It can read and search PDFs, highlight and annotate, fill and sign forms, combine and rearrange pages, export, reduce file size, and add password protection. Choose PDF Expert when you regularly need to change the existing text or images inside a PDF, run OCR on scans, or convert PDFs to Word, Excel, or PowerPoint. Those specialist workflows are the practical dividing line—not a blanket claim that one app is best for everyone.
The short answer: choose by the work you actually do
Preview is built into macOS and covers the document handling many people need. Apple documents PDF viewing, text search, highlighting, strike-through, notes and other markup, form filling, signatures, page insertion and deletion, page movement, combining files, cropping, rotation, exporting, file-size reduction, and password protection in its Preview User Guide for Mac.

PDF Expert is a paid application from Readdle. Readdle advertises direct editing of PDF text, images, and links, plus annotations, page organization, merging and splitting, form filling and signing, redaction, OCR, and conversion. Its feature and pricing pages are vendor descriptions, not independent speed, accuracy, or security benchmarks.

Use this rule of thumb:
- Stay with Preview if your normal work is reading, searching, reviewing, signing, filling forms, protecting files, or combining and rearranging pages.
- Consider PDF Expert if you repeatedly correct wording already embedded in a PDF, replace images, process scanned documents with OCR, redact information, or export PDFs into office formats.
- Test representative files before paying. A text-based contract, a scanned form, and a complex PDF with tables can behave very differently in an editor or converter.
What Preview can do on a Mac
Read, search, and review
Preview opens PDFs for reading and provides text search. Its markup tools let you highlight or strike out text, add notes, and place other review annotations. These actions communicate a change or comment; they do not rewrite the PDF’s original text layer.

That distinction is important when a recipient expects a clean, corrected document. A text box placed over a typo may look fixed on screen, while the original text remains underneath and may still be searchable or extractable.
Fill forms and add signatures
Apple documents filling PDF forms and adding signatures in Fill out and sign PDF forms in Preview on Mac. You can enter information into supported form fields and insert a signature created through Preview’s signing tools. Enhanced AutoFill has conditions, so do not assume every third-party form will expose every convenience feature.
For a one-off application, permission slip, or approval form, Preview’s built-in workflow is usually the first thing to try. Save a copy before entering sensitive information if you need an untouched blank form for your records.

Combine files and manage pages
Preview can combine PDFs and manage individual pages: insert, delete, move, rotate, and crop pages. It can therefore assemble a packet from separate files without a separate PDF subscription.
Apple warns that Preview saves changes automatically while you work. If the original must remain unchanged, duplicate it before combining, deleting, or rearranging pages. A safe procedure is:
- In Finder, select the source PDF and choose File > Duplicate.
- Open the duplicate in Preview.
- Show the thumbnail sidebar so pages can be selected and moved or removed.
- Insert pages from another PDF, then drag thumbnails into the required order.
- Save the assembled copy under a new filename and retain the original separately.

Export, reduce size, and protect a PDF
Preview can export a PDF and reduce its file size. Compression can change image quality, so inspect the resulting file before sending a scan or print-ready document.
Preview also supports password protection. Apple’s instructions in Password-protect a PDF in Preview on Mac describe setting a password to open a file and controlling permissions such as printing, copying text, and adding annotations. A password that restricts editing is not the same as encrypting a file for every possible threat; match the setting to the sensitivity of the document and your recipient’s software.
What Preview cannot do—and why that matters
Apple states this limitation directly in Annotate a PDF in Preview on Mac: “Although you can’t edit the text of a PDF in Preview, you can use the markup tools to provide feedback or write down something you want to remember.”
“Cannot edit the text” means Preview does not provide a direct editor for the existing PDF text content. You can annotate, cover an area, or add a text box, but you are not changing the underlying characters in the same way you would edit a source document. This is the clearest reason to look beyond Preview.
Preview is also not documented by Apple as providing the specialist OCR and office-format conversion workflow advertised by PDF Expert. If a scan contains only page images, searching or copying its words may require OCR in another application.
What PDF Expert adds
Direct text, image, and link editing
Readdle advertises editing existing PDF text, images, and links. That is different from placing markup on top of a page: the intended workflow is to select content already in the PDF and alter it. This is useful for correcting a date, updating a paragraph, replacing a graphic, or fixing a hyperlink without returning to the original authoring file.

PDF structure varies widely. Fonts can be embedded, substituted, or restricted; some pages are scans rather than text; and unusual layouts can contain separate positioned text fragments. Treat direct editing as a capability to verify on your own files, not as a guarantee that every PDF will reflow like a word processor.
OCR for scanned documents
Readdle lists OCR among PDF Expert’s premium capabilities. OCR (optical character recognition) attempts to create a searchable or editable text layer from page images. Results depend on scan resolution, typeface, language, skew, handwriting, and table complexity. Check the recognized text before relying on it for a quotation, legal clause, financial figure, or data import.
Conversion to office formats
PDF Expert’s pricing page lists conversion to Word, Excel, and PowerPoint. Readdle also advertises broader conversion features on its product pages. Conversion is a transformation, not a perfect restoration of the original source file: page breaks, fonts, columns, tables, and images may move. Open the output in the target application and compare it with the PDF before distributing or editing it further.

Readdle advertises redaction, annotations, form filling and signing, merging and splitting, and page organization alongside direct editing. These features put review, assembly, and content changes in one paid workflow. For genuinely confidential material, confirm that the redaction operation removes the underlying content rather than merely drawing a black shape over it; the vendor feature listing alone does not establish the result for every file type.

How to complete common jobs in Preview
Annotate without altering the source text
- Open the PDF in Preview.
- Reveal Preview’s markup tools using the toolbar control for markup.
- Select a highlighting, strike-through, note, text, shape, or signature tool as appropriate.
- Save an annotated copy if the original must remain clean.
Use this workflow for review comments, teaching notes, approvals, or feedback. If the requirement is “change the sentence in the PDF,” switch to an editor that advertises direct text editing rather than disguising the change with a white box and replacement text.
Sign and return a form
- Open the form in Preview.
- Click a form field and type, or use the markup tools when the document is not an interactive form.
- Choose the signature tool, create or select your signature, and place it on the signature line.
- Review every field, then use File > Save or export a separate completed copy.
Keep a blank original if the form may need to be reused. Apple’s signing instructions cover the supported workflow and conditions in its form-filling guide.

Combine and reorder pages safely
- Duplicate each source PDF in Finder.
- Open the working copy in Preview and show page thumbnails.
- Drag pages into the required order and insert pages from additional PDFs.
- Delete unwanted pages only from the duplicate.
- Save the finished packet with a new name and open it again to verify page order, orientation, and legibility.
Password-protect a PDF
- Open the document in Preview.
- Use Preview’s PDF export controls and open the permissions options.
- Set an opening password and, where needed, restrict printing, copying, or annotation.
- Export the protected file, close it, and reopen it to verify that the password prompt and permissions match your intent.
Apple’s detailed labels can vary by macOS release; follow the controls shown in its password-protection instructions.

How to evaluate PDF Expert for your workflow
Test three representative files
- A native-text PDF: select a sentence, change a word, and check whether spacing, fonts, links, and search behave as expected.
- A scanned PDF: run OCR, search for several terms, and compare recognized numbers and punctuation with the page image.
- A complex layout: convert a document containing tables, columns, graphics, or forms and inspect the resulting Word, Excel, or PowerPoint file.
This small test is more useful than a generic feature list because PDFs differ in how they encode text, images, fonts, and form fields. Do not make a business process depend on conversion or OCR until the files that matter to you pass review.
Separate editing from markup in your process
Use direct editing when the delivered PDF must contain corrected underlying content. Use annotations when the recipient needs to see suggestions, comments, or a review trail. Mixing the two can create confusion: an annotated typo is still a typo in the source text, while a direct correction may remove the visible evidence of what changed unless you keep a marked-up copy.
Price, plans, and Mac compatibility
Readdle’s pricing page, checked on October 13, 2026, listed these options:

PDF Expert requires macOS Monterey or later according to Readdle. Prices, included features, operating-system support, and plan terms can change, so confirm the live PDF Expert pricing page before purchase. The annual and lifetime options do not have identical platform scope or stated future-feature treatment.

If you only annotate a few PDFs each month, Preview may cover the job at no additional app cost. If you repeatedly rebuild documents manually because Preview cannot change their text, the paid workflow may justify itself—but only after your files pass testing.
Common pitfalls and how to avoid them
Confusing an annotation with an edit
A text box, highlight, or shape can make a page look different without changing its original text. For a corrected deliverable, verify the text layer by selecting and copying the changed passage or searching for the old wording.
Overwriting the only original
Preview’s automatic saving makes page operations convenient but risky when the source is an archive, signed form, or legal record. Duplicate first, work on the copy, and use a distinct filename for the finished version.
Trusting OCR or conversion without checking
OCR can misread characters, and conversion can alter layout. Compare headings, names, dates, decimal points, totals, tables, and footnotes against the original page images. Preserve the original PDF alongside any editable output.
Assuming every PDF is editable
Some PDFs are scans, some use unusual fonts, and some restrict operations. A feature advertised by an application does not guarantee identical behavior across every document. Test the exact files and permissions that your organization uses.
Applying password restrictions without a recovery plan
Record passwords through your approved secure process and test the protected file with the software your recipient uses. Restrictions on printing or copying can interfere with legitimate workflows, so apply only those controls you actually need.
A decision checklist
- Do you only read, search, highlight, comment, sign, fill forms, combine pages, export, compress, or password-protect PDFs? Start with Preview.
- Do you need to change existing PDF wording or images rather than add markup? Evaluate PDF Expert.
- Are your documents mostly scans that need searchable text? Evaluate PDF Expert’s OCR on real samples.
- Must the result become a Word, Excel, or PowerPoint file? Test PDF Expert’s conversion with representative layouts.
- Do you need iPhone and iPad access as well as Mac? The listed annual plan covers those platforms; the listed lifetime license is Mac only.
- Are you on an older macOS release? Check whether it meets the stated Monterey-or-later requirement before purchasing.
- Can you preserve originals and verify sensitive outputs? If not, establish that process before editing, OCR, conversion, or redaction.
Verdict
Preview is the right default for routine Mac PDF work because its built-in tools cover reading, review, signatures, forms, page assembly, exporting, compression, and password protection. PDF Expert earns consideration when the job crosses from marking up a PDF to changing its underlying content or processing it as data—especially direct text and image edits, OCR, redaction, and office-format conversion. Make the choice from your recurring tasks, platform needs, and tested files, not from a universal “best PDF app” claim.
