PERKESO Says Zetrix Never Collected Social Security Contributions as RM314m JPJ Row Continues

PERKESO says Zetrix AI Berhad never collected mandatory employer or employee social security contributions on its behalf. The reported RM314 million arrears concern a separate matter: government revenue collected for Road Transport Department (JPJ) services. Zetrix’s reported role for PERKESO was limited to promoting and engaging users for two voluntary schemes.

What PERKESO says Zetrix did—and did not—collect

PERKESO said Zetrix had never been appointed to collect mandatory contributions under the Employees’ Social Security Act 1969 (Act 4), and had never collected social security contributions on the organisation’s behalf. The agency said there was therefore no issue of such contributions being outstanding, submitted late or held by Zetrix. BERNAMA reported PERKESO’s statement.

The appointment involving PERKESO was limited to marketing, promotion and engagement for LINDUNG Kendiri and LINDUNG Kasih. These are voluntary schemes; that promotional role was not authority to collect mandatory Act 4 contributions.

For context, Act 4 places responsibility on the principal employer to pay both the employer’s and employee’s contributions in the first instance. PERKESO describes its inspections as a way to promote employer compliance, including collecting contribution arrears and late-payment interest. That general framework does not alter PERKESO’s specific statement about Zetrix. PERKESO’s contribution information and inspection information explain these responsibilities.

What the RM314 million arrears row concerns

The RM314 million figure is about JPJ-related government revenue, not PERKESO contributions. Transport Minister Anthony Loke said MYEG and Zetrix had failed to remit revenue collected between 19 May and 30 September 2026. BERNAMA reported Loke’s account of the amount and period; it is a reported claim in an ongoing dispute, not an independently audited final figure. BERNAMA’s report also attributed two further details to Loke:

  • Authorities had issued 35 reminders to settle the reported arrears.
  • A RM231 million cheque dated 30 September was not processed after the company instructed its bank to stop payment.

Zetrix said on 6 October that the precise amount owed to JPJ was still being finalised and that final settlement terms awaited further discussion and formal agreement. The company said it had submitted a proposal. The Edge reported Zetrix’s response. The reported RM314 million claim and the company’s statement that the exact amount remained under finalisation are both part of the latest status described in those reports.

JPJ services affected by the suspension

MYEG and Zetrix’s services as JPJ collection agents were suspended effective 5 October 2026. The suspension affected online services including:

  • Road-tax and driving-licence renewals
  • Learner’s driving licence applications
  • Traffic-summons enquiries and payments
  • Vehicle ownership transfers
  • The Malaysian Computerised Driving Theory Test

Zetrix said the suspension would temporarily reduce revenue and profit contributions from JPJ services in its fourth quarter of 2026, but did not provide an estimate. The Edge’s account of the company statement also said the suspension would remain in place until discussions with JPJ, the Transport Ministry and other authorities were complete.

Why the two collection issues must not be conflated

Issue Agency and money involved Reported status
PERKESO contributions Mandatory employer and employee contributions under Act 4; PERKESO says Zetrix never collected them on its behalf. PERKESO says Zetrix’s role was limited to promotion and engagement for voluntary LINDUNG Kendiri and LINDUNG Kasih.
RM314 million arrears claim Government revenue collected for JPJ services; the reported claim covers 19 May to 30 September 2026. Loke attributed the RM314 million claim and related reminders and cheque details to the companies’ JPJ collections. Zetrix said the precise amount and settlement terms were still being finalised as reported on 6 October.

Accordingly, the reported JPJ remittance dispute is not evidence of unpaid PERKESO contributions. PERKESO’s statement concerns whether Zetrix collected mandatory social security contributions for it; the RM314 million claim concerns a different agency and a different type of revenue.
