A missing /ToUnicode map can explain why a PDF’s character codes fail to extract as meaningful text, but it cannot explain every copying or extraction problem. It is one font-mapping check—not a test for whether a page contains text, whether its characters were recognized correctly, or whether its reading order and layout can be reconstructed.
What a ToUnicode map tells you
PDF text involves at least two distinct steps: a font maps stored character codes to glyphs for display, and extraction software must determine which Unicode characters those codes represent. A font dictionary’s optional /ToUnicode CMap can provide that character-code-to-Unicode mapping, particularly when the font’s encoding does not otherwise convey the characters’ meanings.

Adobe’s PDF Reference, Second Edition explains the consequence of its absence in a relevant case: “In the absence of a /ToUnicode entry, there would be no information available about what the characters mean.” That makes a missing map a useful clue when selectable text extracts as unrelated symbols or garbled characters. But it is not proof that every failure has the same cause—or that every present map is appropriate. A presence-only test does not verify that the mapping gives the right meaning. Adobe PDF Reference

A page may be an image, not text
A scanned page can consist of a raster image with no selectable text for a conventional PDF text extractor to recover. A parser that extracts text from PDF content is not automatically performing OCR. An OCR process may add a hidden text layer, but recognition mistakes in that layer can make extracted words inaccurate even when a font map is not the problem. pypdf documents both its non-OCR scope and the need for OCR when pages contain only images. pypdf: Extract Text from a PDF pypdf current extraction documentation

Correct characters may still be in the wrong order
PDFs position text for visual display; they do not necessarily store words in the order a person reads them. Extraction software may follow text-drawing commands, so a page can yield correct characters in a scrambled sequence. Reconstructing lines, columns, and tables requires interpreting positions and spacing, and results can vary with the PDF generator. pypdf offers layout-oriented extraction options, but those options do not guarantee that every document’s visual order will be reproduced exactly. pypdf current extraction documentation pypdf PageObject documentation
Visual structure is not necessarily encoded as meaning
A page may look like it has headings, paragraphs, columns, or a table without encoding those elements as semantic structures. Tables are often made from positioned text rather than a structured table object. A Unicode mapping can help identify characters; it does not by itself restore paragraph relationships, heading levels, or table cells. pypdf describes this gap between visual arrangement and semantic structure in its extraction guidance. pypdf: Extract Text from a PDF

Diagnose the symptom before choosing a fix
- Compare the rendered page with the extracted result. Check whether the visible words appear as selectable text. If the page is image-only or has no selectable text, investigate an OCR workflow rather than starting with a ToUnicode check. A conventional parser does not create text from page images.
- If text is selectable but characters are wrong, inspect the font mapping. Check the font encoding and whether its
/ToUnicodeCMap is absent, malformed, or unsuitable. The relevant question is not just whether a map exists, but whether it maps the codes to the intended Unicode characters. - If characters are right but sequence is wrong, investigate ordering and layout. Compare the extracted lines, columns, and tables with the rendered page. Where the extractor provides a layout-oriented mode, try it and inspect the result rather than assuming that a mode or map will resolve every layout.
- If the page is a scan with selectable hidden text, check the OCR layer. Compare its recognized words against the image; OCR errors can persist in otherwise extractable text.
- If the question is conformance, use a conformance validator for that purpose. veraPDF can validate PDF/A and PDF/UA requirements. A validation result does not by itself show that a particular reader or extraction tool will produce the desired prose order or layout. veraPDF validation
Match the remedy to the failure
| What you observe | What to investigate | What the check does not establish |
|---|---|---|
| Selectable text extracts as wrong characters or symbols | Font encoding and the quality or absence of the /ToUnicode mapping |
That fixing a map will also restore reading order, OCR accuracy, or document structure |
| The page has no selectable text | Whether it is an image-only page and whether OCR is needed | That a font-map change can create text from an image |
| Characters are correct but lines, columns, or tables are scrambled | Text sequence and layout reconstruction; compare extraction modes with the rendered page | That correct character decoding means the text order is correct |
| Recognized text is selectable but differs from the scan | The quality of the OCR-created text layer | That a successful text extraction confirms the OCR recognized the page accurately |
| Headings, paragraphs, or table relationships are missing | Whether the PDF encodes semantic structure or only visual positioning | That Unicode characters alone preserve those relationships |
PDF standards details can matter when investigating how text is represented; for example, the PDF Association publishes clause 9 errata for PDF 32000-2:2020. Such standards material is distinct from checking whether an extraction tool produces the order or structure a reader needs. PDF Association: Text errata for PDF 32000-2:2020, clause 9
