The available evidence does not show that Windows PCs universally determine their owners’ ages. It does show how device identifiers and activity data can help services associate information with a person or household. A specific Federal Trade Commission case involving VIZIO TVs documented allegations that viewing records were combined with demographic details, including age. The distinction matters: companies may build or use a profile without a device literally knowing every fact about you.
Does your PC know your age?
There is no evidence here that Windows itself routinely calculates a user’s exact age. The better-supported concern is that identifiers and activity data can help Microsoft, app developers, advertising networks, or other services link information and potentially infer or use demographic attributes. The reviewed sources do not establish how often age is inferred from PC activity, how accurate such inferences are, or whether they are currently used across PCs generally.

What Windows diagnostic data can contain
Microsoft says Windows diagnostic information is stored with one or more unique identifiers. These can help recognize an individual user on an individual device and help Microsoft understand service issues and usage patterns. Required diagnostic data covers information about the device, its settings and capabilities, and whether it is functioning properly. Optional diagnostic data may include websites browsed, device activity, enhanced error reporting, or crash memory; the exact optional data can depend on settings and sampling. Microsoft’s Windows diagnostics and privacy documentation describes these tiers and controls.
For Windows 10 and Windows 11, Microsoft’s documentation on optional diagnostic data lists identifiers such as a unique device ID, a user ID where applicable, event time, and IP address, alongside other information used to correlate events. Microsoft describes diagnostic purposes and says that, when tailored experiences are enabled, diagnostic data can also support personalized tips, ads, and recommendations. These details concern documented Windows data practices; they do not prove that the operating system determines a user’s age. Microsoft Learn’s optional diagnostic data overview provides the version-specific description.

What the advertising ID does—and does not do
Windows creates a per-user advertising ID that app developers and advertising networks may use to associate personal data they collect with that identifier and deliver personalized advertising across apps. Turning off this Windows setting applies to apps that use the Windows advertising identifier; it does not disable every form of interest-based advertising or tracking. Apps, websites, and third-party products may have separate policies and controls. Microsoft’s general Windows privacy settings documentation explains the advertising ID and related choices.
Can a smart TV track what you watch?
TV viewing data can be collected and used, but the strongest specific evidence here is historical and should not be generalized to every television today. In a February 2017 enforcement matter, the FTC said VIZIO agreed to a $2.2 million settlement over charges that it collected viewing histories on 11 million internet-connected TVs without consumers’ knowledge or consent. The settlement announcement described allegations, not a finding about all manufacturers or their present-day practices. The FTC’s February 6, 2017 announcement gives the case details.

The FTC complaint alleged that software captured, second by second, video displayed on the TVs—including content from cable and set-top boxes, DVDs, over-the-air broadcasts, and streaming devices. It also alleged that viewing records were combined with demographic information such as age, sex, income, marital status, household size, education, and home ownership, then shared for purposes including cross-device ad targeting. The FTC release described a $2.2 million total settlement involving the FTC and New Jersey Division of Consumer Affairs: $1.5 million for the FTC and $1 million for New Jersey, with $300,000 suspended. These figures describe that particular 2017 settlement.

What independent smart-TV measurements found
A 2020 peer-reviewed study measured network traffic from 57 smart TVs in 41 homes across seven platforms and separately examined apps on Roku and Amazon Fire TV, including top-1,000 app datasets on those two platforms. The authors found TVs communicating with known and platform-specific advertising and tracking services, and reported that hundreds of apps in their examined datasets sent personally identifiable information (PII) to third parties or platform domains. They also described limitations in DNS blocklists as a way to identify or block these communications. These results apply to the tested sample, platforms, and study period—not to every TV, app, or current platform.

Within the Roku and Fire TV app samples, the authors reported that “some apps send the advertising ID alongside static PII values, effectively eliminating the user’s ability to opt out of ad personalization.” That finding is limited to the apps examined in their study. The authors’ 2020 paper describes its methods and results.
How can companies connect activity from a PC and a TV?
Cross-device tracking means linking activity from a person’s connected devices, such as computers, phones, and tablets. The FTC’s 2017 report described how this linkage can support targeted advertising and other functions. It also warned that tracking may occur without consumers’ knowledge and can create larger, more sensitive stores of data. The FTC cross-device tracking report discusses the practice and consumer-control concerns.

In the VIZIO matter, the FTC alleged that viewing data was shared for cross-device ad targeting. Separately, a 2016 FTC smart-TV workshop considered how tracking could span TVs, streaming devices, game consoles, apps, and set-top boxes, including viewing-based ads shown on phones and desktop browsers. That workshop is historical context about the connected-device ecosystem, not evidence that every current TV shares viewing data with every other device. The FTC’s smart-TV workshop page describes its scope.

Windows privacy controls
- Review Windows diagnostic-data settings and decide whether to allow optional diagnostic data. Available choices and labels can vary by Windows version.
- Review tailored experiences or personalized offers, which affect whether diagnostic data is used for personalized suggestions and promotions.
- Check the advertising ID setting under Windows privacy settings. Turning it off limits use of that Windows identifier by apps that rely on it; it does not stop all advertising mechanisms.
- Check privacy settings and policies within individual apps and third-party products, which may have their own data collection and controls.
Smart-TV and streaming controls
- Look in your TV’s current privacy settings for viewing-data collection, viewing information, ad personalization, or similar controls. Menu names and paths differ by model and software version, so use the instructions for your specific TV rather than assuming a universal path.
- Review the permissions and privacy policy for each TV app you use; an app’s practices may differ from the TV manufacturer’s settings.
- If you use an external streaming device, check its privacy and advertising controls too. TV settings alone may not govern data handled by a separate device or its apps.
What the evidence supports
Windows documentation describes diagnostic data, identifiers, and an advertising ID that can support troubleshooting or personalization. A 2020 study found tracking communications and PII transmission in a defined smart-TV and app sample. The VIZIO case documented allegations of extensive viewing-data collection and demographic enrichment in a specific 2017 matter. Together, these sources show credible ways that device activity can contribute to profiles; they do not establish that every PC knows its owner’s age, that every TV tracks all viewing, or how widespread age inference is today.
