When someone opens an uncached WordPress page, a worker loads WordPress, the active theme and plugins, runs database or remote calls, and returns the response. If every child process is occupied, new requests wait or time out. Increasing the worker limit can raise concurrency, but it cannot make slow PHP code, database queries or external calls finish faster.
Antihost offers managed WordPress hosting with free migration, one-click staging and a 14-day free trial.
This distinction explains the common “all PHP workers are busy” warning. The useful fix is usually to reduce the time each request occupies a worker, then add capacity only when memory, database performance and cache behavior show that more concurrency is safe.

What a PHP worker is
On a typical WordPress stack, the web server receives a browser request. Nginx or Apache forwards a request for a PHP resource to PHP-FPM, often through a Unix socket. PHP-FPM chooses an available child process from its pool. That child process is what hosting dashboards commonly call a PHP worker.
The worker runs the PHP code needed for the request: WordPress bootstrap files, the selected theme, active plugins and any application logic they call. Most dynamic requests also issue database queries. The worker may contact another service over HTTP, resize an image, process an upload or run scheduled-task code before returning HTML, JSON or another response to the web server. The web server then sends that response to the browser.

A worker normally handles one request at a time. A site with 10 children can therefore execute up to 10 PHP requests concurrently, subject to CPU, memory, database and other limits. It does not mean that only 10 visitors can use the site: static files, cached pages and visitors whose requests arrive at different times may never need a PHP child.
How one WordPress request moves through the stack
- The browser asks for a URL. The request may be for a page, an administration screen, an AJAX endpoint, the REST API or a login action.
- The web server classifies it. CSS, JavaScript, images and fonts can be served directly. A cache hit can also return stored HTML without invoking PHP.
- PHP-FPM receives dynamic work. Nginx or Apache passes the PHP request to the configured FPM pool.
- A child process is assigned. An idle child starts executing immediately. If all children are occupied, the request waits in a queue or eventually reaches a web-server, FPM or application timeout.
- WordPress loads. Core code, the active theme and enabled plugins run. They may read or write the database, call remote APIs, inspect files or perform media processing.
- The response returns. PHP-FPM sends the result to the web server, which sends it to the browser. Separate asset requests may follow and are handled independently.
This path is why a fast cached homepage and a slow uncached checkout, search or administrator screen can have very different worker usage. They are not equivalent requests even when they belong to the same site.
What the worker limit actually controls
PHP-FPM pool settings control how many child processes may exist and how they are created. The principal concurrency setting is the pool’s maximum-children limit. A low limit protects a small server from memory exhaustion but causes waiting during traffic spikes. A high limit allows more simultaneous PHP execution but can exhaust RAM or overload the database.
| PHP-FPM mode | How children are created | Typical trade-off |
|---|---|---|
| Static | The configured number of children is maintained continuously. | Predictable capacity and memory use; idle children still consume resources. |
| Dynamic | FPM maintains a baseline of idle children and grows or shrinks within configured limits. | Balances responsiveness with resource use; requires sensible start, spare and maximum values. |
| Ondemand | Children are created when requests arrive and removed after the idle timeout. | Can save memory on quiet sites, but process creation may add latency during bursts. |
Other directives solve different problems. pm.max_requests limits how many requests a child handles before it is respawned, which can help contain gradual leaks. pm.process_idle_timeout applies to ondemand pools. request_terminate_timeout stops a request that runs too long, while slow-log settings record stack information for requests exceeding a chosen duration. FPM status endpoints expose pool activity. None of these settings repairs inefficient application code; they make behavior observable or bound its damage.

Why WordPress requests hold workers for different lengths of time
Core, theme and plugin execution
Every uncached dynamic request loads WordPress and the PHP files required by the active theme and plugins. A lightweight page may finish quickly. A plugin that builds a large product query, scans many posts or performs several calculations can occupy the same worker much longer. A single slow extension can therefore reduce the effective capacity of the entire pool.
Database work
Most WordPress components make database requests. Missing indexes, inefficient queries, oversized result sets, lock contention and a database server short on CPU or memory all extend request time. Raising PHP concurrency while the database is already saturated usually creates more simultaneous waiting queries rather than faster pages.

Code that contacts an analytics, payment, licensing or other remote endpoint can leave a worker waiting on network latency. A slow or unavailable remote service may consume several workers at once. Timeouts and asynchronous job designs are safer than making every page request wait indefinitely.
Uncached pages and administration
Full-page caching can bypass PHP for cacheable public pages, but logged-in pages, carts, searches, previews and many API requests still execute dynamically. Administration screens and editors often perform more expensive queries than a cached brochure page.

Uploads, image processing and scheduled jobs
Generating image sizes, importing data, sending batches of email, running updates and executing wp-cron.php can be CPU- or I/O-intensive. If these jobs share the web pool, they compete directly with visitor requests. A separate worker pool or system scheduler can isolate background work where the hosting platform supports it.
What “all PHP workers are busy” means
The message means that every available FPM child is executing a request. A new request may wait for a child, receive a gateway timeout or be terminated by an application limit. It does not identify the cause. A brief traffic burst, a slow database query, a stalled remote call, an image operation or a faulty plugin can all produce the same symptom.
Look at timing rather than the message alone. If requests spend most of their time waiting on the database, adding children increases database pressure. If PHP execution is CPU-bound and the server has spare cores and memory, a moderate increase may help. If the pool is full because a few requests never finish, termination limits and application fixes matter more than a larger maximum.
How many PHP workers does WordPress need?
There is no authoritative worker-per-visitor number. The correct limit depends on request duration, cache-hit rate, traffic bursts, available memory, CPU, database latency, plugin and theme behavior, remote calls and background jobs. Two sites with the same number of visitors can need radically different pools: one may serve nearly all public pages from cache, while the other may run uncached searches and personalized dashboards.

Use measurements to establish a safe range:
- Record peak concurrent PHP requests and the time they spend running.
- Check whether FPM reports an active, idle or queued pool during the busiest periods.
- Measure database CPU, connections, lock waits and slow queries at the same time.
- Measure memory per child under a representative request mix, not just an empty PHP process.
- Reserve memory for the operating system, web server, database, OPcache and other services before setting a maximum.
A practical sequence is to remove avoidable work, confirm cache behavior, then raise the pool gradually while watching memory, response time, error rates and database health. Stop when another limit becomes the bottleneck. A hosting provider may need to move the site to a larger or better-isolated plan if the measured workload cannot fit safely on the current machine.

Enable and size OPcache
OPcache stores compiled PHP bytecode in memory. PHP can reuse that bytecode instead of parsing the same files on every request, reducing CPU work and often shortening worker occupancy. Confirm that it is enabled, has enough memory for the installed WordPress, theme and plugin code, and is not constantly evicting scripts. The correct values depend on the platform and codebase; copying a value intended for another server can waste memory.

Use full-page or reverse-proxy caching
A page-cache or reverse proxy can return stored HTML without contacting PHP or the database on a cache hit. This is often the largest reduction in public-page worker demand. Verify which URLs are cacheable, how logged-in users and cookies bypass cache, and whether purges occur after content changes. Caching does not eliminate requests for CSS, JavaScript, images and fonts; those assets still need to be delivered separately.
Find expensive application work
Use FPM slow logs, application profiling and database slow-query data to identify the exact URL, plugin, theme function or query that keeps children busy. Replace unbounded queries, avoid repeated remote calls, cache reusable results and move long jobs out of the request path where possible. Disable or replace a demonstrably problematic extension only after confirming its role in the trace.
Best Value
Control scheduled tasks
Frequent web-triggered cron runs can compete with visitors, especially on sites with low traffic or large queues. Review the frequency and duration of scheduled events. Where the host allows it, run scheduled work through a system scheduler and isolate it from the public request pool.
A step-by-step saturation diagnosis
- Check FPM status. Confirm the pool’s active and idle children, maximum children reached and any queue or listen-backlog indicators exposed by the host.
- Compare web-server timings. Separate time waiting for an upstream response from time transferring the response. A long upstream wait points toward PHP-FPM or work behind it.
- Inspect slow logs. Identify scripts and URLs that exceed normal duration. Group repeated entries rather than treating every request as a separate problem.
- Correlate dependencies. Match slow requests with database slow queries, external HTTP calls, file or image operations, plugin hooks and cron activity.
- Verify cache and OPcache. Test a cacheable public URL as an anonymous user and confirm that repeated requests are hits. Check OPcache status and eviction behavior.
- Review limits. Examine memory limits, process limits, request termination timeouts and database connection ceilings before changing concurrency.
- Change one variable at a time. Apply a small pool adjustment or application fix, observe a representative peak, and retain rollback settings.
- Escalate capacity only when justified. If optimized requests still exceed safe CPU, memory or database capacity, choose a larger or more isolated hosting environment.
Security and baseline hosting requirements
Run WordPress and the web server as a non-privileged account whenever the hosting design permits. PHP needs controlled write access for automatic core updates and to wp-content/uploads for uploaded media; broad write permissions increase the impact of a compromised plugin.
Protect the PHP-FPM socket or network endpoint. The PHP manual warns that PHP-FPM must not be reachable from an untrusted network: a client able to open a FastCGI connection can influence request configuration and potentially execute arbitrary code. Keep the endpoint on a protected local socket or restricted private network, and apply firewall and file-permission controls.
For a current WordPress installation, the requirements page recommends PHP 8.3 or greater, MariaDB 10.11 or greater or MySQL 8.0 or greater, and HTTPS. Apache or Nginx is recommended as a robust web-server choice. These requirements do not determine a worker count, but unsupported versions, weak isolation or an unencrypted connection can undermine reliability and security regardless of pool size.
What to compare when choosing hosting
Worker capacity is only useful when the surrounding platform can sustain it. Ask a provider or inspect the plan for the following characteristics:
| Capability | Why it matters | Questions to ask |
|---|---|---|
| PHP-FPM mode and maximum children | Defines concurrency and idle-resource behavior. | Is the limit fixed per account, shared, or adjustable? |
| Memory headroom | Each active child and the database need RAM. | What is isolated from neighboring accounts, and what happens at the limit? |
| Status and slow-log access | Allows evidence-based tuning. | Can you view FPM status, slow requests and upstream timing? |
| OPcache and page caching | Reduces repeated PHP and database work. | Is OPcache enabled, and how are cache bypasses and purges handled? |
| Database performance | More PHP children cannot fix a slow or connection-starved database. | Are CPU, connections and storage isolated or shared? |
| Cron and background-job handling | Prevents imports and scheduled tasks from starving visitor traffic. | Can background jobs use a separate pool or scheduler? |
| PHP version support and HTTPS | Maintains compatibility and secure transport. | Are PHP 8.3-plus and managed certificates available? |
| Managed tuning | Useful when you cannot safely edit FPM, web-server or database settings. | Will support analyze saturation and apply reversible changes? |
The practical answer
Think of PHP workers as checkout lanes, not horsepower. More lanes let more customers be served at once, but they do not make a slow cashier, a delayed stockroom or a failing payment terminal faster. For WordPress, first shorten request time with OPcache, effective page caching, query and plugin fixes, and better isolation of scheduled work. Then size the FPM pool against measured memory, CPU and database headroom. Monitor status, timings and slow logs after every change so a concurrency increase improves throughput instead of merely moving the queue.
