For clean, homogeneous and well-sorted plastic, mechanical recycling is usually the better choice. It keeps the polymer in material use and generally requires less energy than making virgin plastic. Plastic-to-plastic chemical recycling can complement it when contamination, mixed polymers or quality loss make mechanical processing impractical, but its advantage depends on verified yields, energy sources and whether the output actually replaces virgin polymer. Plastic-to-fuel processes such as pyrolysis and gasification can manage some residual waste, yet their products are burned, so they are less circular than making new plastic.
There is no universal winner for every load. The right option depends on the waste stream, the product that comes out, the material displaced, process emissions, transport, local infrastructure and the rules used to count recycling.

Mechanical recycling sorts, washes, shreds and melts plastic without changing the polymer’s chemical building blocks. The melt is formed into pellets or another product that can be used in manufacturing. The US Environmental Protection Agency identifies it as the predominant recycling method. It works best when a stream contains one known polymer, low contamination and a dependable market for the recycled resin.

Plastic-to-fuel
Plastic-to-fuel is a thermolysis route: heat breaks plastic down in processes such as pyrolysis, thermal cracking or gasification. The main products are fuels, syngas or other energy carriers. OECD places these thermal processes in the plastic-to-fuel category. Burning the resulting fuel releases its carbon, so the output does not preserve plastic material value.
Plastic-to-plastic chemical recycling
Chemical recycling in the material sense uses solvolysis, depolymerisation or related chemistry to break polymers into monomers or other feedstocks for new polymers. The feedstock can then be purified and made into plastic again. This is different from incineration, which recovers heat, and from a process that produces only fuel.
Terminology varies by regulator and company. Ask what the plant’s output physically is and where it goes rather than relying on the label “advanced” or “chemical.”
The criteria that determine which route is better
A sound comparison uses the same functional unit and counterfactual for all options. The European Commission’s Joint Research Centre says the preferred management option should maximize material recovery while minimizing processing impacts, reflect the technical requirements of the specific waste stream and remain economically feasible.
1. Circularity of the output
A recycled polymer or monomer can substitute for virgin polymer in another product. A fuel substitutes for another fuel and is then consumed. That difference places material-recovery routes higher in the waste hierarchy when they are technically and environmentally viable. A fuel plant may still be preferable to landfill for a residual stream, but fuel production is not equivalent to producing new plastic.

2. Feedstock tolerance
Mechanical systems need relatively clean, well-sorted material. Adhesives, food residue, pigments, multilayer structures and incompatible polymers can lower pellet quality or force the material into a lower-value product. Chemical processes may handle a broader mixture, but they still need sorting and pretreatment to remove metals, glass, water, chlorine, dirt and other substances that damage equipment or contaminate the output. “Accepts mixed plastic” never means “requires no preparation.”
3. Full life-cycle energy and climate effects
Include collection, sorting, washing, transport, process heat, electricity, chemical production, plant efficiency, product yields and the virgin material or fuel that is displaced. A process can have low emissions at the plant gate yet perform poorly when it uses carbon-intensive electricity or produces a low yield. Conversely, a process with substantial heat demand may look better when it uses recovered heat and displaces an emissions-intensive product.
4. Pollution and toxicity
Greenhouse-gas results do not cover every impact. Compare air pollutants, wastewater, solvents, catalysts, solid residues, hazardous contaminants and worker or community exposure. A chemical route can reduce climate impacts in one model while increasing another category. Any claim of superiority should identify the impact categories assessed.
5. Evidence quality and commercial maturity
Mechanical recycling has extensive operating experience. Some chemical-recycling systems have limited public data from commercial plants, making results sensitive to assumed yields, uptime, allocation rules and whether co-products receive environmental credit. Require measured operating data where possible and show uncertainty ranges rather than presenting a single modeled value as a universal fact.
6. Economics and infrastructure
Collection contracts, sorting capacity, transport distance, plant scale, resin quality, product buyers and policy definitions can reverse a ranking. A technically impressive process that lacks a local outlet may have a larger real-world footprint than a nearby mechanical plant with a stable buyer.

What the climate and energy evidence shows
The OECD reported that fossil-based plastics were associated with 1.8 gigatonnes of carbon-dioxide equivalent in 2019, or 3.7% of global emissions. About 90% of plastics life-cycle emissions occurred during polymer production and conversion, while end-of-life accounted for about 10%. This means replacing virgin polymer production can matter more than optimizing a small end-of-life step, but the replacement must be real and sustained.
The same OECD assessment found that only 9% of plastic waste was ultimately recycled after recycling losses. Nineteen percent was incinerated and almost 50% went to sanitary landfills. These figures describe the global situation in the OECD’s 2022 analysis; they are not the performance of every country or plant.
Findings from comparative studies
| Study and scope | Finding | How to use it |
|---|---|---|
| NREL comparison, 2023 | Mechanical recycling and glycolysis had the lowest greenhouse-gas emissions among the pathways compared, and recycling used less energy than virgin production. | Supports prioritizing mechanical recycling for suitable streams; it does not rank every chemical process or every electricity mix. |
| Jeswani et al., 2021, modeled mixed plastic waste | Pyrolysis recycling had 50% lower carbon dioxide equivalent emissions than energy recovery. Its global-warming potential was comparable to mechanical recycling in that modeled system. | Shows that a defined pyrolysis system can outperform incineration; it does not make all pyrolysis plants equal or prove fuel output is circular. |
| Shrestha et al., 2026, comparative life-cycle assessment | Reported 9,443 kg CO2e per tonne for monomer recovery, 11,830 kg CO2e/t for mechanical recycling and 13,700 kg CO2e/t for plastic-to-fuel. | These are study-specific results. Allocation, yields, energy supply and the displaced products must be checked before applying them elsewhere. |
The numbers illustrate why a single “lowest-carbon” answer is unsafe. Rankings change with the system boundary, electricity mix, transport, process heat, product yields, allocation method and baseline product being displaced. OECD states that the environmental impact of plastic-to-plastic chemical recycling is far from fully understood, and NREL’s results should not be read as a certification of every commercial design.
When mechanical recycling is the better answer
Clean bottles, containers and production scrap
Use mechanical recycling first when the stream is dominated by a known polymer, contamination can be removed at reasonable energy and water cost, and a buyer will use the resulting resin. Closed-loop applications, in which recycled material returns to a similar product, retain more value than applications that merely accept a lower-grade output.
Why mechanical systems can still fail
- Different polymers melt at different temperatures and can weaken the final product when mixed.
- Food, oil, labels, adhesives and moisture increase washing and reject loads.
- Heat and repeated processing can reduce molecular weight or color quality.
- Some packaging combines layers that cannot be separated economically.
Failure does not automatically justify fuel production. First check whether better collection, optical sorting, redesign, a different mechanical specification or a qualified secondary market can recover the material.

When plastic-to-plastic chemical recycling makes sense
Streams that lose too much value mechanically
Solvolysis or depolymerisation may be useful for mixed or contaminated streams when mechanical processing would produce a low-grade product or excessive rejects. The strongest case is one in which the process produces a well-characterized feedstock that is actually converted into new polymer.
Questions to ask a chemical-recycling project
- What is the output? Obtain a mass balance showing monomer or polymer-feedstock quantities, fuel and gas co-products, water, sludge and unrecovered residue.
- What product is displaced? Confirm the buyer, specification and volume of virgin polymer that will be replaced, not merely a plan to sell an intermediate.
- What is the net yield? Check yield after sorting, pretreatment, conversion and purification, rather than the reactor yield alone.
- What energy and chemicals are required? Review electricity, process heat, solvents, catalysts, water treatment and waste handling.
- What evidence is public? Prefer measured plant data, transparent life-cycle assumptions and sensitivity analysis over a single optimistic scenario.
- How are co-products credited? Ensure that credits for fuel, heat or other products do not count the same avoided impact twice.
A chemical process should be credited as recycling only to the extent that its material output becomes new polymer or demonstrably substitutes for virgin polymer under the applicable accounting rules.

Where it can help
Thermolysis can process some residual plastics that are too dirty, mixed or degraded for practical material recovery. It may reduce reliance on landfill or energy recovery when the alternative is poorly controlled disposal, and a high-efficiency system can produce a useful fuel intermediate.
Why it is not the same as plastic recycling
Fuel is combusted. Its carbon returns to the atmosphere, and the plastic’s polymer value is not retained. If the comparison is against landfill, plastic-to-fuel may show a benefit in a particular life-cycle model. If the comparison is against mechanical recycling that produces usable resin, the fuel route generally has a weaker circularity claim.

Whether pyrolysis is legally counted as recycling depends on the jurisdiction and the output. A pyrolysis oil that is refined into feedstock for new plastic may be classified as chemical recycling under some rules, subject to mass-balance and verification requirements. Pyrolysis that produces fuel for combustion is plastic-to-fuel, not material recycling in the ordinary sense. Always identify the end use and the governing definition.

Pollution, residues and safety checks
Each pathway moves pollutants to different control points. Mechanical recycling concentrates dirt and rejected material in wash water and solid residues. Chemical systems can require solvents, catalysts, high temperatures and purification; their waste streams need treatment. Thermal systems must control air emissions and manage char, ash, oils and contaminants that enter the reactor.
Ask operators for permits, emissions monitoring, wastewater results, residue classification and emergency controls. A lower greenhouse-gas result does not establish lower toxicity, lower local air pollution or lower water use. Compare those categories separately and state where data are unavailable.
A practical decision procedure for a real waste stream
- Characterize the material. Measure polymer types, moisture, food and chemical contamination, multilayer content, additives, metals and seasonal variation. Use representative samples rather than one hand-sorted batch.
- Apply the waste hierarchy. Reduce unnecessary material first, then reuse where safe and practical. For material that must be discarded, test mechanical recycling before more intensive routes.
- Check the mechanical outlet. Confirm sorting specifications, reject rates, resin quality, buyer requirements and transport distance. A theoretical recycler is not an available outlet.
- Evaluate chemical recycling only for the remainder. Require a documented mass balance, net material yield, energy and chemical inventory, product specification and buyer commitment.
- Use plastic-to-fuel for residuals. Compare it with the actual alternative—landfill, incineration or export—not with an ideal mechanical system that cannot accept the material.
- Run a matched life-cycle assessment. Use the same functional unit, time period, transport assumptions, electricity mix, allocation rules and displaced product for every option. Report greenhouse gases, energy, water, air pollutants, toxicity and residues.
- Verify performance after startup. Track input composition, uptime, yields, rejects, product sales, emissions and destination of every output. Recalculate results when the feedstock or energy source changes.
How to choose by common plastic scenario
| Waste situation | Preferred starting point | Reason and next check |
|---|---|---|
| Clean, single-polymer bottles or containers | Mechanical recycling | Sorting and washing can preserve polymer value; verify a stable resin buyer. |
| Clean factory scrap with known composition | Mechanical recycling, often near the point of generation | Low contamination and short transport usually improve yields and energy performance. |
| Mixed packaging with layers or incompatible polymers | Mechanical trial, then plastic-to-plastic chemical recycling if quality is inadequate | Document pretreatment, net yield and virgin-polymer substitution. |
| Heavily contaminated or degraded residual plastic | Compare chemical recycling and plastic-to-fuel against the real disposal alternative | Neither route is automatically preferable; include residues, emissions and energy source. |
| Material that can be reused safely | Reuse before recycling | Reuse avoids the processing step and retains the product already made. |
Costs, scale and policy realities
There is no universal cost ranking. Mechanical plants generally benefit from established collection and sorting systems, but they can lose money when contamination is high or recycled resin prices fall. Chemical and thermal plants require specialized equipment, reliable feedstock and substantial capital; low utilization can erase modeled environmental benefits. Transport matters because a low-yield process supplied from far away may perform worse than a local option.
Policy rules also affect reported results. Some systems permit mass-balance accounting, in which recycled feedstock is allocated across products made in a connected supply chain. Others require physical tracing or restrict what counts as recycling. Read the rule that applies to your jurisdiction before accepting a recycled-content claim.
Bottom line: a hierarchy, not a slogan
Choose mechanical recycling for clean, sorted plastic whenever the process can produce a useful, marketable resin. Choose plastic-to-plastic chemical recycling when contamination, mixing or quality loss prevents that route and the plant can prove that its output replaces virgin polymer with acceptable energy, pollution and toxicity performance. Use plastic-to-fuel as a residual-management option, judged against the disposal pathway it actually replaces. No pathway should receive credit from a generic label; the feedstock, measured outputs, energy system and counterfactual determine the result.
