Post-quantum cryptography (PQC) is available now, but migration is not an overnight replacement of every RSA or elliptic-curve key. NIST has finalized ML-KEM (FIPS 203) for key establishment, and ML-DSA (FIPS 204) and SLH-DSA (FIPS 205) for digital signatures. Organizations should inventory public-key cryptography, rank systems by data lifetime and risk, test hybrid deployments, and move in stages toward completing migration by 2035. In NIST’s preliminary TLS 1.3 measurements, hybrid handshakes added only a few milliseconds in the tested conditions, while larger messages and lossy networks created more significant compatibility concerns.
What post-quantum cryptography is and why the timeline matters
Post-quantum cryptography uses mathematical problems believed to resist attacks from both classical computers and future cryptographically relevant quantum computers. It protects the public-key operations that underpin TLS, certificates, software signing, VPNs, secure email, identity systems, device updates and archived data.

The risk is not limited to the day a large quantum computer becomes practical. An attacker can capture encrypted traffic today and attempt to decrypt it later, a strategy often called “harvest now, decrypt later.” Data that must remain confidential for many years therefore deserves attention before a quantum computer exists.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsMigration is a multi-year technology change rather than a single switch. NIST’s transition project expects quantum-vulnerable algorithms to be deprecated and ultimately removed from its standards by 2035, with high-risk systems moving earlier. The UK National Cyber Security Centre also describes PQC migration as a mass technology change taking several years and sets 2035 as the target for completion. U.S. policy similarly calls for reducing quantum risk as far as feasible by 2035 and establishing a timetable for deprecating vulnerable cryptography.

That date is a planning horizon, not a global “replace everything” deadline. A system may need a faster schedule if it protects long-lived secrets, controls safety-critical equipment, supports national-security missions, or cannot be upgraded quickly once a dependency becomes obsolete.
Which PQC standards are ready now?
NIST says its first three post-quantum standards can already be implemented to protect information ranging from confidential email to electronic commerce. Use the finalized names and FIPS numbers in architecture documents and procurement requirements.
| Standard | FIPS number | Purpose | Earlier name you may encounter |
|---|---|---|---|
| ML-KEM | FIPS 203 | Module-lattice-based key-encapsulation mechanism (KEM) for establishing a shared secret | Kyber |
| ML-DSA | FIPS 204 | Digital signatures for authentication and integrity | Dilithium |
| SLH-DSA | FIPS 205 | Stateless hash-based digital signatures for authentication and integrity | SPHINCS+ |
Kyber, Dilithium and SPHINCS+ remain useful lineage or implementation-history references, but they are not the current NIST standard labels. A KEM is not a signature algorithm: ML-KEM helps two parties establish a secret, while ML-DSA and SLH-DSA authenticate data and prove that it came from an authorized signer without alteration.

1. Build a cryptographic inventory
Record algorithms, key sizes, protocol versions, certificates, signature schemes, KEMs, libraries, firmware and hardware dependencies. Include systems owned by suppliers and cloud providers, not only code in your repositories. Search configuration, source code, container images, build pipelines, certificate stores, HSM policies, network appliances, mobile applications, APIs and long-term archives.
- Identify RSA, finite-field Diffie–Hellman and elliptic-curve key exchange or signatures, including indirect use through TLS libraries.
- Capture certificate issuers, chain length, renewal process, maximum message sizes and whether an intermediary can be upgraded.
- Record software and firmware versions, supported TLS groups, cryptographic providers and hardware acceleration.
- Assign an owner and an upgrade path to every cryptographic dependency; an unknown owner is itself a migration risk.
2. Classify risk and confidentiality lifetime
Rank data by how long it must remain secret and rank services by mission or safety impact. A public website with short-lived data may have a different priority from an archive containing trade secrets, health records, credentials, source code or state information that must remain confidential for decades.

3. Define a crypto-agility plan
Design software so algorithms, groups and certificates can be changed through configuration or replaceable providers rather than a full application rewrite. Separate algorithm identifiers from business logic, support controlled rollback, and make telemetry show which algorithm was negotiated for each connection. Require suppliers to document how their products will add ML-KEM, ML-DSA and SLH-DSA or approved hybrid modes.
4. Test standardized and hybrid options
Use a hybrid key exchange when a transition design needs a classical mechanism and a PQC KEM in the same negotiation. The classical component preserves compatibility with systems that still depend on it, while the PQC component adds protection against future quantum attacks. Hybrid operation is not automatically interoperable: both endpoints and every intermediary must understand the selected groups, extensions and larger messages.
5. Deploy in risk-based stages
- Discover: inventory public-key use and dependencies.
- Prioritize: move long-lived secrets, high-impact systems and hard-to-replace devices to the front of the queue.
- Prepare: update libraries, certificate tooling, protocol stacks, HSMs, proxies and monitoring.
- Pilot: run controlled hybrid and, where supported, standardized PQC exchanges with representative clients and networks.
- Expand: deploy by service group, measure failures and latency, and retain a tested rollback path.
- Retire: remove vulnerable algorithms only after dependencies and historical validation requirements are addressed.
This sequence fits the 2035 horizon without implying that every organization or system changes on the same day.

How much slower is post-quantum TLS?
There is no universal production percentage. CPU cost, memory bandwidth, message expansion, certificate-chain size, packet loss, hardware acceleration, implementation maturity and network distance all influence the result. NIST SP 1800-38C is a preliminary draft, so its measurements are illustrative rather than guarantees.
Controlled TLS 1.3 test with 133 ms round-trip delay
In NIST’s test, the following handshake times were reported:
| Exchange tested | Handshake time |
|---|---|
| P-256 | 268.43 ms |
| P-384 | 269.87 ms |
| P-256 plus Kyber512 | 268.95 ms |
| P-384 plus Kyber768 | 271.10 ms |
| P-521 plus Kyber1024 | 273.27 ms |
Under these conditions, the hybrid exchanges were only a few milliseconds slower than efficient P-256. The figures include the simulated 133 ms round-trip delay and should not be read as a promise for every implementation, geographic path or device class.
What packet loss changes
The same report simulated a 3% packet-loss probability. Its measured handshake times were:
| Exchange tested | Handshake time with simulated 3% loss |
|---|---|
| P-256 | 395.87 ms |
| P-384 | 387.00 ms |
| P-256 plus Kyber512 | 412.93 ms |
| P-384 plus Kyber768 | 412.93 ms |
| P-521 plus Kyber1024 | 411.65 ms |
Kyber-768 and Kyber-1024 produce larger exchanges that can require more TCP segments. More segments increase the chance that at least one packet is lost, causing retransmission and a longer handshake. This is why a lab result showing a small CPU or latency difference can coexist with a larger tail-latency effect on a lossy mobile, satellite, congested or otherwise fragile link.

What to measure in your environment
- Handshake completion time at the median and high percentiles, not only the average.
- CPU time, memory use and throughput on servers, clients and constrained devices.
- Bytes in ClientHello, ServerHello, key-exchange messages and certificate chains.
- TCP segment counts, retransmissions and failures on high-latency or lossy links.
- Connection success across old and new clients, proxies, load balancers and inspection devices.
Measure both a direct standardized exchange and the hybrid configuration you intend to operate. Keep the network conditions, hardware, software versions and test population with each result so comparisons remain meaningful.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Will PQC break browsers, servers, certificates or APIs?
It can, if only part of the protocol path is upgraded. Interoperability testing exists specifically to find compatibility issues between PQC implementations and commonly used standards. The practical surface is broader than an application’s cryptographic library.
TLS clients and servers
A client and server must share a supported TLS version, named group, signature scheme and extension behavior. A server may support ML-KEM while an old client cannot parse the offered group; the result can be a failed handshake or fallback to a classical configuration. Test modern browsers, native clients, automated agents, service-to-service callers and older versions that your support policy still permits.
Certificates and signature chains
Changing a key exchange does not automatically change certificate signatures. Certificate authorities, enrollment software, trust stores, validation libraries and revocation systems must all handle the selected signature algorithms and potentially larger keys or signatures. Measure chain size and validation time, and verify that intermediaries do not impose undocumented field-length limits.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Proxies, load balancers and inspection devices
Middleboxes may reject unfamiliar extensions, enforce handshake-size limits or terminate TLS using a library that has not learned the new groups. Include reverse proxies, web application firewalls, service meshes, API gateways and traffic inspection appliances in every pilot. A direct endpoint-to-endpoint test is insufficient if production traffic crosses several intermediaries.
Best Value
Libraries, HSMs, firmware and constrained devices
API compatibility depends on exact library and provider versions, not merely on an algorithm name. Hardware security modules may need firmware or partition updates; embedded devices may lack memory for larger messages; signed firmware chains may remain in service for years. Confirm secure-boot, update-signing and recovery procedures before changing production algorithms.
Long-lived archives and stored signatures
Archived documents may need to verify decades after they are created. Determine which signatures must remain verifiable, which trust anchors are retained, and whether a future migration can add a stronger signature without invalidating the original record. This requirement often makes archive systems a higher priority than ordinary web traffic.
How interoperability testing should work
NIST’s migration work links cryptographic discovery with interoperability testing: discovery shows where vulnerable algorithms are used, while testing exposes mismatches before vendors and standards are committed to production behavior.
Recommended Free Tools
- Build a test matrix: list clients, servers, TLS stacks, certificate profiles, APIs, proxies, HSMs, operating systems and device classes.
- Test negotiation: verify successful handshakes for each approved classical, hybrid and PQC group, plus the expected failure behavior for unsupported combinations.
- Test message limits: inspect maximum record, header, certificate and API payload sizes; include fragmentation and retransmission scenarios.
- Test degraded networks: vary latency, bandwidth, packet loss and reordering to expose tail-latency and timeout problems.
- Test lifecycle operations: issue, renew and revoke certificates; rotate keys; restore backups; update firmware; and roll back a deployment.
- Test observability: confirm that logs and metrics identify negotiated groups, signature schemes, failures and fallback without exposing secrets.
- Gate production rollout: define failure-rate, latency and resource thresholds, then expand only when each class of dependency passes.
Keep an inventory of unsupported devices and assign compensating controls or replacement dates. “Works in the lab” is not evidence that a complete certificate and intermediary path will interoperate.
Do you need to replace RSA and elliptic-curve cryptography immediately?
No. The standards and transition plans support staged migration, not an immediate universal replacement. Existing algorithms may remain necessary for compatibility while PQC support is introduced, especially through hybrid key exchange. The urgency depends on confidentiality lifetime, mission impact, exposure to capture-and-decrypt threats, vendor support and the time required to replace the system.
Do not interpret “not immediately” as “do nothing.” A certificate renewal cycle, hardware replacement or major software upgrade may be your best opportunity to add crypto-agility and test PQC. Systems that cannot be updated quickly should be identified early, because their replacement schedule may determine whether the 2035 objective is realistic.
Quick Recap
A practical decision checklist
- Begin now: inventory public-key cryptography and document owners, algorithms, certificates and dependencies.
- Escalate priority: protect data with long confidentiality lifetimes and systems with safety, financial, identity or national-security consequences.
- Use current names: specify ML-KEM (FIPS 203), ML-DSA (FIPS 204) and SLH-DSA (FIPS 205); treat Kyber, Dilithium and SPHINCS+ as historical lineage terms.
- Prefer staged or hybrid deployment: preserve a classical path where required, but validate the complete negotiated path.
- Measure real conditions: include message size, packet loss, high latency, constrained hardware and tail latency.
- Plan to 2035: set internal milestones for discovery, pilots, broad deployment and retirement of vulnerable algorithms rather than waiting for a single deadline.
