Moncalieri mayor Lorenzo Mauro has put the proposed data-center campus at the former ILTE industrial site on hold. The plan is not an approved or operating facility: after a 6 October services conference raised unanswered questions about electricity, water, cooling, land remediation and public infrastructure, Mauro said the project is “not acceptable as presented” and called for further technical review and public discussion.
What the mayor’s decision means
The municipality has not issued a final approval for the campus. A negotiated executive plan application was filed on 29 July 2026 for Via Fortunato Postiglione 14 in the Vadò area, according to Moncalieri’s transparency record. The pause means the proposal must be clarified and discussed before the town takes a decisive administrative step.

On 8 October, Mauro said in Italian, “Al momento questo progetto non è accoglibile, ci sono troppe cose che vanno ancora valutate, tra cui l’approvvigionamento energetico e soprattutto vogliamo coinvolgere la cittadinanza.” In English, he said the project could not currently be accepted because too many matters—including energy supply—still needed assessment and residents had to be involved. On 13 October he repeated: “Il risultato è chiaro: il progetto, così come presentato, non è accoglibile” (“The result is clear: the project, as presented, is not acceptable”).

Reporting by the Piemonte Regional Council and Rai TGR Piemonte describes a large campus rather than a single server building. The figures below describe the submitted concept; they are not an approved final build-out.

The 576 MW figure indicates the maximum electrical capacity described for the concept, not a confirmed grid connection or a guaranteed level of consumption. No binding utility contract, construction timetable or independently published final investment figure has been established.
Why the proposal was paused
Electricity supply is unresolved
Mauro specifically listed electricity procurement as an open issue. A campus of the proposed scale would require a documented energy-supply and grid-connection plan, but the public statements do not establish that such arrangements have been secured. The mayor has therefore treated power availability as a matter requiring evidence before approval.

Water, cooling and discharge plans are incomplete
The 6 October conference identified unclear water demand, unspecified cooling systems and unanswered questions about how water or other discharges would be managed. That means the public record does not yet provide a reliable water-use figure for the campus. Cooling technology matters because it affects water withdrawals, wastewater, energy efficiency and heat output; none of those choices had been specified sufficiently for the municipality.
Land remediation and hydraulic safety need more work
The area proposed for public green space requires remediation. Officials also left open questions about hydraulic safety, the amount of impermeable surface and the urbanisation works needed to support the development. These issues can affect flood risk, drainage design, construction obligations and the condition of land ultimately handed to the town.

Municipal costs and transferred land are contested
The property owner proposed roughly €4.1 million of works and a transfer of almost 40,000 square metres to Moncalieri. Municipal offices expressed reservations about accepting future maintenance responsibilities for that land and infrastructure. The proposal therefore raises a public-finance question in addition to its private construction costs: what the municipality would have to maintain, and at what long-term expense.
Noise, heat, emergency power and jobs lack guarantees
Mauro also named noise, heat recovery, emergency generators and employment guarantees as unresolved. Data centers commonly require backup generation and continuous cooling, so the project needs a clear plan for generator operation, acoustic impacts and whether waste heat can be recovered. The stated workforce is a planning figure, not a binding commitment to a guaranteed number of permanent jobs.

Where the approval process stands
The latest conference findings had not yet been formally recorded when Mauro announced the pause, according to reporting by Open. That procedural detail does not amount to approval or rejection; it means the technical record was still being completed while the mayor publicly signalled that the submitted version could not proceed unchanged.

Mauro has called for a new discussion with the property owner and for residents to be involved. A revised proposal would need to answer the energy, water, cooling, discharge, remediation, drainage, noise, heat-reuse, emergency-generation and employment questions, as well as clarify the municipality’s infrastructure and maintenance obligations.
Is the project’s cost known?
No independently published final investment figure has been established. Open used a €5 billion description in a headline for the maxi-project, but the cited material does not verify that amount as an approved or independently confirmed project cost. It should therefore not be treated as the project’s settled budget.
How Piemonte’s wider policy debate affects Moncalieri
On 22 September, the Piemonte Regional Council reported that the regional government was consulting stakeholders while preparing legislation to regulate digital infrastructure. Councillor Valentina Cera cited the Moncalieri proposal as an example of why municipalities need a clear, uniform and preventive framework for large data-center developments.
That regional work does not decide Moncalieri’s application. It does, however, place the local review in a broader debate over grid capacity, water and land use, environmental safeguards, public benefits and how early communities should be consulted.

What is still undecided
- Whether the municipality will accept a revised version of the negotiated executive plan.
- The final electrical connection, procurement arrangements and operating demand.
- The campus’s water requirement, cooling technology and discharge controls.
- The remediation method and the treatment of drainage, impermeable surfaces and hydraulic risk.
- Noise limits, emergency-generator operation and any heat-recovery system.
- Binding employment guarantees and the division of infrastructure and maintenance costs.
- A verified final investment total, construction schedule and start date.
