FORTRESS America is a Department of War program, announced on September 30, 2026, to make U.S. military installations more self-sufficient and harder to disrupt. It targets power, communications, cyber systems, and supply chains that military bases depend on. As of October 9, 2026, the program has a stated purpose and an early management structure. Public reporting does not show a budget, a schedule, a project list, or finished upgrades.
What FORTRESS America is
Secretary of War Pete Hegseth announced FORTRESS America at the State of the Force address at Marine Corps Base Quantico on September 30, 2026. The Department of War is the name the Pentagon now uses in official communications. The U.S. Army’s official report on the announcement describes the initiative as a future program for aligning basing and infrastructure projects toward greater independence. Its goals, as stated at the announcement, are three: power independence for installations, hardening against attack, and bringing critical supply chains home.

The title says “homeland defense,” and the program does address that. Its focus, however, is on the military installations themselves and the infrastructure that keeps them running. Hegseth described major installations generating their own power rather than relying on the civilian grid. He also described hardening installations against cyber intrusion, sabotage, and drones, and protecting satellites, spectrum, navigation, and communications.
What the acronym stands for
The announcement expands FORTRESS America as Federal Operations for Resilience, Troop Resources, Energy, Supply, and Survivability. The name is a summary of the program’s themes. It does not describe a separate legal entity or a funded line item.

The five pillars
DefenseScoop reported that an implementation directive organizes the work under five pillars. The table below uses that reporting’s description of each one.

Each pillar is a category of work, not a list of projects. Reporting does not say which installations will receive microgrids, which satellite links will be hardened, or what stockpiles will be built.
What has happened so far
DefenseScoop’s October 7, 2026 report says Under Secretary of Defense for Acquisition and Sustainment Michael Duffey issued an implementation directive dated October 6. The directive, according to that report, designated Richard “Matt” O’Malley as interim director of the FORTRESS America Program Office. It also directed eight senior officials to name representatives to coordinate with the office.

The interim director’s reported role is milestone tracking and coordination among stakeholders while an implementation plan is written. That is the stage the program was at in early October: an office was being organized and a plan was being developed. The reporting does not say the plan is complete, and it does not describe any capability as delivered.
The September 30 memorandum and the October 6 directive were not available for direct review at the time of writing. The official Defense Department PDF and War.gov pages linked from coverage returned access errors. The details in this article about the directive therefore come from DefenseScoop’s account of it.

Any figure about cost, timing, or results that appears in later coverage should be checked against an official Department of War document before it is repeated.
Context from the National Defense Strategy
The official 2026 National Defense Strategy lists “Defend the U.S. Homeland” as a strategic line of effort. It also discusses air and drone defense, access to the electromagnetic spectrum, and cyber threats. These themes match the FORTRESS America pillars. The strategy, however, does not contain program-specific implementation details, so it explains why the program exists rather than how it will be carried out.

The U.S. Army’s official article attributes this statement to Hegseth about the initiative: “No matter the circumstance, this department will have the power, the equipment and the supplies you need to take the fight to the enemy.”

DefenseScoop quotes Duffey’s implementation directive as saying: “To organize stakeholder direct support, I am designating Mr. Richard “Matt” O’Malley as the Interim Director, FORTRESS America Program Office.” This quote is the clearest record of how the program’s leadership was set up.
How to judge progress from here
Readers following the program can use the following signals to separate announced aims from delivered work:
- Whether an official implementation plan is published, and whether it includes dates, owners, and funding for each pillar.
- Whether budget requests or appropriations documents name FORTRESS America or its pillars.
- Whether specific installations are named as receiving power, cyber, or hardening work under the program.
- Whether the program office reports milestones, and whether those milestones are measurable.
- Whether the eight directed officials’ representatives are publicly identified.
How to compare it with other resilience efforts
To compare FORTRESS America with another homeland-defense or infrastructure-resilience initiative, use five axes: the assets covered, the threats addressed, the responsible organizations, whether funding and schedules are disclosed, and what evidence of delivered capability exists. Reporting reviewed for this article does not support a detailed comparison with a named peer program, so such a comparison would need to wait for official documents.
Energy, cybersecurity, and defense-supply companies may take part in military procurement, but that is not the same as taking part in FORTRESS America. The program has not yet named contractors or purchases.
