Pipeline vs. Rail for Transporting Crude Oil: Cost, Capacity, and Environmental Trade-Offs

For U.S. crude oil, pipelines are often less expensive per barrel when a suitable route has spare capacity, while rail can reach destinations pipelines do not serve and offer flexibility when pipeline capacity is tight. There is no universal route-level winner: costs and practical capacity depend on the origin, destination, timing, and infrastructure available. Safety comparisons also require more than raw spill counts, and the available evidence does not establish a current, directly comparable lifecycle-emissions winner.

Is it cheaper to transport oil by pipeline or rail?

Usually, pipelines have a cost advantage where a connected route has capacity, but the comparison is conditional rather than a fixed price rule. The U.S. Energy Information Administration (EIA) says Canadian crude imports by rail are often more expensive than by pipeline; shippers still use rail when pipeline capacity is insufficient or when reaching an alternative destination is valuable. That finding concerns Canadian crude entering the United States, not every route or petroleum product. EIA, November 4, 2021.

Cost should be assessed as delivered cost per barrel on the same lane and over the same period. Pipeline tariffs and available capacity, rail equipment and terminal access, delivery point, and the value of reaching a different market all affect the decision. Crude-price differences between regions can also change whether the extra flexibility of rail is worthwhile; EIA’s historical market accounts describe how changing production, price spreads, and new infrastructure affected crude-by-rail volumes and options. EIA, 2016; EIA, 2018.

Do not treat older published estimates as current shipping rates. EIA reported Wolfe Trahan estimates from 2012 of $10–$15 per barrel by rail versus about $5 per barrel by pipeline. Those are historical estimates, not current tariffs or a general price comparison; actual costs vary by route and conditions. EIA, 2012.

How do pipeline and rail capacity differ?

A pipeline is fixed infrastructure with substantial throughput potential along its connected route. Rail can use the wider rail network to serve locations without a direct oil-pipeline link, but it still needs suitable terminals, network access, and available rail equipment. An agency illustration comparing pipeline throughput with many tank cars conveys scale, not a capacity specification for a particular pipeline or train service. PHMSA pipeline FAQ.

Capacity additions can change which mode is useful. EIA reported that the Enbridge Line 3 replacement became fully operational on October 1, 2021, with stated capacity of 760,000 barrels per day. In its account, the added capacity could reduce the need for rail imports from Canada. This is a project-specific figure and example, not a capacity estimate for pipelines generally. For a real shipment decision, first fix the origin, destination, crude grade, and delivery timing. Then compare connected pipeline capacity with available rail terminals and service, required throughput, schedule, and the value of destination flexibility. A national-level claim that one mode is always cheaper or more capable misses these route constraints.

Which is safer: oil by pipeline or rail?

A simple comparison of incident totals cannot establish which mode is safer. Counts need a defined period, incident threshold, exposure denominator, and outcome measure; a mode carrying more volume or covering more transport distance may accumulate more incidents without having a higher rate per unit of transport.

PHMSA’s Valuation of Crude Oil Spills in Transportation Incidents analyzes reported onshore pipeline and rail incidents with nonzero crude-oil releases from January 1, 2005, through December 31, 2022. Its database contained 3,734 such incidents; 3,581 reported associated costs, including 340 rail incidents and 3,241 pipeline incidents. The 153 records without reported costs were excluded from further cost analysis. These are counts within that report’s defined scope, not exposure-adjusted risks or current incident rates. PHMSA report.

Consequences also differ by event type. In the same historical analysis, rail derailments were relatively infrequent among rail causes but had larger median costs and spilled volumes than other rail causes: median total cost was $941,646 and median release was 13,937 gallons. Those medians describe the report’s derailment incidents, not a forecast or a complete comparison of all hazards. PHMSA report.

PHMSA publishes pipeline performance measures that include accidents affecting people or the environment and volume spilled per barrel-mile transported. The agency explains that some pipeline categories are excluded from these measures. A pipeline barrel-mile measure should not be directly compared with rail incident counts unless the periods, exposure units, incident thresholds, and outcomes are aligned. Which mode has lower emissions?

The available official material does not establish a current, directly comparable lifecycle greenhouse-gas figure per barrel-mile for crude oil moved by pipeline versus rail. A railroad energy-intensity report describes rail emissions generally, but does not by itself provide a like-for-like comparison with crude pipelines. Without consistent boundaries and a shared unit of transport work, a numerical emissions winner is not supported. Federal Railroad Administration report.

That evidence limit is specific to a quantified lifecycle comparison; it does not mean environmental effects are identical. A sound comparison would need to define which emissions and other impacts are included, and measure both modes using the same functional unit and boundaries. Spill consequences and transport emissions are separate questions and should not be collapsed into a single unsupported environmental score.

How to compare two actual shipping options

  1. Set the lane: use the same origin, destination, crude grade, delivery window, and period for both options.
  2. Calculate delivered cost: compare total cost per barrel, including access to the relevant pipeline capacity or rail terminals, rather than applying an old national estimate.
  3. Check usable throughput: distinguish nominal infrastructure capacity from capacity actually available when the shipment is needed.
  4. Value flexibility: include whether the shipper needs an alternate destination or schedule and what that option is worth.
  5. Compare safety on aligned terms: use incident definitions and exposure-adjusted measures for matching periods, not unadjusted totals.
  6. Compare environmental impacts consistently: require the same lifecycle boundary and unit of transport work for both modes; if those are unavailable, leave the numerical emissions ranking unresolved.

The sources here mainly address crude oil. Refined petroleum products may use different networks and shipment patterns, so the crude-oil comparison should not automatically be applied to every petroleum product. EIA’s current rail-movement series, released September 30, 2026, provides estimates based on EIA analysis of Surface Transportation Board information and other data; it can help describe rail movements, but a movement series alone does not establish current route-level rates or a lifecycle-emissions comparison.
