The reported targets are London, South West England, North West England, North East England, Scotland, Wales, Yorkshire and the Humber, and the West Midlands.
This is not a ban on Amazon Fire TV Stick hardware. The issue is whether a device or subscription is being used to obtain paid television, films or sport without authorisation. The eight-region list is media-reported enforcement activity, not a complete police map confirming simultaneous raids in every area.

The list was reported by HDGoals, UNILAD Tech, LADbible and SportBible between 8 and 10 March 2026. Those reports do not provide a complete list of towns, addresses or police forces, and they do not establish that all eight regions experienced raids at the same time. The reports describe 14 identified cases in a phase associated with 14 November 2025: 12 people reportedly received cease-and-desist notices and two received notices during “knock-and-talk” visits. “Case” is not defined in the available reporting as a conviction or a particular police-force investigation.

What Operation Eider is
Operation Eider is an ongoing anti-illegal-streaming campaign associated with FACT and UK law-enforcement partners. It is not a new law or a single publicly mapped nationwide raid. Different phases have involved intelligence-led investigations, rights-holder evidence, warnings, interviews, arrests, equipment seizures and prosecutions.
How enforcement can work
- Investigators identify suspected operators, suppliers and resellers.
- FACT or police may send a cease-and-desist notice or conduct a “knock-and-talk” visit.
- Suspects may be interviewed under caution, arrested or have Fire Sticks, phones, computers and other devices seized.
- Investigators can ask social-media platforms and online marketplaces to remove adverts.
- Where evidence supports it, activity can lead to criminal prosecution.
FACT reported a 2024 operation aimed at 30 suppliers, with three arrests, 40 official warnings and seizures of modified Fire Sticks and digital devices in its account of the operation: FACT’s July 2024 release. A separate March 2024 week of action by FACT and the Police Intellectual Property Crime Unit (PIPCU) involved 11 people: one arrest and 10 interviews under caution (FACT).
FACT also reported Merseyside arrests connected with Operation Eider in 2025; the suspects were released under investigation (FACT, 16 February 2026).

What makes a Fire Stick “dodgy”?
The hardware is a normal Amazon product. The legal and security concern is the software, subscription or access supplied with it.

“Fully loaded”, “jailbroken”, “cracked” and similar labels usually indicate a device configured to access unauthorised services. Sideloading software is not, by itself, proof of an offence; the important questions are what the software provides and whether the user knows the access is unauthorised. A VPN has legitimate privacy uses and is not proof of piracy.
Are viewers being targeted, or mainly sellers?
Documented enforcement has generally concentrated on operators, suppliers and resellers: people running services, selling subscriptions, configuring devices or advertising access. Ownership of a standard Fire Stick is not the target.

Users can still come into investigations. Supplier records and seized devices may identify customers. FACT reported visits and warnings to suspected subscribers in an earlier operation, and the Premier League said investigators identified more than 1,000 customers linked to one illegal-streaming operation (FACT; Premier League). That does not mean every customer will be visited, raided or prosecuted.
It is useful to distinguish four groups:
- Operators: run the streaming infrastructure.
- Suppliers and resellers: sell devices, credentials or subscriptions.
- Users: watch unauthorised content.
- Advertisers and platform accounts: promote or distribute the service.
What is the UK legal position?
A legal Fire Stick is not prohibited. Potential liability arises from knowingly obtaining or supplying unauthorised access to paid content, and the exact offence depends on the facts, the service and the evidence. FACT and rights holders have described modified devices and illegal IPTV subscriptions as unlawful. Some reporting has linked illegal streaming to section 11 of the Fraud Act 2006, concerning obtaining services dishonestly, but that is not a substitute for case-specific legal advice.
A warning letter is not a conviction or charge. It is an assertion that an organisation believes it has evidence connecting someone with suspected conduct. Ignoring a warning and continuing the activity can increase enforcement risk.

What penalties have courts imposed?
The most severe published sentences concern commercial supply or operation, rather than simply owning a device:

These cases are not a standard tariff for every viewer. Commercial scale, fraud allegations, continued activity after warnings and multiple offences are material differences.

Unofficial services do not necessarily contain malware, but they generally lack the security controls, transparency and support offered by recognised providers. FACT and Merseyside Police have warned of malware, phishing, theft of personal and banking information, identity fraud and unauthorised access to devices or home networks (FACT).

What to do if you have bought or used one
- Stop using any app or subscription that supplies paid content without authorisation.
- Cancel the service if it is safe and possible to do so.
- Do not resell, give away or advertise the device.
- Remove unofficial apps and reset the Fire TV device to factory settings.
- Change email, banking, shopping and other passwords used on the device or the same home network.
- Enable multi-factor authentication wherever available.
- Check bank and card statements for suspicious transactions.
- Run security checks on other devices that shared the network.
- If FACT or police contact you, do not ignore the notice; obtain advice from a qualified UK solicitor.
- Use official applications and authorised subscriptions thereafter.
Legal alternatives for sport, films and television
Buy hardware from an official retailer and install recognised apps. Check the live provider page for UK availability, current pricing, contract terms, cancellation rules and simultaneous-stream limits.

- Sky TV and Sky Sports for packages covering selected television and sport.
- NOW for selected Sky entertainment, cinema and sports passes without a traditional Sky package.
- TNT Sports through discovery+ for the content included in its current UK plan.
- Disney+ and Netflix for authorised on-demand entertainment.
No single service necessarily carries every sport, channel or programme. Be especially cautious of sellers promising “all channels” or “every sport” for a tiny annual fee.
