Compare the two on annual income after tax and business costs, benefits, continuity of work, control over your schedule, administration and risk—not on the advertised hourly or salary figure alone.
What “permanent employment” and “freelancing” mean
In this comparison, permanent employment means an ongoing wage-and-salary job with an employer. The employer normally sets the employment relationship, pays through payroll and provides at least some workplace infrastructure and benefits. “Freelancing” is used as a reader-friendly umbrella for independent contracting, consulting and project work. A freelancer may work for one long-term client or several short-term clients.

The categories are not identical. The U.S. Bureau of Labor Statistics (BLS) defines an independent contractor as an independent contractor, consultant or freelance worker, regardless of whether that person is technically self-employed or a wage-and-salary worker. BLS defines a contingent job as one a worker does not expect to last or that lacks an implicit or explicit contract for ongoing employment. A freelancer can therefore have a continuing client relationship, while a contingent worker can be in a temporary employee role.
Pay: compare annual take-home value, not the headline rate
A freelance rate is compensation for both your productive work and costs an employer would otherwise absorb. A salary is not automatically better, but the comparison must include taxes, non-billable time, insurance, leave, retirement saving and business overhead.

What the latest U.S. earnings data show
| Group | Median weekly earnings, July 2023 | How to interpret it |
|---|---|---|
| Full-time contingent workers | $838 | 74% of the noncontingent figure; BLS says demographic and occupational composition likely explains part of the difference. |
| Full-time noncontingent workers | $1,137 | A comparison with the contingent group, not a causal penalty assigned to freelancing. |
These figures come from the BLS 2024 release using July 2023 survey data. They describe broad groups, not identical occupations, experience levels or hours. They do not prove that an individual freelancer will earn less than an employee, and they do not show that freelancing inherently pays more.
Convert a freelance rate into a realistic annual figure
Start with expected billable revenue, then subtract every cost required to produce that revenue. A useful worksheet is:
- Gross freelance revenue: realistic billable hours or project fees multiplied by the rate, allowing for holidays, illness, sales, proposals, training and unpaid revisions.
- Business costs: equipment, software, workspace, professional services, payment fees, insurance and client-acquisition expenses.
- Taxes and required contributions: use the rules for your country, business structure and income level; do not copy another worker’s percentage.
- Personal benefits reserve: health coverage, paid leave, disability protection and retirement contributions.
- Net annual value: what remains after those deductions, divided by the hours you actually devote to work and administration.
For a job offer, calculate the same endpoint: salary plus the value of employer-paid benefits and paid time off, minus employee taxes and out-of-pocket costs. Comparing net annual value and effective hourly value exposes offers that look generous only because one side leaves costs uncounted.
Benefits can outweigh a higher freelance rate
Employer benefits are deferred compensation. Losing them can make a seemingly higher contract rate less valuable than a lower salary.

The gap does not tell you what an individual policy costs. Premiums, deductibles, eligibility and public programs vary by country, household and age. A freelancer should obtain an actual quote and budget for the full exposure rather than assign a generic dollar amount.
Benefits to price explicitly
- Health, dental and vision coverage, including deductibles and out-of-network costs.
- Paid vacation, public holidays, sick leave and parental leave that an employee receives without a separate invoice.
- Employer retirement contributions, matching and automatic payroll deposits.
- Disability, life and liability protection supplied through the employer.
- Payroll, invoicing, collections, accounting and legal administration.
BLS reported that 84.6% of independent contractors were self-employed in the July 2023 survey. That status can provide tax and business deductions, but it also places record-keeping and payment timing on the worker. Local law determines whether a client must withhold tax, provide benefits or treat a relationship as employment; obtain local professional advice when classification is uncertain.
Stability: continuity is a probability, not a promise
A permanent job normally carries an expectation that employment will continue, subject to performance, business conditions and local dismissal law. A contingent job is explicitly temporary or not expected to last. Freelance contracts can be renewed for years, yet a client can still end the work with little notice. Neither arrangement guarantees lifetime employment.

| Stability factor | Permanent employment | Freelancing |
|---|---|---|
| Income timing | Regular payroll schedule. | Depends on milestones, invoices and client payment behavior. |
| Demand risk | Shared largely with the employer, though layoffs remain possible. | Concentrated on the worker; projects can finish or be cancelled. |
| Buffer required | Emergency savings still matter, but gaps are less frequent in normal conditions. | Cash reserves must cover slow months, late invoices, taxes and replacement equipment. |
| Concentration risk | Usually one employer. | One client can be dangerous; several unrelated clients reduce dependence. |
Before leaving a job, examine signed contracts rather than verbal interest. Check notice periods, termination clauses, payment dates, cancellation fees, intellectual-property terms and whether a client can legally classify the relationship as employment. A pipeline is credible only when work, scope, rate and start date are sufficiently defined.

Flexibility and autonomy are real, but they are not the same as work-life balance
Freelancing can let you choose clients, negotiate deliverables and decide where or when some work happens. A permanent role may offer less control over those choices but can provide predictable hours, a team and paid time away.
The Federal Reserve’s 2024 household survey, reported in 2025, found that most people who performed gig work agreed that gigs gave them flexibility. Smaller shares said the work gave them work-life balance. The distinction matters: control over timing can coexist with client deadlines, irregular demand, evening messages and pressure to accept the next assignment.
Questions that reveal the practical level of control
- Can you decline a project without risking essential income?
- Are deadlines and meeting windows negotiated, or dictated by the client?
- Can you take two weeks off without losing your main accounts?
- Do you control your methods and tools, or does the client supervise you like an employee?
- Will urgent requests be paid at a premium, or silently become unpaid overtime?
Answer these questions for the specific role. “Freelance” is not a guarantee of remote work, four-day weeks or freedom from managers.

Administration and risk shift to the freelancer
Employees usually receive payroll processing, workplace systems, procurement, compliance support and an established sales function. Freelancers must create or buy those functions.

Recurring freelance work outside the client deliverable
- Finding leads, qualifying prospects, writing proposals and negotiating scope.
- Scheduling, contracts, statements of work, invoices, reminders and collections.
- Bookkeeping, receipts, tax filings, estimated payments and data retention.
- Security updates, backups, device replacement and software subscriptions.
- Insurance, professional licensing and compliance with privacy or sector rules.
- Professional development and marketing that keep your pipeline healthy.
Track these hours separately from billable production. A high rate cannot compensate for a business model in which half your working time is unpaid and the remaining projects arrive unpredictably.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Skills, development and bargaining power
A permanent employer may fund training, provide mentors and give you access to complex systems. Promotion paths and a recognizable job history can strengthen your bargaining position for the next role. The trade-off is that your learning agenda may follow the employer’s priorities.
Freelancers can choose projects that broaden a portfolio, set their own specialization and raise rates as evidence of demand accumulates. They also bear the cost of courses, downtime and experimentation. Client work can become repetitive if you accept only urgent production tasks, so reserve time and money for deliberate skill development.

Best Value
What workers themselves prefer
Preference data show that “better” is not universal. Among independent contractors in the BLS July 2023 survey, 80.3% preferred their current arrangement and 8.3% would have preferred a traditional arrangement. This describes people already working independently; it is not a controlled test proving freelancing is objectively superior.
Across the broader contingent category, preferences were much closer: 44.8% would have preferred a permanent job and 40.8% preferred contingent work. That difference reflects the category’s mix of temporary employees, on-call workers and independent contractors, not a contradiction in the contractor figures.
A decision framework for your circumstances
| If your priority is… | Usually the stronger starting point | Why |
|---|---|---|
| Predictable monthly cash flow | Permanent employment | Payroll reduces timing and collection risk. |
| Employer health and retirement benefits | Permanent employment | Part of compensation arrives automatically and may be subsidized. |
| Low administration | Permanent employment | Payroll, systems and much compliance are centralized. |
| Control over clients, projects and methods | Freelancing | You can design an offer and select work, if demand supports it. |
| Potential to charge for scarce expertise | Freelancing or a specialized employee role | Market power, not employment status alone, determines the upside. |
| Ability to tolerate uneven income | Freelancing | Reserves and a diversified pipeline can absorb gaps. |
Permanent employment is generally the better fit when you
- Need reliable cash flow for housing, dependents or debt payments.
- Rely on employer health, retirement or paid-leave benefits.
- Prefer a defined team, manager and progression structure.
- Do not want to sell, invoice, collect debts or manage tax administration.
- Have limited savings or no tested source of client demand.
Freelancing is generally the better fit when you
- Offer a skill for which clients already pay and can show credible results.
- Have several prospects or clients rather than one verbal promise.
- Hold enough accessible savings for slow periods and unexpected bills.
- Can price benefits, non-billable time and taxes into your rates.
- Value control enough to accept sales work, uncertainty and administration.
Your occupation, local law, health needs, savings and risk tolerance can reverse either recommendation. Reassess when any of those variables changes.
How to test freelancing without making an avoidable leap
A staged experiment can reveal whether demand and workload match your assumptions, but check your employment contract first. Non-compete, moonlighting, confidentiality, intellectual-property and conflict-of-interest clauses may restrict outside work.
- Review the rules. Confirm that side work is permitted, that clients will not compete with your employer and that you will not use employer equipment, data or time.
- Define one offer. State the client problem, deliverable, scope, exclusions, timeline, revision limit and payment schedule in plain language.
- Validate demand. Speak with potential buyers and seek a paid pilot or signed statement of work; compliments and social-media interest are not pipeline evidence.
- Set a reserve. Keep taxes and business expenses separate from spending money, and maintain an emergency fund sized to your household obligations.
- Measure the experiment. Record lead time, proposal conversion, billable percentage, collection days, effective hourly value and stress. Do not count gross invoices as income.
- Choose a threshold. Move only when recurring demand and net value meet a target that compensates for lost benefits and risk. Otherwise, keep the job and improve the offer.
Common comparison mistakes and how to correct them
- Comparing salary with revenue: subtract taxes, benefits you must replace and all business costs from freelance revenue.
- Assuming every hour is billable: include selling, administration, learning, travel and unpaid downtime.
- Treating one client as security: assess concentration and written termination terms; one large account can disappear.
- Equating flexibility with fewer hours: test whether deadlines and availability expectations actually leave you free.
- Ignoring payment timing: model late invoices and milestone gaps, not just the contract total.
- Generalizing from another country: taxes, worker classification, health coverage and dismissal protections are jurisdiction-specific.
- Quitting on a preference statistic: survey preferences describe groups and arrangements; they do not predict your personal outcome.
What the evidence can—and cannot—tell you
The principal figures here are U.S. estimates based mainly on July 2023 data and BLS releases in 2024, with the Federal Reserve survey released in 2025 using 2024 responses. BLS counted 11.9 million independent contractors on their sole or main job, 7.4% of total U.S. employment, in July 2023. That establishes freelancing as a substantial part of the labor market, not a majority arrangement.
International comparisons require country-specific data. The OECD maintains databases on permanency and labor markets, but there is no single cross-country freelance-pay figure that can be applied to every reader. Do not export U.S. tax, benefit or labor-protection assumptions to another jurisdiction. For an actual decision, price your own insurance, retirement saving, taxes and unpaid time, then compare the resulting net value with the complete employment package.
