until the final removal date is risky for systems with long replacement cycles or long-lived data.

Common migration mistakes and their fixes

Assuming an inventory means collecting private keys

Fix: inventory algorithms, certificates, systems, protocols, owners and data flows; keep secret key material in its protected stores.

Replacing an algorithm without mapping the protocol

Fix: test the negotiated protocol profile and every terminating component, including proxies and certificate infrastructure.

Using a vendor compatibility claim as proof

Fix: reproduce the exact client, server, library, certificate and hardware combination in controlled testing.

Choosing hybrid automatically

Fix: document the threat model, construction, validation path, measured overhead and security review before deciding.

Quoting a benchmark from another environment

Fix: measure latency, throughput, resource use and message sizes with your hardware, workload and traffic pattern.

Treating 2035 as permission to wait

Fix: begin discovery now, prioritize high-risk and long-lived data, and schedule pilots around procurement and certificate-renewal cycles.

What should a first-year PQC program deliver?

  1. A documented inventory of public-key algorithms, protocols, certificates, systems, components and affected data flows.
  2. A risk-ranked list showing which systems require early migration and why.
  3. An approved target profile based on ML-KEM, ML-DSA, SLH-DSA and any justified hybrid use.
  4. A non-production interoperability test environment with representative clients, servers, libraries, vendors and certificate paths.
  5. Baseline and PQC performance measurements, including tail latency and object-size effects.
  6. A staged rollout plan with owners, rollback procedures, security review and a process for keeping the inventory current.
