What is a pension life certificate?
A life certificate—also called proof of life or confirmation of life—is evidence that a pension recipient is alive and remains eligible for payments. Whether it is required, and whether it is requested only in particular cases or on a recurring schedule, depends on the pension scheme.

For example, the UK Department for Work and Pensions (DWP) tells people receiving a State Pension while living outside the UK to return its form only if asked: “Do not send us this form unless we have asked you to.” By contrast, Estonia’s Social Insurance Board generally requires annual proof from specified recipients of Estonian pensions who live abroad, subject to exceptions within Estonia’s system based on automatic data exchange. Neither policy is a global rule.

These examples show why it is important to follow the instructions from the authority paying the specific pension. Requirements below are system-specific, not interchangeable.

| System and who the guidance covers | When proof is due and validity | Certification and submission routes | If proof is late or access is difficult |
|---|---|---|---|
| UK DWP: people of State Pension age living outside the UK who have been asked to return a certificate. The guidance was updated 28 January 2026. DWP Life Certificate form | Return promptly when asked; do not send the form unless requested. A recurring deadline or validity period is not stated in the cited guidance. | Print, complete and post the form. The DWP lists acceptable witness categories and excludes relatives and people living at the same address. | A consequence of lateness and alternatives for someone unable to post or travel are not stated in the cited guidance. |
| Estonia Social Insurance Board: recipients of specified Estonian pensions residing abroad, with country exceptions specific to Estonia. Guidance updated 13 May 2026. Proof of Life | Generally annual; proof is valid for one year. If it expires without replacement, payments are suspended from the following month. | The recipient’s signature alone is insufficient: a competent authority must certify the certificate. Routes include mail, email, in-person identification and video consultation. | Payments resume after new proof is submitted, retroactively for the suspension period. In-person and video routes are described for people who cannot use the ordinary mail process. |
| India Central Pension Accounting Office (CPAO): central-government pensioners and family pensioners. The official FAQ was accessed 4 October 2026. CPAO FAQs | The FAQ describes an annual certificate process in November. Confirm the current schedule with the pension-disbursing authority. | Options include appearing at a bank branch, certification by listed authorities, or Aadhaar-based Jeevan Pramaan digital certification. For the described online route, Aadhaar must be linked to both the Pension Payment Order (PPO) and pension bank account; biometric authentication is required, and the transaction ID is sent by SMS. | The FAQ describes fingerprint or iris readers for home use and alternatives including a Common Service Centre, bank branch or government office. It does not establish one general late-submission consequence for every pension. |
| Guyana National Insurance Scheme (NIS): local and overseas pensioners. NIS Life Certificate service page | Overseas pensioners are instructed to return the certificate at least one month before the last order in the pension order book is due. This timing is specific to Guyana NIS. | The service distinguishes local and overseas forms, requires an approved witness and is described as partly online. | A specific consequence of lateness and alternatives for people unable to complete the stated route are not established by the service details cited here. |
Before using a witness, signing a form or choosing a digital route, verify the current instructions with the payer. A witness accepted for one scheme may not qualify for another; for example, the UK DWP excludes relatives and people sharing the recipient’s address, while Estonia requires certification by a competent authority.
Who can sign or witness a life certificate?
There is no universal list of acceptable witnesses. The authority may require a named professional or competent authority to confirm identity, and may reject a relative, household member or the recipient’s signature alone. Follow the exact form instructions for the pension in question rather than relying on a witness accepted by another scheme.

If travel, mobility or access to technology is a problem, ask the payer what alternative it permits. Estonia describes in-person identification and video consultation as well as mail and email routes. India’s CPAO FAQ lists bank, government-office and Common Service Centre routes alongside digital Jeevan Pramaan; the digital process’s Aadhaar and biometric requirements apply to that described route.

The result is scheme-specific. Estonia’s Social Insurance Board says payments are suspended beginning the month after proof expires if a replacement has not arrived; after submission, payments resume retroactively for the suspension period. The cited UK, Indian and Guyanese guidance does not establish a comparable universal consequence, so contact the relevant payer immediately if a deadline has passed or a payment is interrupted.

Who do I notify when a pensioner dies?
Notify every pension administrator paying the deceased, promptly. A person may have more than one pension or benefit, and each payer may require a separate report. Find the administrators on statements, payment orders or award notices, and ask each what death evidence it accepts and how to submit it.
- Identify each payer. Make a list from pension correspondence and payment records so no scheme is overlooked.
- Report the death and ask for the required evidence. Japan’s Pension Service directs survivors to submit a Report on Pensioner’s Death as soon as possible and describes proof such as a certified family-register extract or medical death certification. Requirements elsewhere may differ. Japan warns that failing to report can cause an overpayment that must be recovered; its death-report guidance was updated 2 March 2026.
- Ask how to handle any payment received after death. Do not assume payments stop automatically or that a family member may keep withdrawing them. The administrator can explain whether the payment must be returned and how its rules apply.
- Keep the records the payer asks for and proof of submission. Depending on the claim, these may include the pension reference, death evidence, identity and relationship documents, bank details, and a submission receipt or confirmation. Japan’s unpaid-benefit process, for example, requests specific relationship, household and bank evidence.
Does a spouse automatically get the pension?
Not necessarily. Reporting a death, claiming an amount already due to the deceased and applying for a survivor or family pension are separate processes. Whether a spouse or another relative qualifies depends on the pension system, relationship and circumstances; ask the payer which benefit applies and who may claim it.

For India’s central-government pensions, the CPAO says a spouse’s family pension is normally authorized in the retiring government servant’s PPO. Where a government servant dies in service, an eligible survivor applies using Form 14 through the applicable office; the destination depends on whether the family-pension amount is already included in the PPO. These instructions do not establish rules for every Indian pension.
As one department-specific example, the Department of Telecommunications’ Comprehensive Pension Management System FAQ says a death certificate and the family pensioner’s life certificate or digital life certificate may be sent to the CCA office, and that family pension can commence in the same or following month after receipt. That is a CPMS example, not a general service timeline. See the Department of Telecommunications CPMS FAQ.

Can the family claim pension money that was not paid before death?
Possibly, but the claim is distinct from a survivor pension and depends on the scheme’s eligibility rules. Japan’s Pension Service says benefits are paid through the month of death and provides for an eligible survivor to claim unpaid pension, including alongside the death report. Its rules impose relationship, household and livelihood conditions; qualifying relatives and their priority should not be assumed to apply in another country.
For that Japanese claim, the guidance requests a pension certificate, evidence of the claimant’s relationship to the deceased, proof of shared household and the survivor’s bank details. Check the Japan Pension Service unpaid-benefit guidance, updated 2 March 2026, for the applicable claim requirements.
