A generated certificate may still be awaiting approval or may have been rejected by the pension authority. If it was rejected, ask the Pension Disbursing Agency (PDA) what needs correcting; if it was accepted, contact the office or agency that actually disburses your pension and ask it to trace the missing payment. The right process depends on your pension scheme.
What to check first
- Find the DLC status. Use the Jeevan Pramaan portal to download the certificate and see whether it was accepted or rejected. Keep the PDF and Pramaan ID. The official FAQ says the certificate is subject to approval by the pension sanctioning or disbursing authority; a successful-generation SMS alone does not confirm approval.
- Compare the certificate with your pension records. Check the pensioner’s name, Aadhaar details, PPO number, pension account, pension type, sanctioning authority and disbursing agency against the PPO or other authority documents. These details are used in DLC generation, and incorrect particulars can lead to rejection. See the Jeevan Pramaan service overview.
- Identify who pays this pension. The responsible agency varies by pension arrangement. Check the PPO and the current Jeevan Pramaan authority and disbursing-agency mapping, dated 2 October 2026.
- Check the payment record. Note the last month credited, whether a payment was reversed, and whether the receiving account is still active. Then ask the responsible agency to trace the unpaid installment and state the recorded reason for the stoppage.
If the DLC was rejected
Contact the Pension Disbursing Agency identified for your pension and ask which detail caused the rejection. Compare the certificate with your pension records, paying particular attention to the name, Aadhaar linkage, PPO number, pension account, pension type, sanctioning authority and disbursing agency. If a pension record itself is wrong, ask how to correct that record before submitting another certificate.

The Jeevan Pramaan FAQ advises contacting the PDA and generating a new Pramaan ID with correct particulars and biometrics as directed. A replacement certificate has a new Pramaan ID; retain both the old status and the new acknowledgement. Read the official rejection and status guidance.
If the DLC was accepted but pension is still stopped
Ask the actual disbursing agency to trace the missing installment against your PPO and pension account. Give it the last paid month, Pramaan ID and DLC status, and request the recorded stoppage reason and the action needed to release payment. An accepted DLC does not by itself establish why no payment reached the account; the payer must check its own pension and payment records.

DoT and BSNL pensioners migrated to SAMPANN
For DoT/BSNL pensioners migrated from bank intermediation to SAMPANN, the Department of Telecommunications says the concerned Controller of Communication Accounts (CCA) is responsible for disbursement and receiving the life certificate. The DoT SAMPANN migration page describes dashboard access to life-certificate expiry, pension paid and grievance tracking. Follow the instructions for your concerned CCA rather than assuming that the former bank route still applies.
Ways to submit or correct a life certificate
Jeevan Pramaan says a DLC is normally made available electronically to the agency, so physical submission is not generally required. However, the pension arrangement can specify a different route. The DoT instructions for SAMPANN-migrated pensioners, for example, direct them to submit the certificate to their concerned CCA.

What you need for an assisted or self-service DLC
The Jeevan Pramaan process uses identity, pension and authority details, along with biometric authentication. A self-service biometric setup requires a certified biometric device, its RD Service, the Jeevan Pramaan application and internet access. If you cannot travel or arrange the equipment, check whether a CSC, your disbursing agency or IPPB can assist.

IPPB lists Aadhaar, an existing mobile number, Aadhaar registration with the disbursing agency, pension type, sanctioning authority, disbursing agency, PPO and pension account as prerequisites for its assisted service. Its availability is conditional on the pension disbursing agency being live on DLC. Check the IPPB Digital Life Certificate service page before arranging a visit.

When the digital route does not apply
The Jeevan Pramaan FAQ says re-employed and remarried pensioners cannot use its DLC facility and must submit a conventional life certificate to their PDA. Follow the agency’s instructions for that submission.
What to include in a complaint
Send the agency enough detail to locate both the certificate and payment record. Include the PPO number, pensioner’s name, last paid month, Pramaan ID and the status shown on the downloaded DLC. Ask for the recorded reason for the stoppage and the specific action required to release payment. Keep the certificate, acknowledgement and complaint reference. If your pension authority offers a dashboard, use it to track the case; the DoT SAMPANN page describes online grievance submission and tracking for migrated pensioners.

How long will restoration take, and will arrears be paid?
There is no universal restoration deadline or arrears rule established for every pension type. Processing time, payment release and any arrears depend on the scheme and the authority handling the case. Ask that authority for the applicable timeline and how any missed installments will be treated.
