The available official documents do not verify the reported $205-million cost, and a 2025 public-hearing notice is not proof that the project received environmental clearance or began construction.
What is PNB Holdings building in Makati?
PHC’s environmental assessment describes a project called “THE LEGACY TOWER,” with retail, office, hotel and residential uses. It is a proposal, not confirmation that the final design has been approved or built. The assessment is hosted by the Philippine government’s NCR Environmental Management Bureau.

Proposed height and uses
The assessment specifies 54 storeys and nine basement levels. It does not establish a final height above ground, a completed design, or a construction schedule. The document’s anticipated employment and development benefits are projections, not measured results.
Where will the PNB tower be built?
The proposed site is PHC’s Buendia Property, an 8,000-square-metre lot at Buendia Avenue, also known as Gil Puyat Avenue, and Paseo de Roxas in Barangay Urdaneta, Makati. PHC’s February 2026 prospectus identifies the property and discusses redevelopment ambitions for the company’s Makati and Pasay sites.

Is the $205-million PNB tower approved or under construction?
The $205-million figure cannot be verified from the available official materials. PHC’s prospectus, the project assessment, and the retrieved official company and exchange pages do not establish the figure’s source, currency basis, estimate date or cost scope. It should not be treated as a confirmed project budget.
The latest specific permitting evidence available here is an NCR Environmental Management Bureau notice listing a public hearing for August 27, 2025. A hearing notice establishes that a hearing was scheduled; it does not establish whether an Environmental Compliance Certificate or other permits were later issued, or whether construction started. The sources cited here do not provide a construction start date or completion schedule.

What has PHC said about the redevelopment?
In its October–December 2024 newsletter, issued January 31, 2025, PHC said design development had commenced and that it was working with foreign architectural firms on redevelopment plans. The newsletter also reported Dr. Lucio Tan’s ambition to build the Philippines’ tallest building. That is historical context about an aspiration—not confirmation that the Legacy Tower has a final height, approval, or construction underway. PHC vice president for business development Julio Jude Montinola said: “We are excited about planning for the redevelopment of our properties in Makati and Pasay as we see a very huge growth potential in these areas.”
What do PHC’s listing and finances tell us?
They provide corporate context, but do not establish a tower budget or financing commitment. The Philippine Stock Exchange reported that PHC, under ticker LTL, listed by way of introduction on September 25, 2026. It listed 46.93 billion shares at an initial listing price of ₱1.20 per share, including 23.9 billion shares declared as property dividends by parent Philippine National Bank. The PSE described PHC’s activities as leasing office, retail and commercial space, providing co-working spaces and parking concessions, and operating event venues.

PHC’s August 27, 2026 first-half update reported revenue of ₱634.3 million for H1 2026, compared with ₱502.7 million for H1 2025, and net income of ₱209.9 million for H1 2026. The company also reported total assets of ₱50.894 billion and cash and cash equivalents of ₱3.025 billion as of June 2026, a debt-to-equity ratio of 0.02, and no interest-bearing loans at that date. Those company-reported figures describe PHC overall; they do not show that funds have been committed to the Legacy Tower or that a project cost is secured.
