Political Ad Libraries Compared: What You Can Actually Verify on Each Platform

Political ad libraries are evidence tools, not complete censuses of political speech. They can help you identify a sponsor, inspect a creative, check dates and status, and sometimes see reach, targeting or spend. However, every archive has its own definition, geography, search fields, publication delay and expiry rule. A search that returns nothing means only that no matching record was found within that service’s stated scope and your chosen query.

The practical comparison below shows what Meta, Google, TikTok, X and Snapchat currently make verifiable, where their records stop, and how to document a result so another researcher can reproduce it.

What a political ad library can—and cannot—prove

Before comparing services, separate a platform’s disclosure from an independent finding. A library may display the advertiser or page, the ad creative, dates, delivery status, impressions, reach, audience or targeting information. Those values can be exact figures, ranges, estimates or simply unavailable. The platform’s category label is also not a universal definition of political speech: one service may classify an issue ad while another excludes it.

Absence is especially easy to overstate. A missing result can reflect the wrong country, a different advertiser name, an ad outside the category, a minimum-view rule, a publication delay, an expired record or search terms that do not match the account’s identity. Report “no matching record under this search and the library’s stated coverage,” not “the platform ran no political ad.”

At-a-glance comparison

Platform What is covered Geography and time limits Search and access Useful verification
Meta (Facebook and Instagram) Political and social-issue ads, including past ads Archive retention was announced as seven years; records began reaching that limit on May 24, 2025 Public Ad Library; Ad Library API for political and issue-ad research Creative, page identity, ad snapshot and available delivery fields
Google Ads Transparency Center Political campaigns in listed regions, searchable by advertiser name or website Political advertising is listed for 13 regions; platform filtering applies to ads shown since September 4, 2023 Public web search with advertiser, website, region, platform and date controls where offered Advertiser, website, creative and available campaign information
TikTok Commercial Content Library Paid ads plus a separate collection of certain creator-disclosed commercial content EEA, Switzerland and UK; paid ads retained for one year after their last view Public search; Commercial Content API requires application approval Creative, status, target country and country-level viewers
X Downloadable historical political-ad archive May 24, 2018 to November 22, 2019 Archive download; EU DSA repository is a separate resource Whether a record exists in that bounded historical set
Snapchat Political and advocacy ads Current exact coverage and retention: not stated in the cited description Public Political Ads Library; verify live controls before relying on them Check sponsor, creative, dates, geography, spend, impressions and export options directly

Meta Ad Library: the broadest historical tool, with an important expiry date

What you can inspect

Meta describes its Ad Library as a public, searchable archive of political and social-issue ads on Facebook and Instagram, including ads that are no longer running. A result can let you inspect the creative and the sponsoring page or account identity, along with the record and status fields Meta makes available for the selected country and period. For programmatic work, Meta documents an Ad Library API. Its US example uses the POLITICAL_AND_ISSUE_ADS category, reached countries and search terms; example fields include page ID, page name and an ad snapshot URL.

The seven-year retention rule

Meta’s 2018 launch commitment was seven-year retention for these ads. Meta later said the first records to reach that limit would begin leaving the Ad Library, API and Ad Library Report on May 24, 2025. The archive therefore is not a permanent historical record. For an older campaign, record the country, query, active-status setting and date range at the time of the search, then preserve the available snapshot or corroborate important findings with independent records.

How to use a Meta result responsibly

  • Search the page or sponsor name as well as distinctive words from the creative; political committees often use a legal name that differs from their public brand.
  • Write down the selected country and whether you searched active, inactive or all ads.
  • Capture the ad’s displayed dates and fields, not just a screenshot of the image.
  • Treat the political-and-issue classification as Meta’s inclusion decision, not a legal conclusion about the message.

Google Ads Transparency Center: region-aware searching and a 2023 platform-filter cutoff

What the Center exposes

Google’s Center lets you search by advertiser name or website and presents political-ad campaign information for regions where political advertising is available. Its interface lists Argentina, Australia, Brazil, Chile, India, Israel, Mexico, New Zealand, South Africa, Taiwan, the United Kingdom and the United States. That list is a coverage boundary, not a claim of worldwide availability.

Depending on the selected region and the fields Google displays, you can inspect the advertiser identity, associated website, creative and campaign information. Use the region selector first: the same advertiser can have different records, or none, in another jurisdiction.

Understand the platform filter

Google’s interface states that platform filtering is available for ads shown since September 4, 2023. Ads shown before that date do not appear when a platform filter is selected. If you are researching an earlier campaign, remove that filter and record the resulting date scope rather than treating a filtered empty result as evidence that the campaign never ran on a particular service.

EU reporting changed in 2025

Google’s September 2025 policy update says political advertising as defined under EU Regulation 2024/900 is not allowed and that its EU Political Ads Transparency report would no longer be available as of September 2025. Older material may still be discoverable through other records, but do not describe the former EU report as a current, comprehensive archive.

TikTok Commercial Content Library: paid ads and creator disclosures are different records

Two collections, two questions

TikTok’s Commercial Content Library (CCL) has a paid Ad Library and a separate Other commercial content collection. The first covers paid ads, including ads that are paused or no longer active. The second covers certain creator-disclosed promotional content that TikTok was not paid to display. A creator post in the second collection should not be counted as a paid campaign impression.

The CCL is available without a TikTok account, but its stated coverage is the European Economic Area, Switzerland and the United Kingdom. A result outside that boundary should not be inferred from a search conducted elsewhere.

Publication and retention

TikTok says campaign ads generally enter the library within 24 hours of initiation. A paid ad enters the Ad Library after it has at least one view and remains for one year after its last view. This creates two blind spots: a newly launched campaign may not be visible immediately, and an ad with no view is not included under the stated rule.

Audience information and search controls

TikTok says country-level information includes where the ad was shown and the unique users by country who saw it at least once. The interface allows selection of target country, ad type, published date and advertiser name or keyword, and sorting by audience size, last shown date or published date. “Unique users” is a platform measure, not a universal count of every person exposed across devices or services.

API access is not automatic

The Commercial Content API supports advertiser-name or keyword searches across ads and other commercial content, with ad, advertiser and targeting metadata. TikTok says access requires application approval, so it is not unrestricted bulk access. Researchers should keep the approval requirement and the one-year retention rule in their methodology.

X: a narrow historical archive, not a current political-ad census

X’s help documentation points to a downloadable political-ad archive covering ads that ran from May 24, 2018 through November 22, 2019. That date range is the archive’s central limitation: the cited documentation does not establish coverage of current campaigns.

X also discusses an Ads Repository for European Union Digital Services Act ad transparency. It is a separate resource, not a continuation of the historical political-ad archive and not evidence of a comprehensive current political library. When reporting an X result, state which resource you used and whether the record falls inside the historical dates.

Snapchat: a library exists, but verify live fields before making precise claims

Snap describes a public Political Ads Library for finding details about political and advocacy ads on Snapchat. The indexed official description establishes the tool’s purpose but does not provide enough current detail to confirm its exact searchable fields, geographic coverage or retention period.

Before publishing a Snapchat finding, check the live interface for the advertiser or sponsor label, creative, date range, geography, spend or impressions, and any search or export controls. Mark any field that is not displayed as “not stated” rather than filling it from assumptions about another platform. Do not use the existence of the library alone to claim that Snapchat offers the same historical depth or targeting disclosure as Meta or TikTok.

How to compare a result across platforms

1. Define the message and jurisdiction

Write down whether you mean an election ad, an issue or advocacy message, a paid commercial ad, or creator-disclosed content. Select the country or region before searching. EU, UK, US and other records can be governed by different platform policies and legal requirements.

Best Value

2. Search identity variants

Run the sponsor’s public name, legal name, page or account name, website and distinctive creative wording. Record spelling, language and date filters. A keyword-only search can miss a record filed under a committee, agency or parent organization.

3. Capture the complete record

Save the creative, sponsor or advertiser, dates, status, selected geography, platform, spend or impression fields, audience measures and targeting fields exactly as shown. Label every number as an exact value, range, estimate or unavailable. For API work, retain the query parameters and retrieval date.

4. Check scope and retention

Compare the campaign dates with each service’s limits: Meta’s seven-year expiry, Google’s September 4, 2023 platform-filter threshold, TikTok’s 24-hour publication expectation and one-year-after-last-view retention, and X’s 2018–2019 archive window. For Snapchat, verify the live library’s current rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Phrase negative findings narrowly

Use a sentence such as: “No matching record appeared for this advertiser, country, category and date range in the library checked on [date].” Do not convert that result into a claim that no ad ran. If the finding matters, compare another library, a regulator’s record or an independently preserved copy.

EU rules and platform policy are related but not identical

Regulation (EU) 2024/900 establishes common transparency and targeting rules for political advertising. The European Commission says political ads should be clearly labelled and identify, among other information, who paid, the costs and the audience targeted when targeting or delivery techniques are used. The Commission announced that the rules began applying on October 10, 2025.

The regulation does not require every platform to continue selling political ads or to maintain a voluntary public archive in every country. The Commission states that “The Regulation does not regulate the content of political ads.” Meta said it would stop allowing political, electoral and social-issue ads in the EU from early October 2025, citing the regulation’s requirements and legal uncertainties. Google likewise updated its policy in September 2025 to disallow EU political advertising under the regulation and end its EU transparency report. Those are platform policy decisions made in response to the legal environment; they should not be presented as proof that every historical EU record disappeared.
