NPCI and the Department of Financial Services were reported on October 8–9, 2026, to be considering merchant associations’ request to defer the proposed UPI merchant discount rate (MDR) start from October 15, 2026, to January 2027. No final extension had been formally announced in those reports. The possible delay was discussed as a shift in the timing of potential payment-company revenue—not as a confirmed policy change or proof that MDR alone caused the shares to rise.
Will UPI MDR rollout be deferred to January 2027?
That was under consideration in reporting published October 8–9, 2026; January 1, 2027, was discussed as a possible revised date. The proposed schedule remained October 15 unless the relevant authorities decided otherwise. The reports did not establish that NPCI had formally confirmed a deferral, so January should not be treated as a settled rollout date. Business Standard’s October 9 report and Free Press Journal’s October 9 report described the proposal as unresolved.

| Policy state discussed | Confirmation and timing | Practical implication |
|---|---|---|
| October 15, 2026, scheduled start | This was the then-scheduled date; the October 8–9 reports did not say it had been formally replaced. | Eligible merchant costs and any related payment-company revenue could begin earlier if implementation proceeded on schedule. |
| January 1, 2027, proposed deferral | Reported as a possible date under consideration, not an officially confirmed extension. | Merchants would have more time before any applicable MDR began, and potential revenue timing for payment companies could shift later. |
The reports’ explanation for the market reaction was that investors viewed MDR as a possible new revenue stream for payment companies. That is a reported interpretation of investor expectations, not evidence that the proposed framework guarantees revenue or that the policy change alone explains a share-price move.

The supplied headline’s “up to 7%” figure is not matched by the October 9 report figures cited here. Free Press Journal reported that, in early trading on October 9, Paytm gained more than 2.5% to ₹1,682 and MobiKwik advanced 8% to ₹263. These are session-specific figures reported by that publication, not current prices.

A separate Business Standard report published September 16 described a different session and an earlier rally associated with the MDR framework’s announcement: Paytm rose 7% to a reported 52-week high of ₹1,856.50, while MobiKwik rose 6% to ₹214. Those figures should not be combined with the October 9 moves or attributed to the later deferral discussion. Business Standard’s September 16 report provides that earlier context.

MDR is the merchant discount rate: a fee associated with processing a merchant payment. The Government of India’s September 15, 2026, description set out different treatment by transaction type, amount and merchant category. It did not describe one universal rate for every UPI payment.
| Transaction or merchant category | Government-described treatment |
|---|---|
| Person-to-person (P2P) UPI transfers | No MDR, irrespective of amount. |
| Person-to-merchant (P2M) payments of ₹2,000 or less | No MDR. |
| Qualifying small merchants in the P2PM category | Zero MDR for qualifying merchants, including street vendors receiving up to ₹1 lakh monthly through UPI QR codes. |
| Specified P2M transactions above ₹2,000 | 0.4% MDR; for transactions of ₹75,000 and above, the per-transaction cap is ₹300. |
| Transactions above ₹2,000 in listed essential or thin-margin sectors | Flat ₹5 MDR for the listed sectors: railways, telecommunications, insurance, fuel and agricultural inputs. |
| Capital-market payments | 0.02% MDR, capped at ₹300. |
These are the terms in the Government’s September 15 description of the framework. The rate and exemption applicable to a payment depend on its category; it would be inaccurate to assume that every merchant transaction above ₹2,000 attracts 0.4%. The Ministry of Finance release gives the category details.

Who pays MDR, and what stays free for customers?
The Government said customers would not pay MDR. It clarified that MDR is “neither a tax nor a charge collected by the Government or NPCI”; the fee is distributed among participants in the payment ecosystem. Banks were advised to ensure merchants did not pass MDR on to customers, and UPI application providers were described as prohibited from imposing platform fees or hidden charges under the framework.
The Government also estimated that approximately 96% of merchant transactions would remain unaffected under the framework it described. That is the Government’s estimate, not an independently verified finding.
Why did the Government propose an MDR framework?
In an August 8, 2026, statement, the Ministry of Finance described the legislative change as an enabling provision intended to support UPI’s sustainability, technological advancement and resilience. It said that after Parliament passed the Taxation and Other Laws (Amendment) Bill, 2026, the NPCI-headed “UPI and Services Steering Committee” would decide on MDR, if any. The August statement explained the policy process and rationale; it predates the September 15 description of the proposed rates and exemptions. The Ministry’s August 8 statement said the Government remained committed to keeping UPI free for citizens while ensuring its sustainability.
