Choose a window air conditioner when you have a compatible, permitted window and can install it securely. Consumer Reports’ buying guidance finds portable units generally cool less effectively, use more energy, cost more to run and sound louder than similarly sized window units. Choose a portable model when your window, lease or building rules prevent a window installation, or when keeping the window usable is important. Both options need a way to reject heat outdoors; a portable air conditioner is not ductless.

The short answer

Installation feasibility is the first filter. A window unit needs a structurally suitable opening, enough clearance and permission to support the appliance. A portable unit sits on the floor, but its exhaust hose still has to connect to a window panel or another suitable opening. If both are possible, a properly sized and sealed window air conditioner is the better starting point for most rooms because it normally delivers more effective cooling with lower energy use and less indoor noise.

Window design, lease or building rules prevent a window unit Portable air conditioner A portable model can avoid a permanently mounted appliance, but it still requires an exhaust connection and has performance trade-offs.
You need the window to open or close normally U-shaped or saddle-style window air conditioner Some ENERGY STAR models leave part of the window opening usable and place the compressor outside the room. Fit and sound performance vary by model.
Very sunny room, kitchen or more than two regular occupants Careful sizing of either type Start with room area, then apply the relevant ENERGY STAR adjustments. Oversizing can waste energy and remove less humidity.

How the two designs differ

Window air conditioner

A window unit places its heat-releasing section outside and its cooled-air section inside. The window opening supports the chassis, while side panels and insulation close the remaining gaps. Because the compressor and much of the mechanical hardware are outside, less operating noise reaches the room than with a portable machine of similar nominal capacity.

The installation is more demanding at the outset. You must verify the appliance’s minimum and maximum window dimensions, sash or track style, sill strength, electrical outlet location, drainage instructions and any requirement for a support bracket. A poorly supported or poorly sealed unit can leak air, vibrate or create a safety problem. Building rules, historic-district restrictions, landlord policies and condominium agreements may also prohibit or limit window installations.

Portable air conditioner

A portable unit remains on the floor and sends hot air through a flexible hose to a window panel or another approved opening. You can remove the hose and move the appliance between rooms, although the hose, panel and power connection still need to be set up each time. The appliance occupies floor space and the mechanical components operate inside the room, so fan and compressor noise are more noticeable.

Single-hose models have an additional efficiency issue described by Consumer Reports: the appliance uses conditioned room air to cool its internal components, then exhausts that air outdoors. This can create negative pressure that pulls warm, unconditioned air into the room through cracks and other openings. That mechanism applies to the single-hose design described by Consumer Reports; do not assume every portable configuration behaves identically.

Cooling capacity: why the BTU number is not enough

Do not compare two headline BTU figures as if they represented identical cooling. The U.S. Department of Energy specifies a portable-air-conditioner test procedure in 10 CFR 430, Subpart B, Appendix CC. Consumer Reports notes that portable and window ratings are not directly comparable because the rating bases differ. A portable unit and a window unit carrying the same printed BTU value can therefore deliver different real-world results.

When comparing models, record the rating basis shown on each EnergyGuide label or product specification, rather than copying only the largest number in an advertisement. Confirm whether the figure is a DOE-regulated capacity for that product type and follow the manufacturer’s room-size guidance. Historical DOE analysis from 2021 should not be used as a substitute for current model data.

Capacity also depends on the room, not just its floor area. Ceiling height, sunlight, insulation, air leakage, cooking heat and the number of people regularly present all change the load. A unit that is too small may run continuously without reaching the target temperature. A unit that is too large can cycle off quickly, wasting energy and removing less humidity before the room is comfortable.

Room-size guidance and adjustments

ENERGY STAR’s general room-air-conditioner chart assumes an 8-foot ceiling. The examples below are starting points, not a replacement for the selected model’s instructions or a detailed load calculation.

Room area General capacity example
100–150 square feet 5,000 Btu/h
150–250 square feet 6,000 Btu/h
250–300 square feet 7,000 Btu/h
300–350 square feet 8,000 Btu/h

The full ENERGY STAR chart covers examples from 5,000 to 34,000 Btu/h for rooms ranging from 100–150 square feet through 2,000–2,500 square feet. Apply these adjustments to the starting estimate:

  • Reduce capacity by 10% for heavy shade.
  • Increase capacity by 10% for a very sunny room.
  • Add 600 Btu/h for each regular occupant beyond two.
  • Add 4,000 Btu/h when the room is a kitchen.

If conditions conflict—for example, a shaded room with several occupants—apply the relevant factors rather than automatically buying the largest appliance. Also check whether the appliance maker gives separate guidance for portable units, because portable and window capacity labels use different test bases.

Efficiency and running cost

For comparable cooling tasks, Consumer Reports describes portable models as generally more energy-intensive than similarly sized window units. A window unit’s outdoor compressor placement and the absence of a single exhaust hose drawing conditioned air out of the room are important reasons. The actual bill still depends on capacity, thermostat setting, insulation, outdoor temperature, operating hours, electricity rate and whether the unit is correctly sealed.

The Department of Energy’s Federal Energy Management Program illustrates how efficiency differences compound over time. Its December 2024 purchasing example models three 12,000 Btu/h room-air-conditioner cases using 750 operating hours per year, a nine-year product life and a federal electricity price of 11.1 cents per kilowatt-hour (the price assumption was current in July 2024):

These figures are an illustrative federal purchasing calculation, not a household-bill forecast and not a direct portable-versus-window comparison. The FEMP guidance explicitly excludes portable air conditioners from that particular room-air-conditioner acquisition guidance. Use the example to understand why efficiency labels matter, then estimate your own cost with your utility rate and expected hours.

In a 2023 announcement, DOE said the typical new room air conditioner uses 39% less energy than its 1990 counterpart. The same announcement projected approximately $1.5 billion per year in electricity-bill savings and 106 million metric tons of carbon-dioxide reductions over 30 years across the covered product categories. Those projections apply to the combined rulemaking categories, not solely to window air conditioners or to an individual home.

Noise, humidity and comfort

Noise location matters

A window unit leaves much of its mechanical hardware outside, so the room generally receives less compressor noise. ENERGY STAR notes that some U-shaped or saddle-style models position the noisy compressor outside while preserving some window access. This is a feature of particular models, not a universal property of window air conditioners. Check the manufacturer’s sound specification and installation diagrams.

A portable air conditioner keeps its compressor, condenser and fans in the room. Even if its published sound level appears acceptable, the sound is close to the occupants and may be more intrusive in a bedroom, office or recording space. Place it on a stable surface, keep the hose as short and straight as practical and follow the clearance instructions to avoid vibration and airflow noise.

Humidity removal

Air conditioners remove moisture while cooling. An oversized unit can reach its thermostat setting quickly and shut off before it has removed enough humidity, leaving a cool but clammy room. Correct sizing and a well-sealed installation help the appliance run long enough to dehumidify effectively.

Installation: what each option requires

Window-unit checklist

  1. Confirm permission and window compatibility. Check lease or building rules, then measure the opening exactly as the model instructions specify. Verify sash direction, sill depth, glass clearance and the appliance’s minimum and maximum dimensions.
  2. Check support and electrical requirements. Confirm that the sill and frame can carry the unit, whether the manufacturer requires a bracket, and whether the outlet and circuit meet the nameplate requirements. Do not use an extension cord unless the manufacturer explicitly permits it.
  3. Install the appliance level as directed. ENERGY STAR advises following the supplied insulation instructions and leveling the unit. The exact tilt or drainage arrangement is model-specific; follow the manual rather than improvising.
  4. Seal every deliberate gap. Fit the side panels, foam and weather seals supplied or specified for the model. Air leaks reduce cooling and can admit hot outdoor air.
  5. Test before leaving it unattended. Run cooling, check for vibration or water entering the room, verify that the window remains secure and confirm that condensate follows the model’s drainage path.

Portable-unit checklist

  1. Choose an approved exhaust route. Use the supplied window panel or a manufacturer-approved adapter for the window type. The unit still needs an opening through the building envelope; it is not a ductless appliance.
  2. Measure the window and hose path. Sliding, casement and unusually shaped windows may need different panels or accessories. Confirm compatibility before purchase rather than assuming a generic kit will seal.
  3. Keep the exhaust hose within the manual’s limits. Avoid unnecessary bends, crushing or extensions that restrict airflow and raise back pressure.
  4. Seal around the panel. Close gaps around the insert and hose. In a single-hose design, leaks make the negative-pressure effect worse by allowing more hot air into the room.
  5. Provide clearance and drainage as specified. Maintain the required space around air inlets and outlets. If the model has a condensate tank or drain hose, follow its emptying and routing instructions.
  6. Use a dedicated, suitable outlet. Follow the electrical rating and startup requirements in the manual, and stop using the appliance if the plug, receptacle or cord overheats.

Window access, portability and visibility

A portable unit is easier to store or move between rooms than a mounted window appliance, but moving it does not eliminate setup. The hose must reach a suitable opening, the panel must be resealed and the condensate arrangement must be restored. Repeated installation can also introduce leaks if seals are removed or repositioned carelessly.

Window units use little or no floor area, which can matter in a small bedroom or office, but they occupy the window and may affect exterior appearance. A portable unit keeps the window area visually less occupied while consuming floor space and leaving a hose and panel visible. U-shaped and saddle-style window models can preserve some ability to open the window, subject to the actual model’s dimensions and safety instructions.

Purchase and installation cost: compare the whole setup

There is no single price winner for every installation. A window purchase may require a support bracket, insulation or professional installation if the opening is difficult or elevated. A portable purchase may require a compatible sealing panel, replacement seals or a condensate solution. Local labor, building access and electricity rates can dominate the total cost.

Sliding and unusual windows

A sliding window can often accommodate a portable exhaust panel if the panel’s width and sealing method match the opening. A window air conditioner may also fit a horizontal slider only when the model is specifically designed for that orientation; many standard units assume a vertically rising sash. Casement, awning, crank-out, deeply recessed or non-opening windows require special attention because a standard panel or chassis may not seal safely.

Measure the clear opening, not just the frame’s advertised size. Check how far the window must open, where the screen sits, the available sill depth and whether the panel or chassis interferes with locks. If no approved exhaust path can be sealed, a portable unit is not a workable solution merely because it stands on the floor.

Common mistakes and fixes

Buying by BTU headline alone

Symptom: Two units with the same advertised capacity cool very differently. Fix: Compare the rating basis for the product type, read the EnergyGuide information and use the manufacturer’s room guidance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Oversizing a small room

Symptom: The room gets cool quickly but remains humid, or the unit repeatedly starts and stops. Fix: Recheck room area and the ENERGY STAR adjustments instead of defaulting to the largest available capacity.

Leaving gaps around the installation

Symptom: The appliance runs continuously, hot air enters around the opening or the room never reaches the setpoint. Fix: Reinstall the supplied insulation and seals, verify the unit is level as instructed and inspect the hose or side-panel connections.

Assuming a portable unit is independent of the window

Symptom: A portable appliance is placed in the room without an exhaust route, or the hose is vented into an adjacent room. Fix: Connect the exhaust to an approved opening outdoors. Venting into another interior space only moves heat around the building.

Ignoring electrical and support limits

Symptom: A hot receptacle, tripped breaker, unstable chassis or vibration develops. Fix: Stop operation, verify the model’s electrical and structural requirements and obtain qualified help where the installation calls for it.

What current DOE rules mean for portable models

DOE’s current portable-air-conditioner page identifies the test method in 10 CFR 430, Subpart B, Appendix CC. Standards established in the 2020 final rule have been required since January 10, 2025. The page also lists a May 16, 2025 proposed notice to withdraw DOE’s prior determination that portable air conditioners qualify as covered products. A proposed notice is not a final regulatory outcome, so it should not be treated as a change to the existing test procedure or compliance date.

For shoppers, the practical point is to read the current label and specification for the exact model and date of manufacture. Regulatory status and rating methods can change, while the physical requirements—an outdoor exhaust route, adequate clearance and a sealed installation—remain central to performance.

A decision process you can use

  1. Check permission and physical fit. Eliminate any option that cannot be safely and legally installed in your window.
  2. Measure the room and identify heat sources. Record floor area, ceiling height, sun exposure, kitchen use and regular occupants.
  3. Apply capacity guidance. Use the ENERGY STAR starting points and adjustments, then confirm the selected model’s rating basis and instructions.
  4. Set your comfort priorities. Decide whether lower indoor noise, an openable window, floor space or easy seasonal removal matters most.
  5. Compare total ownership requirements. Include seals, brackets, installation, storage, drainage and expected electricity use—not just the appliance price.
  6. Plan the installation before buying. Verify the exact opening dimensions, outlet, support, exhaust path and clearance requirements.

Bottom line

For a suitable and permitted window, start with a correctly sized window air conditioner, install it level and seal it carefully. It is generally the more effective and efficient choice, and it keeps the noisy mechanical equipment outside the room. Pick a portable air conditioner when a window unit cannot be installed or when preserving window access outweighs its higher noise and energy trade-offs. In either case, the rating basis, room size and installation quality matter more than a single BTU number.
