In the United States, federal campaign-finance reports and voter-registration records are separate records governed by different rules. Federal reports can identify certain people who contribute to federal political committees and show the reported contribution. A state voter file may disclose registration details or whether someone participated in an election, depending on state law. Neither record reveals whom a person selected on a secret ballot.
Two kinds of records, two different rulebooks
Political donation records document money reported by political committees. Voter-registration records help election officials determine who is registered and administer elections. The records may both contain information about the same person, but they are not one combined database and are not administered by the same authority.

| Question | Federal campaign-finance reports | Voter-registration records |
|---|---|---|
| Who administers the relevant rules? | The Federal Election Commission (FEC) administers federal campaign-finance law and publishes federal campaign reports. | State law governs voter registration. State chief election offices and local election boards handle practical voter-record questions. |
| What does the record describe? | Reported receipts and disbursements of federal political committees, including itemized contributions where reporting rules require them. | Registration information and, in some jurisdictions, election participation information associated with a registered voter. |
| Can it show how a person voted? | No. A contribution record is not a record of ballot choices. | No. It may show that someone participated, and possibly the method of participation, but not the candidates or measures selected. |
| Are access rules uniform across the United States? | Federal reporting rules apply to federal campaign-finance reports; they do not establish the rules for every state or local race. | No. Public access, released fields, fees, eligible requesters, and permitted uses vary by state. |
The FEC expressly says it has no jurisdiction over voting laws. That means an FEC database is not a voter-registration lookup, and the FEC cannot answer what a state releases from its voter file. State election officials are the right starting point for those questions.
Are political donations public record?
For federal campaigns and committees, reports are public. Under the FEC’s 2018 guidance, an individual’s contribution to a campaign is itemized when the person gives more than $200 during an election cycle. For contributions to PACs and party committees, the period described is the calendar year. The threshold is a federal reporting rule, not a claim that every contribution of any size is individually listed or that state and local races use the same rules.

For contributions above the applicable threshold, the report lists the contributor’s name, address, occupation, and employer. The FEC says reports are made public on its website within 48 hours of receipt. That is the FEC’s stated timetable for federal reports; it should not be applied to a state database, a local election, or records that are not subject to the same federal reporting process.
Reports identify the committee receiving or reporting the contribution, so a person looking through federal filings can see a reported contribution associated with a federal political committee. The record does not establish a donor’s overall political beliefs, every donation they have made, or how they voted. It is a disclosure of reported campaign-finance activity, not a complete profile of a person’s political life.
What federal records can you look up?
The FEC’s candidate-research resources include candidate finance summaries, documents filed by candidates and authorized committees, itemized individual contributions, reports cross-referenced from other committees, enforcement actions, audits, advisory opinions, and historical campaign reports. Its candidate guide describes federal report history back to 1972 overall, while noting that online availability differs among presidential, Senate, and House campaigns.
To look up federal campaign contributions, begin with the FEC’s “How to research candidates” guide and use the linked data tools to locate a candidate, committee, or filing. Review the relevant report and its itemized contribution entries rather than assuming a summary page contains every detail. For older campaigns, availability depends on office and record type, so an incomplete online result should not be treated as proof that no filing exists.
A useful search usually requires more than a person’s name. Confirm the committee name or identification number, the election cycle or calendar year, and whether the filing is an amended report. Names can be shared by multiple people, and a contribution may appear under a committee’s filing rather than on a candidate summary. Compare the receipt date, reporting period, amount, and contributor details before concluding that two entries are the same transaction.
Federal donor information has limits on reuse
Public availability does not mean contributor information may be used for any purpose. Federal law restricts the sale or use of individual contributor information taken from FEC reports to solicit contributions, including political or charitable contributions, or for commercial purposes. The FEC distinguishes that restriction from a committee’s own contributor list and describes exceptions for communications such as books or newspapers when their principal purpose is not solicitation or commercial activity.
The restriction should not be simplified to “donor records can never be reused.” The rule concerns specified information taken from FEC reports and specified kinds of use; edge cases depend on current law and circumstances. A federal report being publicly viewable is not blanket permission to turn its entries into a solicitation list or a commercial product.

There is no single nationwide answer. Voter registration is governed by state law, and states differ in what they release, who may request it, what purposes are allowed, and whether access carries a fee. Some make information available broadly; others restrict files to specified users or purposes. A field that election officials collect is not automatically a field they release to the public.

The U.S. Election Assistance Commission (EAC) says registration forms commonly request a person’s name, date of birth, mailing address, and an identifying number. Depending on the state, officials may also collect party affiliation, phone number, email address, gender, or race. These examples describe possible collection, not a guarantee that any particular field is visible to the public in every state.
Registration status, individual lookups, and bulk voter files are different
A state may provide a way for an individual to check their own registration status without making the same information available through an unrestricted public database. A public status lookup is also not necessarily equivalent to access to a bulk voter file containing records for many voters. The rules for requesting a bulk file can include eligibility requirements, permitted-purpose limits, fees, and restrictions on subsequent use.
For an individual status question, use the relevant state or local election office’s official voter lookup or contact channel. For a question about a downloadable file, records request, fee, or allowed use, consult that office’s voter-record rules. Do not infer from the existence of an online status checker that anyone can obtain the underlying statewide file.
What can a voter file reveal?
Depending on state law and the fields released, voter files may show registration details, party affiliation, and whether a person participated in an election. They may also record the method of participation, such as whether participation was in person or by another permitted method. Participation history is not ballot choice: it can show that someone took part without showing which candidate or measure they selected.
The EAC states that “voter files never include information about who a person voted for in any election.” The secret ballot protects the choice made inside the voting booth or on a returned ballot. A record of voting in an election, or of the method used, is not a record of the selections on that ballot.
Party affiliation also needs careful interpretation. In a state that records and releases it, the field generally describes a registration choice under that state’s system. It does not prove that the person voted for every candidate from that party, voted in the party’s primary, or supports a particular platform. Likewise, a participation entry does not reveal whether the person voted for, against, or skipped a particular contest.
Which voter details may be withheld?
State access rules can distinguish between information collected by election officials and information disclosed in a public file. The Congressional Research Service’s report on voter-registration records describes variation in who may request files, what purposes are allowed, whether fees apply, and which fields are released or redacted. Many states protect direct identifiers such as Social Security numbers, driver-license numbers, or complete dates of birth; states may also provide protections for certain voters. These are broad patterns, not guarantees that a particular field is protected in every jurisdiction.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsSome states have confidentiality programs or other exceptions for people who face safety risks. A voter who is concerned about exposure should ask the relevant election office what protections apply, what documentation or written request is required, and whether the protection covers the specific address or other information at issue. Do not assume a general privacy option applies automatically.

Florida illustrates why state-specific checking matters
Florida’s Division of Elections says that, with few exceptions, voter-registration information is public record. Examples it lists include name, address, date of birth, party affiliation, phone number, and email address. It says Social Security numbers, driver-license or state-identification numbers, and the source of the registration application cannot be disclosed.
Florida also describes exceptions for people in the state’s Address Confidentiality Program and eligible high-risk professionals who make a written request. This is an illustration of Florida rules, not a national standard. Another state may disclose different fields, apply different exceptions, or use a different process.
Comparing access, cost, timing, and permitted use
Calling one record “public” and the other “private” is too broad to be useful. The practical answer depends on the authority, the particular field, the requester, the purpose, and the format requested.

Pick the symptom - the matching free tool is one click away.
- Authority: The FEC maintains federal campaign-finance disclosure systems. State or local election authorities maintain voter-registration systems and may maintain state campaign-finance systems.
- Record unit: A campaign filing describes a committee’s receipts or disbursements and may contain an itemized contribution. A voter record describes a person’s registration and, where permitted, participation history.
- Timing: The FEC says federal reports become public within 48 hours of receipt. A state voter-file request may be fulfilled on a different schedule, and an individual online status check may be immediate while a bulk request takes longer.
- Cost: Federal FEC tools provide online access to federal filings. State voter-file access may be free, may involve a copying or processing charge, or may use a fee schedule set by state law. The existence and amount of a fee must be confirmed with the responsible office.
- Eligibility and purpose: Some states limit bulk files to particular requesters or approved purposes. Most states prohibit commercial use of voter-file information, while federal contributor information has its own restrictions on solicitation and commercial use.
- Privacy controls: Redactions, protected fields, confidentiality programs, and exceptions for certain voters differ by jurisdiction. A database export can contain fewer fields than the election office’s internal system.
These differences explain why a person may be able to search a federal contribution report without proving a special status, yet need an application, agreement, identification, or stated purpose to obtain a state voter file. They also explain why a fee or a redacted field in one state says little about another state.
How to find the right record
Start by identifying the kind of information and jurisdiction you need. A federal candidate contribution, a state campaign-finance filing, an individual registration status, and a bulk state voter file are different requests with different authorities.
- For a federal candidate or federal committee contribution: use the FEC’s “How to research candidates” guide and its candidate, committee, and filing tools. Check the report itself for itemized contribution details and the relevant period.
- For a person’s voter-registration status or a state voter file: contact the state chief election office or the local election board. Ask whether the request is for an individual status lookup or a bulk file, because access rules may differ.
- For state campaign-finance records: use the FEC’s “Combined Federal/State Disclosure and Election Directory” to identify the responsible state office, then follow that office’s database and filing rules. The directory cautions that state reporting differs in level, frequency, and content.
- Before requesting or reusing records: check current eligibility, fees, field redactions, confidentiality provisions, and permitted-purpose rules with the authority that maintains the record. Rules and database practices can change.
When submitting a state request, specify the election year or date range, jurisdiction, file format, and fields sought. Ask whether the office supplies a statewide file or only county-level records, whether inactive or cancelled registrations are included, and whether a written-use certification is required. Those details can affect both the price and what the resulting file means.
The FEC is the starting authority for federal campaign-finance filings, not state voter registration or all state campaign reporting. State and local election offices are the practical sources for voter-record access and jurisdiction-specific privacy rules.
How to interpret what you find
- A name in a federal contribution report means the committee reported a contribution meeting the relevant itemization rule; it does not show how that person voted or represent all of their political activity.
- A party affiliation in a voter file is a registration-related field where the state collects and releases it; it is not a record of ballot selections or proof of support for every candidate of that party.
- A participation history entry may indicate that a person participated in an election, and sometimes the method, but not the choices they made.
- A missing public field does not prove that election officials never collected it. It may be withheld, redacted, unavailable in that database, or subject to a different access process.
- A missing contribution entry does not prove that a person made no political contribution. The report may concern a different committee or period, or the contribution may not be individually itemized under the applicable reporting rule.
- Two matching names do not necessarily identify the same individual. Compare address, employer, occupation, committee, date, and amount where those fields are lawfully available, and avoid treating a name-only match as conclusive.
- An old or amended filing may change an amount or description. Check the filing version and reporting period before quoting a figure.

Can people see who I donated to? If a contribution is reported and itemized in a federal filing, the filing can associate your name and reported details with the committee. A contribution below an itemization threshold or outside that federal system may not appear in the same way.
Is voter registration information public? Sometimes. State law determines which records and fields are available, who can obtain them, whether a fee applies, and what uses are permitted. A state’s individual registration lookup is not necessarily a public bulk file.
Can anyone see my party affiliation? Only if the state collects that field and releases it to the requester under its rules. Some states disclose it more broadly than others, and protections may apply to certain voters.

Federal donation records and voter-registration records answer different questions. FEC filings can publicly identify reported contributors and contributions under federal disclosure rules, including the more-than-$200 individual-itemization threshold and the agency’s stated 48-hour publication timetable. State voter files may expose registration or participation information, but access, fees, fields, and privacy protections vary. Neither record tells the public whom anyone chose on a secret ballot. Check the FEC for federal filings and the appropriate state or local election office for voter-record rules before drawing conclusions or reusing the information.
