Port 80 Works on Localhost but Refuses External Connections: Fix

If a web server answers http://localhost but port 80 is closed from another device, the application is usually listening only on the loopback interface, or a firewall, container mapping, router rule, or upstream network is blocking the connection. Localhost success proves only that the process can answer requests on that machine.

Work outward in layers: verify the TCP listener and bind address, open the host firewall, check Docker/WSL/VM publishing, forward the port from the router, test from a genuinely external network, then investigate ISP filtering. This order prevents you from changing the router when the service is still bound to 127.0.0.1.

What localhost success actually proves

localhost normally resolves to a loopback address on the computer making the request: 127.0.0.1 for IPv4 or ::1 for IPv6. Traffic sent to loopback never has to leave that computer, cross its LAN interface, pass through a router, or arrive through the host firewall’s external zone.

A process bound to 127.0.0.1:80 or [::1]:80 therefore accepts local requests only. A browser on another computer may show a timeout or connection refusal even though the same browser on the server displays the site perfectly. Microsoft notes that remote-LAN access can require a bind to 0.0.0.0; Apache’s documentation similarly distinguishes address-specific Listen directives.

Binding to 0.0.0.0:80 means listening on every IPv4 interface, including the LAN interface. An IPv6 wildcard bind such as [::]:80 is a separate concern and may not automatically produce the IPv4 behavior you expect. Treat each address family as its own listener when troubleshooting.

Test vantage point What a successful result establishes If it fails
The server itself, using localhost The application is running and can answer a local request. Fix the application, its configuration, or the process before investigating networking.
The server itself, using its LAN address The service is reachable through a non-loopback interface on the host. Check the bind address, IPv4/IPv6 choice, and host firewall.
Another device on the same LAN The listener and host firewall permit local-network traffic. Check the bind address, firewall zone, container or VM publishing, and the address being tested.
A remote network such as cellular data The router’s WAN-to-LAN forwarding and upstream path work. Check NAT, double-router or CGNAT conditions, router conflicts, and ISP filtering.

Do not use an inside-LAN test of your own public address as the final proof. A router needs hairpin (also called NAT loopback) support to send that connection back inside. pfSense’s troubleshooting guidance notes that an internal test can fail even when the external port forward works normally.

Step 1: Confirm that something is listening on TCP 80

First establish whether the expected process owns TCP port 80. Run the command on the machine that is supposed to serve the site.

Platform or tool Command What to inspect
Linux with ss ss -ltnp Find a listening TCP socket on port 80 and note its local address and process.
Windows with netstat netstat -ano Find the local port 80 entry, then match its process identifier to the service.
Systems with lsof lsof -nP -iTCP:80 -sTCP:LISTEN Identify the process and the address on which it is listening.

The local-address column is decisive. An entry for 127.0.0.1:80 or [::1]:80 is loopback-only. An entry for a specific LAN address means the service is restricted to that interface. A wildcard such as 0.0.0.0:80 covers all IPv4 interfaces, subject to firewall policy.

Fix a loopback-only bind

Open the web server or application configuration and change its bind or listen setting from the loopback address to the server’s LAN address, or to 0.0.0.0 when listening on every IPv4 interface is intentional. Then restart or reload the service using that application’s normal procedure and repeat the socket inspection command.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a specific LAN address when the machine has several networks and the service should not appear on all of them. Use a wildcard only after deciding that every IPv4 interface should accept the connection. Binding broadly exposes the service to other devices on the LAN, so pair the change with restrictive firewall rules.

Resolve an address-in-use failure

If the service will not start after the change, another process may already own port 80. Apache documents an “address already in use” bind failure and recommends checking which process holds the port. Use the inspection commands above, stop or reconfigure the conflicting process, and then start the intended HTTP service again. Moving the web service to another port is also possible, but the router and every client must then use that port.

Step 2: Open the host firewall deliberately

A correct listener can still be invisible to the LAN or internet because the operating system drops inbound TCP 80. Create an inbound rule for the interface and source networks that should reach the service; do not automatically permit every source when the site is intended only for a private LAN.

firewalld

For a temporary runtime rule in the public zone, use:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

firewall-cmd --zone=public --add-port=80/tcp

To make the rule persistent across reboot, use:

firewall-cmd --permanent --zone=public --add-port=80/tcp

firewalld can also allow the predefined http service. Confirm that the active network interface is actually assigned to the zone you changed; opening a different zone has no effect on the traffic arriving through the real interface.

Ubuntu and other host firewalls

Ubuntu’s firewall documentation describes allowing inbound TCP traffic to destination port 80. Use the firewall manager supplied by your distribution, select the correct interface or zone, and restrict source addresses where practical. After changing the rule, test from another LAN device rather than relying on a local browser.

Check the firewall before the router

Port forwarding cannot bypass a target-host firewall. pfSense’s troubleshooting guidance specifically warns that the destination host can block traffic even when the NAT rule is correct. If a LAN test fails, fix the host path first; changing WAN settings will not repair a local drop.

Step 3: Check Docker, WSL, and virtual machines

Virtualized services add another address translation or publishing layer between the client and the process. Inspect both sides: the application inside the container or guest and the host-side port mapping.

Docker publishing

Docker states that publishing a container port on host address 127.0.0.1 makes it reachable only from the Docker host. A mapping restricted to loopback can therefore produce the exact symptom in this article: the host’s local browser works, while another LAN device cannot connect.

Publish the container on the host’s LAN-facing address, or on all host addresses when that exposure is appropriate. Then verify that the container listens on its internal port and that the host firewall allows the published TCP port. Inspect the host socket table after starting the container; the displayed bind address should match the audience you intend to serve.

WSL

WSL uses NAT by default. A service inside a Linux distribution may be reachable from Windows while remaining unavailable to other LAN devices. Depending on the Windows and WSL configuration, LAN access can require an explicit bind inside WSL plus a Windows firewall rule or a Windows port-proxy rule. Test from a second LAN device after each change so you know which layer changed the result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Virtual machines

A VM may use NAT, bridged networking, or a host-only network. NAT normally requires a host-to-guest forwarding rule; bridged networking gives the guest its own LAN presence but still leaves the guest firewall and service bind address to configure. Record the guest IP, the guest listening port, and the host or hypervisor mapping before troubleshooting the router.

Step 4: Configure router NAT and port forwarding

Public access requires a router rule that maps WAN TCP port 80 to the correct internal machine and the port where the service actually listens. The destination should be a stable LAN address, preferably reserved for the server by DHCP or configured as a fixed address outside the router’s changing pool.

  1. Give the server a stable LAN IP or create a DHCP reservation.
  2. Create a TCP forwarding rule from the router’s WAN port 80 to that LAN IP and the service’s listening port.
  3. Save and apply the rule, then check the router’s forwarding or connection log for a test attempt.
  4. Confirm that the router’s own administration interface is not using WAN port 80.
  5. Check for a second router, modem-router combination, or upstream gateway. If two devices perform NAT, the outer device must forward to the inner router, which must then forward to the server, or the topology must be changed.

Carrier-grade NAT (CGNAT) can prevent unsolicited inbound connections because the address shown by the router is not directly assigned to it. In that case, a local port-forward rule cannot by itself create an internet-reachable service. Ask the ISP whether inbound forwarding is supported or whether a public address is available.

Router condition Typical consequence Action
Forwarding target changes after DHCP renewal The rule points at the wrong device. Use a DHCP reservation or another stable LAN address.
Router management uses port 80 The router may answer itself or reject the rule. Move the management interface or use a different external port.
Two NAT routers The packet stops at the first router. Forward through both layers or place the downstream router in a suitable bridge or exposed-host design.
CGNAT upstream The router never receives the unsolicited WAN connection. Contact the ISP or use an arrangement that provides an inbound-reachable address.

If the existing router cannot create a TCP forwarding rule, a router with TCP port-forwarding support is the relevant hardware option. Buying new hardware is not necessary for the common bind-address or host-firewall causes.

Step 5: Test from a genuinely external network

Disable Wi-Fi on a phone and use cellular data, ask someone on another connection to test, or use a remote TCP checker. Enter the public address and TCP port, not the server’s private LAN address. A successful external connection should reach the intended service, while a timeout usually indicates filtering or an unreachable path. A refusal often means that the destination was reached but no process accepted the connection on that address and port.

Test IPv4 and IPv6 separately when both are published. A hostname may resolve to an address family that has no listener, no firewall rule, or no router path. Compare the address returned to the address family shown by your socket inspection command and ensure that the forwarding design supports that family.

Step 6: Investigate ISP or upstream filtering

If the service works from the LAN, the listener is on the right address, the host firewall permits it, and the router log shows the forward, the remaining block may be upstream. Some ISPs filter incoming well-known ports, including port 80. pfSense’s guidance suggests trying an alternative external port such as 8080 or 18080, subject to the ISP’s terms.

When using an alternate external port, forward that WAN port to the internal port where the service listens, or change the service and firewall consistently. Users must include the port in the URL, for example http://public-address:8080. An alternate port does not fix a loopback bind, a closed host firewall, or CGNAT; it only tests whether port 80 itself is being filtered.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Security decisions before exposing port 80

Changing a bind from loopback to a wildcard or LAN address increases exposure. Decide whether the audience is the same machine, the private LAN, or the public internet, and apply the narrowest rule that meets that goal.

  • For same-machine development, keep the loopback bind.
  • For LAN testing, bind to the LAN address or an appropriate wildcard and allow TCP 80 only from trusted LAN networks.
  • For public service, forward only the required port, keep the host and application updated, remove unused listeners, and review router and firewall logs.
  • Do not expose an administrative interface merely because it also uses port 80; separate management access from the public web service.

Port 80 carries ordinary HTTP. If the application requires confidentiality or authentication, plan the appropriate encrypted endpoint and redirects separately; opening the port alone does not provide encryption.

Symptom-to-fix troubleshooting matrix

Observed result Most likely layer Next check
Localhost fails Application or process Check service status, configuration, and whether any process listens on TCP 80.
Localhost works; the server’s LAN address fails Bind address or host firewall Inspect the local socket address and allow the correct inbound interface.
The server’s LAN address works; another LAN device fails Host firewall, container/VM publishing, or wrong LAN address Test the published host port, inspect firewall zones, and verify the address from the client.
LAN devices work; external test times out Router NAT, double NAT, CGNAT, or ISP filtering Review the WAN rule and router logs, then test an alternate external port.
External test works; public-address test inside fails Missing hairpin NAT Test from cellular data or another external network; use the LAN address internally if needed.
Service fails to restart with “address already in use” Port conflict Use ss, netstat, or lsof to identify and stop or reconfigure the competing process.

A repeatable repair sequence

  1. On the server, run ss -ltnp, netstat -ano, or lsof -nP -iTCP:80 -sTCP:LISTEN and record the process and local address.
  2. If the address is loopback-only, change the application’s bind to the intended LAN address or 0.0.0.0, then restart it.
  3. From the server, request the site through its LAN address. If that fails, resolve the bind or host-firewall issue before proceeding.
  4. From another LAN device, connect to the server’s LAN address and port 80. For Docker, WSL, or a VM, verify the publishing layer at this point.
  5. Open TCP 80 in the correct host-firewall zone, limiting source networks where appropriate.
  6. Reserve the server’s LAN IP and forward WAN TCP 80 to that IP and the actual listening port.
  7. Check for router management conflicts, a second NAT device, and CGNAT.
  8. Test from cellular data or another remote network. Do not treat an internal hairpin test as conclusive.
  9. If every local layer is correct but port 80 remains unreachable, test WAN port 8080 or 18080 and ask the ISP about inbound filtering.

What to retain

  • Localhost success proves local application response, not LAN or internet reachability.
  • The listener’s bind address is the first decisive check.
  • A host firewall can block a correctly bound service.
  • Container and VM publishing can silently restrict a service to loopback or a private translation layer.
  • Public access requires a router forward to the correct, stable internal host and port.
  • Only an external-network test proves that the internet path works.
  • ISP filtering can block port 80 after every local setting is correct.
