Recommended Free Tools
For highly confidential PDFs, a desktop editor that performs the specific job locally is usually the lower-exposure option. An online tool that requires an upload sends the file to a service provider. Encryption, access controls and automatic deletion can reduce risk, but they do not make a third-party server equivalent to keeping the document on your own device. The safest choice depends on the exact feature, account settings, retention terms and your organisation’s policy.
The decisive question is where the PDF is processed
Do not classify a product as safe merely because it is called a desktop editor or an online PDF tool. Trace the document bytes for the particular action you plan to take.

- Local processing: The application reads and changes the PDF on your computer. The file does not need to be sent to the vendor for that operation.
- Uploaded processing: Your browser transfers the PDF to a provider’s servers, the service performs the conversion or edit, and a result is returned or stored in an account.
- Hybrid processing: A desktop application may open a local file while using cloud storage, online OCR, generative features, collaboration or account synchronisation. Some pages may stay local while others leave the device.
Check the feature’s documentation and the network behaviour rather than relying on the product’s main label. A desktop installation is not automatically offline, and an embedded browser viewer is not automatically a cloud-storage system.
Desktop and online tools compared
| Safety question | Desktop editor with local mode | Online tool that requires upload |
|---|---|---|
| Do document bytes leave your device? | Not for a genuinely local operation; verify that cloud features are disabled. | Yes. The provider receives the uploaded file to perform the task. |
| Where is the working copy? | On your computer or storage you control, unless you open a cloud location or enable synchronisation. | On provider infrastructure during processing and possibly in an account afterward. |
| Login and sharing | May be optional for local editing; an account can activate cloud services. | Often required to save, share or continue editing; signing in may save the file to the provider account. |
| Retention language | Controlled mainly by your own file-management and backup policies. | Depends on the service’s deletion terms, account state, backups and administrative controls. |
| Encryption | Local encryption and operating-system access controls protect the device; vendor claims vary by product. | Look for encryption in transit and at rest, but treat it as a control rather than proof of zero provider access. |
| Redaction and hidden-data removal | Use a feature that permanently removes content and sanitises metadata; a visual overlay is insufficient. | Confirm that the uploaded-tool workflow performs true redaction and understand where the source and output are retained. |
| Collaboration and convenience | Less convenient for real-time sharing unless you add an approved collaboration system. | Usually easier for quick conversions, links and team workflows, with the trade-off of third-party handling. |
What happens when you use an online PDF editor?
Uploading is a transfer of custody
If a browser tool asks you to choose a file before it can edit, compress, convert or sign it, the document has crossed your organisation’s boundary. The provider can technically receive the bytes even when the interface is simple and the transfer is protected. This matters for trade secrets, legal advice, medical records, identity documents, unreleased financial information and any file covered by a contract or regulation.

Adobe’s Acrobat online-services FAQ states that online services upload files to Adobe cloud storage. It says the service uses AES-256 encryption and TLS 1.2, and that uploaded files stored in Adobe cloud storage are automatically labelled private unless the user explicitly shares them. Those are useful safeguards, but they still describe a provider receiving and storing the file; they do not establish that the file remains solely on your computer.
Retention changes with account state
The same Adobe FAQ says: “After using a tool, you must sign in to save or share your file. Otherwise, Adobe will delete the file from the server within a short time period.” The statement does not specify an exact number of hours or days. If you sign in, saving to an Adobe account creates a different retention and access situation from an unauthenticated, one-off operation. Ask who can administer that account, where its data is hosted, how deletion propagates to backups and whether your contract imposes a shorter deadline.
Encryption protects transport and storage, not every exposure
TLS helps prevent interception while the browser communicates with the service, and encryption at rest helps if storage media are accessed improperly. Neither control prevents an authorised provider process, support account or compromised user account from handling the document. Review authentication, multifactor options, role-based access, audit logs, data-residency commitments and contractual terms when the material is regulated or privileged. A vendor’s “private” label is an access setting, not an independent certification of confidentiality.

When a desktop editor is the lower-exposure choice
A desktop application is generally preferable when you can complete the task without uploading the file. Editing text, rearranging pages, adding a local signature or exporting a copy can remain on the workstation if the selected feature is implemented locally and cloud connections are off. You still need a protected operating system account, current security updates, encrypted storage where appropriate and a trustworthy backup process.
Foxit’s Windows security guide documents controls such as trusted and privileged locations. Its Local AI documentation says that inference, document processing and storage for that particular feature occur on the machine and that Foxit does not receive the document. That is a statement about the named local-AI feature, not evidence that every operation in the editor is offline. Foxit also provides cloud document features, so select the local path deliberately.
How to verify that an operation is local
- Open the editor’s settings and identify cloud storage, online services, connected accounts, synchronisation and AI options.
- Sign out of optional cloud accounts, disconnect cloud drives and disable features that send documents for OCR, translation, summarisation or conversion.
- Use the editor’s documentation to confirm whether the exact command works without an internet connection.
- For a high-risk workflow, test with a non-sensitive sample while monitoring the computer’s network connections through your organisation’s approved security tools.
- Save the output to an approved local folder, then delete temporary exports and recoverable copies according to your retention policy.
These checks reduce transfer risk but cannot make a compromised computer safe. A malicious PDF, malware, an unsafe local account or an exposed backup can still disclose content.

Redaction is different from hiding text
If a PDF will leave your control, remove confidential content instead of covering it. Drawing a black rectangle over a name may leave the underlying text selectable, searchable or present in the file’s object structure. A recipient can sometimes copy it, remove the overlay or inspect an earlier revision.

Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Adobe’s business documentation says that PDF redaction “permanently removes sensitive information from a document before it is shared.” It also describes removing hidden metadata and embedded content. See Adobe’s redaction and PDF protection guidance for the workflow, then confirm the edition you use includes the required controls.
A safe redaction and sanitisation procedure
- Work on a duplicate of the original so the source remains preserved under your records policy.
- Use the editor’s dedicated redaction tool to mark every occurrence of text, images, annotations and form values that must not be disclosed.
- Apply the redactions, not just the marks. The applied result should replace the selected content rather than place a visual shape above it.
- Run the tool’s sanitisation or hidden-information removal command to strip metadata, comments, attachments, embedded files, scripts and other information the feature supports.
- Save a new output file, close it, reopen it and test selection, search, copy-and-paste, attachments, document properties and revision panels.
- Have a second authorised person inspect the final PDF against a disclosure checklist before sending it.
Permissions that discourage printing or copying are not a substitute for removal. A determined recipient may still capture what is displayed, so disclose only the minimum necessary content and use approved access controls.

Online tools are not all architected the same way
The word “online” can describe a cloud conversion service, a browser interface connected to a local file, or an embedded viewer supplied with a web application. Adobe’s PDF Embed API security documentation says the API’s core function is loading and rendering PDFs supplied by the customer; it does not manage content in cloud storage. The website and browser determine where the document is stored and which controls apply.
For an embedded viewer, ask the site owner whether the PDF is fetched from your own server, the viewer provider’s server or a user-upload endpoint. Determine whether the browser caches it, whether the site logs requests, and who controls authentication and deletion. Evaluate the actual data path, not the marketing term.

Choose by document sensitivity and task
| Situation | Safer default | Checks before proceeding |
|---|---|---|
| Public or already-redacted PDF conversion | An online tool may be acceptable for convenience. | Confirm file-size limits, account retention and whether the output is automatically shared. |
| Internal business document with moderate sensitivity | Use an approved desktop workflow when practical. | Disable cloud add-ons, protect the workstation and store the result in the approved repository. |
| Trade secret, legal advice, medical or identity records | Use a locally processing editor approved by your organisation. | Verify the exact feature is local, restrict access, sanitise exports and follow incident-reporting rules. |
| Regulated or contractually restricted records | Use only the tools and accounts named in the organisation’s policy or contract. | Check data residency, subprocessors, retention, auditability, encryption requirements and deletion obligations with the responsible security or legal team. |
| Collaborative review by several authorised people | An approved managed cloud service can be practical if its controls meet the policy. | Use named accounts, multifactor authentication, least-privilege sharing, expiration and audit logs; do not rely on a public link. |
Questions to ask before uploading a confidential PDF
- Is upload mandatory, or can the same feature run locally?
- What exact systems receive the file, including subprocessors and support tooling?
- Is encryption used in transit and at rest, and who controls the keys?
- How long are source and output files retained for signed-in and unsigned users?
- Are temporary files, caches and backups covered by the deletion promise?
- Does signing in automatically save the file to an account or make it available to administrators?
- Can administrators enforce multifactor authentication, retention and sharing restrictions?
- Where is data stored, and does that location satisfy residency or transfer requirements?
- Does the redaction feature remove underlying objects and hidden data, or merely draw an overlay?
- Can the provider supply contractual commitments, audit reports or breach-notification terms required by your organisation?
Common mistakes and how to recover
Assuming HTTPS means the file is private
HTTPS protects the connection between browser and service. It does not prevent the service from storing or processing the document. If you uploaded a file by mistake, sign out of all sessions, revoke shared links, delete the file and any generated outputs, and notify your security or privacy contact so account logs and provider deletion procedures can be checked.

Leaving a cloud account connected in a desktop app
A local editor can open files from a synchronised folder or send a feature request to an online service. Disconnect the account, move sensitive working copies to an approved local location and confirm that autosave and synchronisation are disabled before editing.
Sending the original after a cosmetic redaction
Stop distribution, recall the message or link where possible, and inform the recipient and your incident team. Create a new sanitised copy with a real redaction workflow, inspect it independently and distribute only that copy.
Treating vendor claims as independent assurance
Statements about AES-256, local processing, private labels or permanent redaction describe the vendor’s stated behaviour. They are not, by themselves, an independent test of your configuration or a guarantee for every edition and feature. Match the claim to the exact version, account and operation you use.
Practical workflow for a confidential local edit
- Classify the PDF and identify contractual, regulatory or client restrictions.
- Open a locally installed editor approved for that classification; do not open the file from an unapproved synchronised folder.
- Disable cloud storage, online conversion, connected AI and collaboration features that are not required.
- Make the edit, then save to an access-controlled folder using a new filename while preserving the original under the records policy.
- If the file will be shared, apply permanent redaction and sanitisation, reopen the result and perform the verification checks.
- Transfer the final copy through the organisation’s approved encrypted channel, with named recipients and an expiration or revocation mechanism where available.
- Delete temporary exports and clean local recovery files according to the retention schedule.
Practical workflow when an online tool is approved
- Confirm that the service and account are approved for the document’s classification and region.
- Read the current retention, deletion, sharing and administrator-access terms; record the version or date required by your compliance process.
- Use a managed account with multifactor authentication, not a personal login, and ensure the file is not placed in a broadly shared workspace.
- Upload only the minimum necessary pages or a redacted copy when the task does not require the full document.
- Complete the operation, download the result through the authenticated session and verify that the output is correct.
- Delete the source and output from the service if policy permits, remove shared links and confirm the account’s recycle-bin or trash behaviour.
- Store the approved result in your controlled repository and document who accessed it and when.
Bottom-line decision
For a confidential file, choose a desktop editor when it can perform the required operation locally and your device is properly secured. Choose an online service only when its upload, retention, access, residency and contractual controls are explicitly approved for that document. Encryption and a “private” setting are valuable safeguards, but they do not erase the fundamental difference between keeping bytes on your system and sending them to a provider.
