Depending on the phone, its settings and surroundings, the estimate may also use Wi-Fi, cellular networks, Bluetooth or onboard sensors. So a map’s location marker is not necessarily a GPS-only reading.
Location and GPS: the key difference
| Term | What it means | What contributes |
|---|---|---|
| GPS | A satellite-based positioning input. | Signals from GPS satellites, when the device can receive them. |
| Phone location | The position estimate a phone or service provides to apps and other features. | GPS and, where available, Wi-Fi, cellular networks, Bluetooth and device sensors. The combination varies by phone and conditions. |
Android describes Location Accuracy as combining available wireless signals and sensors, while Apple says Location Services can use cellular, Wi-Fi, GPS and Bluetooth information. Neither description means every phone uses every source in every situation. Google’s Android location settings guide and Apple’s Location Services explanation describe these sources.

Why a phone can estimate location without a clear GPS signal
GPS reception depends on the phone receiving satellite signals. Walls, vehicle roofs, tall buildings, mountains and other obstructions can block the satellite line of sight. Apple notes that when GPS satellites are not visible, a device may use Wi-Fi or cellular networks to determine its position. Android devices with Google Play services may also use available Wi-Fi access points, mobile network towers and sensors such as accelerometers, barometers or gyroscopes to help estimate location. The available sources depend on the device and setting. Apple and Google explain these limitations and sources.

It does not establish that the position is as precise as it would be with a clear view of satellites.

What the map marker tells you—and what it does not
A blue dot or location marker represents the position the software has determined, not a direct display of a GPS receiver’s raw reading. Apple says Maps may show a circle around the marker to indicate uncertainty. The estimate can vary with satellite visibility, obstructions, available network information, device capability and location settings. The official guidance cited here does not establish one accuracy figure that applies to every phone and environment.
Does turning off GPS turn off phone location?
Not necessarily. GPS is one possible input to the phone’s location estimate; other sources may remain available, depending on the platform, device and settings. Conversely, disabling a location service or an app’s permission may restrict what that app receives. Do not assume one switch has identical effects across phones or prevents all location use in every circumstance. Apple notes that emergency-call location may be used even when Location Services is disabled. Apple’s explanation covers that exception.

Location settings and app permissions are separate controls
On Android
Android’s Location Accuracy control concerns whether the device can use additional signals to estimate location. App-level permission is a separate decision about whether an individual app can access location, including whether it can receive precise or approximate location. Google says Android 12 and later allow precise-location management at the app level; exact menu paths vary by Android version and device. Consult Google’s Android location settings guide for the applicable controls.

On iPhone
Location Services is the system-level control, and access can also be managed for individual apps. You can turn off Precise Location for an app so it receives an approximate location instead. GPS hardware availability is device-specific; Apple specifies GPS availability on iPhone and iPad Wi-Fi + Cellular models. See Apple’s iPhone guide to location sharing for the controls.

Why location precision and availability vary
- Satellite visibility: Obstructions can weaken or block GPS reception; finding satellites can take several minutes, according to Apple.
- Other available signals: Wi-Fi, cellular, Bluetooth and sensors may help, but a particular phone may lack some sources or have none available in a given setting.
- Device and service capabilities: Phones do not all have identical hardware or location features.
- Settings and permissions: System settings and app-specific precise or approximate access affect what location information is available to an app.
Because these factors differ, a universal claim such as “phone GPS is accurate to a particular number of metres” would not describe all phones or conditions. The U.S. Department of Transportation also describes Wi-Fi hotspots and cell towers as sources used for location-based services in its GPS economic benefits report.
