One 97 Communications, the listed operator of Paytm, closed 5.42% lower at ₹1,640 per share on Thursday, October 8, 2026, after reports that the proposed UPI merchant discount rate (MDR) could be pushed back from its announced October 15 start to January 1, 2027. The shares had been down as much as 10% intraday. The reported January date is a possible deferral that the reporting reviewed did not confirm as a formal change, so the October 15 date and the announced rate structure remain the reference points until an official notice says otherwise.
What moved the stock on October 8
Business Standard tied the sell-off to reports that the MDR start could slip to January 1, 2027. According to the same reporting, the rationale was to keep UPI payments free for merchants through the festive season, following pushback from retail traders’ associations. The reports describe the context for the move, not a measured cause. Market reactions usually reflect several things at once, and the coverage reviewed does not isolate the policy report’s share of the decline.

Two points matter for reading the headline. The “5%” is the closing move; the intraday fall was larger. And the January date should be read as a reported proposal, not a notified change.

What the announced framework says
The Ministry of Finance’s September 15, 2026 release sets out the structure that the October 15 start date applies to. The key point for most users is that the charge falls on specified merchant transactions, not on people sending money to each other. The table below lists each category as described in that release.
#1 Best Overall
- Effortless payments and printing: Accept card payments and print payment receipts on the spot with the built-in 40 mm thermal printer.
- Faster sales processing: Use pre-set menus and catalogs to make transactions faster and smoother for you and your customers.
- Reliable and portable: Featuring a 6.5" HD touchscreen made from Corning Gorilla Glass and a powerful battery that lasts all day.
- Seamless connectivity: Stay connected with free mobile data and WiFi, ensuring uninterrupted transactions.
- Real-time payment tracking: Monitor payments and issue refunds right from your device, so you're always in control.
| Transaction type | Rule in the announced framework | Who bears the charge |
|---|---|---|
| Person-to-person (P2P) UPI transfers | Free, regardless of amount | No MDR |
| Person-to-merchant (P2M) payments of ₹2,000 or less | Free of MDR | No MDR |
| Qualifying small merchants receiving up to ₹1 lakh per month through UPI QR (P2PM) | Zero MDR on all transactions | No MDR |
| Specified P2M payments above ₹2,000 | 0.4% MDR; capped at ₹300 for transactions of ₹75,000 or more | Merchant ecosystem |
| Listed essential and thin-margin sectors above ₹2,000 (railways, telecommunications, insurance, fuel, agricultural inputs) | Flat ₹5 MDR per transaction | Merchant ecosystem |
| Capital-market transactions (mutual funds, securities, stockbrokers, dealers) | 0.02% MDR, capped at ₹300 per transaction | Merchant ecosystem |
The Ministry says it expects about 96% of P2M transactions to remain unaffected, and that MDR applies to about 4% of merchant transactions. It also says MDR is not a charge on customers and that banks have been advised not to pass the cost on to them. These are the terms in the September 15 explanation; a later official notice could change them.
Who the reported delay would affect
MDR is paid within the merchant-payment ecosystem and shared among participants such as banks, payment service providers and UPI application providers. A later start would postpone some fee income for those participants, and for Paytm that would mean timing rather than a permanent loss, if the start date moved as reported. The reporting reviewed does not quantify how much revenue Paytm would defer. Any industry-wide revenue estimate in circulation is an attributed brokerage view for the whole ecosystem, not a Paytm forecast, and should not be read as company guidance.

At its September 15, 2026 annual general meeting, Paytm management characterized the business as profitable without merchant fees and emphasized merchant payments as a core part of the company. The clearest statement came from founder and CEO Vijay Shekhar Sharma, as reproduced in Paytm’s own AGM recap:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems“We have built this business on a zero base. Even if there is no MDR, no merchant discount rate, no fees on merchants, and no grant or support from any regulatory body or government, our business will remain profitable in the foreseeable future.”
This is the company’s view, published by the company. It is not an independent assessment of how the fee change would affect Paytm’s earnings.
What is still unconfirmed
- The January 1, 2027 start. Reported as a possible deferral from October 15. The reporting reviewed does not include a formal notice from NPCI, the Ministry or a bank confirming it.
- The October 15 date itself. Coverage and Paytm’s regulatory filing describe October 15 as the start. The copy of that filing reviewed could not be opened, so confirm the date against the original filing or an NPCI notice before relying on it.
- Paytm’s financial effect. No Paytm-specific figure for the deferral’s impact on earnings was found in the reporting reviewed.
How to check whether the date has changed
- Look for a formal circular or notice from NPCI or the Ministry of Finance, not a press report, since only an official notice fixes a new effective date.
- Check Paytm’s exchange filings on the National Stock Exchange or BSE for any revised statement on the MDR start.
- Compare any revised date against the rate table above, since the thresholds, caps and exemptions could be altered alongside the timing.
Until one of those official sources confirms a change, the announced framework and the October 15 start remain the reference points, and the January 2027 date remains a reported possibility.
The short answer to the headline question is that Paytm’s operator fell 5.42% on reports of a possible MDR delay, and the reporting did not establish that the delay has happened. For ordinary UPI users, the announced framework leaves person-to-person payments and most merchant payments free of MDR.
